I have a question regarding Hajj, can i perform Hajj with my family, although i have a mortgage?

Dear Esteemed scholars,
In my youth, I had a small (non figurative) tattoo done on my back. It was done by needle injection of ink between the layers of skin. Essentially, the surface layer of skin remains, thus water does pass over and wash the skin therein.
Nonetheless, I have made nayat since past two years to do the forthcoming Hajj and have been saving up every day and praying that Allah accepts my Hajj.
I sought guidance on the tattoo and was advised that I should repent and remove it as soon as possible.
I consulted specialists and they have indicated that laser treatment will be required and each treatment will be be in four month intervals an the whole process may take up to five years.
I have now started this treatment and also intend to embark on the next Hajj because Hajj is compulsory and I know not how long my life will be and I have been told that if I have health and the wealth then I should not delay the Hajj.
Now, consdering I have offered repentance (I was a youth when I made this foolish mistake) and starting treatment, I feel that I should go to Hajj, however, I felt it is prudent to ask you opinion on this matter, as treatment will take long time (and there is no guarantee that all of the tattoo will be removed).
Please try to be understanding of this dilemma as I am trying to do right thing and also undergoing the removal treatment. I have been afraid of asking some people because they say I am dammed and cursed because of the tattoo.

reading the whole manzil in arafat will nearly cover all the masnoon duas but my question is that as idont understand arabic will it be better for me to read in arabic although i dont understand[i know that arabic is more accepted because its from the mouth of the beloved or from the quran and are more jaami' but i dont understand]or can i read the transalation instead or shall i say my own duas because they will be from my heart and the method of dua i.e;dil se will be fulfilled?

I have heard previously that people intending to perform qurbani are not permitted to remove hair cut nails etc. from the 1st of Zul Hijjah until eid. is this true even for a person not performing hajj?

Assalam-o-Alaikum
Alhamdulillah, By the Grace of Allah I performed Hajj this year (2006-2007).
My question is related to pelt the shaytaans on 12th of Dhul-Hijjah.
As it is not allowed to pelt the shaytaans before the Zuhar (zawal-e-shams), I have confusion about timings in which I pelt the shaytaans.
I do not know how much difference is between Zawal-e-Shams and Azaan-e-Zuhar in Saudi Arabia.
The situation is:
Time of Azaan-e-Zuhar was 12:25pm in Mina.
I started to pelt 1st shaytaan at 12:12pm. *****
I started to pelt 2nd shaytaan at 12:22pm or greater (almost at the time of Azaan-e-Zuhar).
I started to pelt 3rd shaytaan after the Azaan-e-Zuhar.
So major confusion is related to the timing at which I pelt 1st shaytaan. Because it is about 13 minutes before Azaan-e-Zuhar and I do not khow it is before Zawal-e-Shams or after Zawal-e-Shams.
Please guide me that Is this wajib has been performed correctly by me?
