If a person does not follow the Deen from when they are first Baaligh, but starts practicing later in life- does this person have to make up the missed fasts of all the previous Ramadhans? Must he only do the Qadha's or does he have to pay Kaffarah also though he did not have the intention to fast?

In the above case you must do one kaffarah; fast two Islamic months continuously if you are able, if not choose the other alternatives respectively. This will be sufficient for all the fasts you neglected purposely.

Additionally, you must do qadha for every missed fast to date. This may be done at your own discretion, it need not be continuous. However it should be completed as soon as possible.
