I am trying to make sense out of what is being said and here is a Summary for myself to understand the problem:
Europe:
The issue at heart is PAP (Processed Animal Protein) which is basically proteins derived from animals which are fit for human consumption at the time of slaughter, teh only ban is that proteins from the same species can’t be fed to the same animal e.g. PAP from chicken can’t be fed back to the chicken and so on; so you have:
In Europe this is used legally in animal feed but from July 2013 it will be legal to use it in acquariums (for fish).
UK:
FSA (Food Standards Agency) has always discouraged the use of PAP (Processed Animal Protein) because of the Foot & Mouth Disease in the past and at the monent there is a total BAN in UK but from this year onwards it is possible for companies to start manufacturing PAP (Processed Animal Protein) feed for animals with the only ban being that derivatives from the same animals can't be fed to the same animal because the UK won't be able to defy the European regulations.
So in theory this issue isn't restricted to fish but it will affect chicken which will be fed primarily PAP (Processed Animal Protein from PIGS)
Question:
Why do you think that the chicken or fish will become Haram by eating Pig?

The masalah is based on whether it is permissible to feed someone or something, haraam food.
As eating haram meat is not permissible, thus feeding haraam meat to anyone or anything would also be forbidden.
Yes, if you leave the meat lying somewhere, then the animal eats it - ie. u never fed it, but rather it found the food itself and ate it- then it is permissible.
