is it compulsary to have wudu when reciting the translation of the meanings of The Quran in english or even the arabic Quran for that matter? i heard some say it is and some say pure intention alone is sufficent for reciting The Quran. please explain in the light of Quran and hadith.

It is Fardh (compulsory) to be with Wudhu etc, to touch the Quran.
The Quran itself states that only those who are clean and pure should touch the sacred text: "This is indeed a Holy Quran, in a book well-guarded, which none shall touch but those who are clean.." (56:77-79). The Arabic word translated here as 'clean' is Mutahiroon, a word that is also sometimes translated as 'purified'.
One can recite the Quran in the state of Hadath (minor ritual impurity) but can't touch it. However, in the state of Janabat (major ritual impurity) it is not permissible to touch or recite the Quran.
However, one may listen to tapes of the Quran or handle a translation or exegesis without Wudhu.
