Kitab al Athar of Imam Abu Hanifa - Chapter on WUDU FOR WHO EVER HAS A WOUND OR SMALLPOX
28. Muhammad said, "Abu Hanifa informed us from Hammaad that Ibrahim said concerning someone who is sick that he [or she] is unable to perform Ghusl after sexual relations or for [the end of the] menstrual period, 'They should do tayammum.'"
Muhammad, "We adhere to this and it is the verdict of Abu Hanifa."
Unable here means they can not touch water due to illness.
29. Muhammad said, "Abu Hanifa informed us saying, 'Hammaad narrated to us from Ibrahim that the sick person who is resident and living with his family, who is not able [to take a Ghusl or do wudu] because of small pox or a wound and for whom water is to guarded against, has the satus of the traveller who can not find water, for whom tayammum suffices.'"
Muhammad said, "That is the verdict of Abu Hanifa, to which we adhere."
30. Muhammad said, "Abu Hanifa informed us from Hammaad that Ibrahim said concerning a man taking a Ghusl because of sexual relations, 'He should wipe over the splints.'"
Muhammad said, "We adhere to that. If he fears the effects of wipping over the splints he will also give that up and it suffices him, and that is the verdict of Abu Hanifa.
