I have heard and read that any muslim person (non- aalim) would be able to perform the nikah sermon. is that true? and would it be permissible to perform nikah in such way?
or is it only an aalim that can perform the nikah?

Yes, it will be permissible. However, it will be advisable that the guardian or a pious and respectable figure who is capable of performing the Nikah ceremony perform it. Additionally, it should ensured that the rites are carried out in accordance to Shariah and all unislamic action are avoided.

And Only Allah Ta'ala Knows Best.
