The proposal was put forward by Tablighi Jamaat, an ultra-conservative Islamist group who advise against the integration of Muslims and non-Muslims.

The Zionist and pro-Israel lobby have volunteer complainers from around the world with thousands of names on the database, and have done so since the inception of the internet, for example, when there is any coverage concerning Jews, or Israel/Palestine in the BBC or any other British media an e-mail alert is sent out, and the volunteers from across the world as far a field as Canada, Australia who have never seen the programme or read the article will flood the news organisation with complaints.
They are so efficient that even when the Programme article is Pro-Israel they will still send in complaints, just to keep the pressure up and to make sure that they outnumber the complaints made by those supporting palestinians this gives the media an alibi to say "You see if we were Pro-Israel then we would not be receiving complaints from supporters of Israel " .
As far as the coverage of Palestine goes, complaints made by those who are pro-Palestine are outnumbered 20 to 1 by the Pro-Israel lobby. That is for every pro-Palestinian complaint made to the BBC there are 20 complaints made by the Pro-Israel lobby.
