Answer:
1) Yes a house can be purchased for her as she is not Sahib-e-Nisaab (Minimum amount required for Zakaah to become Fardh). If he made her the owner and purchased the house on her behalf then Zakaah is fulfilled.
She will have to give Zakaah on the income from rent.
2) Zakaah is payable on the income from rent.
- If the person owes money to anyone or bank, that amount will be exempted from the Zakaah.
- If the person owes money and is also paying interest on the loan, the interst amount will be included in Zakaah and the amount owed will be excluded.
