I don't agree with everything which this guy says but I do agree with this Problem Reaction Solution theory.

A lengthy hadith narrated by Ibn Majah, Ibn Khuzaymah, and Ad-Dhiya', attributed to Abu Umamah, reports that the Prophet of Allah, sallallahu 'alayhi wa sallam, said:

"There will be three hard years before the Dajjal (appears). During them, people will be stricken by a great famine. In the first year, Allah will command the sky to withhold a third of its rain, and the earth to withhold a third a third of its produce. He (sallallahu 'alayhi wa sallam) was asked, "What sustains people during that time?" He said, "Tahlil, takbir and tahmid (saying, la ilaha illallah, allahu akbar and alhamdulillah). This will sustain them just as food does." [Sahih al-Jami' as-Saghir, no. 7875]

So, this is how I analyze this situation.

"The Elite" will create an artificial "global famine" in this "Global Village" with the help of Multi National Companies and Corporate Banks and technologies like H.A.A.R.P. People of the world would react on this global problem and they will demand for a solution. "The Elite" will then provide a "Global Solution" which would be a "Global Government" of a "Global State" and upon it's top "A Fair and Just Global Leader aka. Ad Dajjal" will be installed. Whoever bows in front of him, leaving his religion, his deen, his values and traditions and is secularized and is dajjalized has plenty of dunia at his disposal. And whoever, will reject his package of progress will be deprived of all material means of survival. The only thing which will sustain him will be the unlimited Spiritual resources i.e. the deen of Islam in general and the dhikr of Allah in specific. However, only those would be able to benefit from that spiritual resource who will be intellectually mature and aware and spiritually awakened with strong eman and strong unbreakable and unshakable connection with Allah (The Most High, The Most Merciful).

It opened for signature on 18 May 1977 in Geneva and entered into force on 5 October 1978.

The Convention bans weather warfare, which is the use of weather modification techniques for the purposes of inducing damage or destruction. The Convention on Biological Diversity of 2010 would also ban some forms of weather modification or geoengineering.
