Yes, It will be permissible to be a member of any company for the breakdown cover of a vehicle e.g. AA, RAC etc.

Being a member one pays only for the service which the company offers him, which is to assist him at any time. The company does not pay any damges towards it. This is distinguished from insurances which contain the elements of gambling and interest, which are Haram.
