Question: Authenticity of this statement
I have read the following narration
Sa‘eed ibn Jubair, may Allah be pleased with him, said, "Allah, the Exalted, will inflict a punishment on a group of people because they played with their private parts."

It has been cited in Tafsirs and some fiqh books without a chain of narrators and the chain/authenticity has not been located. I was wondering, does it being included in fiqh books make it authentic or has it only been used by some fuqaha and is subjected to difference of opinion on its authenticity

The Hadiths regarding masturbation are not authentic. However, the general ruling on masturbation is Haram or Makruh Tahrimi according to the scholars based on the verse in Surah Al Muminun verse 5-7, This is the view of the majority scholars.

The difference of opinion amongst scholars is regards to when it becomes permissible at the time of necessity ضرورة examples such as, when one is overwhelmed with desire that he resorts to Zina or has no means to marry etc.

One must know that masturbation is Haram by default and it is only merely an excuse to save oneself from the greater evil I.e.Zina.

ولم يصح حديث فيه لكن عموم الآية تشير إلي أنه مكروه تحريما وقد اختلف السلف في الحكم فيه عند الضرورة لكن الكراهة صحيحة

[قال ابن عابدين] (قَوْلُهُ: وَلَوْ خَافَ الزِّنَى إلَخْ) الظَّاهِرُ أَنَّهُ غَيْرُ قَيْدٍ بَلْ لَوْ تَعَيَّنَ الْخَلَاصُ مِنْ الزِّنَى بِهِ وَجَبَ؛ لِأَنَّهُ أَخَفُّ وَعِبَارَةُ الْفَتْحِ فَإِنْ غَلَبَتْهُ الشَّهْوَةُ فَفَعَلَ إرَادَةَ تَسْكِينِهَا بِهِ فَالرَّجَاءُ أَنْ لَا يُعَاقَبَ اهـ زَادَ فِي مِعْرَاجِ الدِّرَايَةِ وَعَنْ أَحْمَدَ وَالشَّافِعِيِّ فِي الْقَدِيمِ التَّرَخُّصُ فِيهِ وَفِي الْجَدِيدِ يَحْرُمُ وَيَجُوزُ أَنْ يَسْتَمْنِيَ بِيَدِ زَوْجَتِهِ وَخَادِمَتِهِ اهـ وَسَيَذْكُرُ الشَّارِحُ فِي الْحُدُودِ عَنْ الْجَوْهَرَةِ أَنَّهُ يُكْرَهُ وَلَعَلَّ الْمُرَادَ بِهِ كَرَاهَةُ التَّنْزِيهِ فَلَا يُنَافِي قَوْلَ الْمِعْرَاجِ يَجُوزُ تَأَمَّلْ وَفِي السِّرَاجِ إنْ أَرَادَ بِذَلِكَ تَسْكِينَ الشَّهْوَةِ الْمُفْرِطَةِ الشَّاغِلَةِ لِلْقَلْبِ وَكَانَ عَزَبًا لَا زَوْجَةَ لَهُ وَلَا أَمَةَ أَوْ كَانَ إلَّا أَنَّهُ لَا يَقْدِرُ عَلَى الْوُصُولِ إلَيْهَا لِعُذْرٍ قَالَ أَبُو اللَّيْثِ أَرْجُو أَنْ لَا وَبَالَ عَلَيْهِ وَأَمَّا إذَا فَعَلَهُ لِاسْتِجْلَابِ الشَّهْوَةِ فَهُوَ آثِمٌ اهـ.
