Do the paternal and maternal uncles have to provide for their deceased brothers wife and kids whom are not mature (Na baligh)

It is the wife's responsibility to provide for herself after her husband has passed away, if she has wealth or can earn, (example: share of wealth received from her deceased husbands inheritance), otherwise it would be her fathers responsibility to provide for her.
It states in Fatawa Raheemiyah, Page 444, Volume 7:
عورت كے پاس اگر مال ہو تو اسى ميں سے اپنا خرچہ پورا كرے، اگر مال نہ ہو تو عورت كا نفقہ اس كے والد كے ذمہ ہوگا
As for the children the mother has the duty of care and upbringing till the age of 7.
After 7 the paternal grandfather can take the children to look after, if the children have wealth then it should be spent on them.
It states in Fatawa Raheemiyah, Page 444, Volume 7:
چهوٺے لڑكے كى پرورش كا حق ماں كا ہے، سات تكـ ماں لڑكے كو اپنے پاس ركهـ سكتى ہے، اس كے بعد دادا اپنے پوتے كو اپنى پرورش ميں لئے سكتا ہے، بچہ كا دادا چچا
موجود ہے تو بچہ كا نفقہ دادا كے ذمہ ہے، اگر بچہ كے پاس مال موجود ہو تو بچہ كے مال ميں سے اس پر خرچ كيا جائے گا
