ANSWERED: Qurbani & Removing hair

I have heard previously that people intending to perform qurbani are not permitted to remove hair cut nails etc. from the 1st of Zul Hijjah until eid. is this true even for a person not performing hajj?

It is Mustahab (Prefferable) not to remove hair & nails during those days if a person is performing Qurbani.
