Prince Mohammed bin Saud bin Abdul- Aziz passed away today (Sunday, 18/8/1433 H) abroad, said a statement of the Royal Court issued today. Funeral prayers for the deceased Prince will be performed for his soul after Maghreb prayers tomorrow, Monday (19/8/1433 H) at Imam Turki bin Abdullah Mosque in Riyadh.

Kingdom boosts bus fleet for pilgrims by more than1,000units

(SPA) Sunday 8 July 2012

JEDDAH: More than 1,000 new buses have been added to the fleet of buses for pilgrims' transportation during the upcoming Hajj season. “The General Cars Syndicate (GCS), which is made up of 16 transport companies, spent SR800 million to buy new vehicles. They started the upgrading process at the end of last pilgrimage season,” said Muhammad Zakaria Al-Jawaharji, acting president of the GCS. The GCS has made contractual agreements with 66 Hajj delegations from various countries to transport about 1.5 million pilgrims in 18,700 buses, he added.

The General Presidency for the Two Holy Mosques Affairs has approved this year’s Ramadan plan that will facilitate the arrival of Umrah pilgrims, the presidency’s head Abdulrahman Al-Sudais told the Saudi Press Agency. Al-Sudais said the plan has taken into account the increase in space thanks to the ongoing Grand Mosque expansion project of Custodian of the Two Holy Mosques King Abdullah, allowing over 200,000 people to pray on the ground floor. He also said final touches are being given to the expanded central section and that the construction work of bridges and terraces are being completed. He added all the new buildings are built in keeping with the current architectural style of the mosque. He said new toilets at the Ajiad Hospital area would be ready for use before Ramadan, in addition to 12,500 new toilets that will be added later. Al-Sudais said the mosque’s open areas would be cooled by water coolers and basements air-conditioned in addition to ensuring prayer-mats are vacuumed. He also said 18,000 Zamzam water taps and containers have been set up all around the two holy mosques. He said the presidency is giving attention also to the provision of religious lectures and guiding visitors using recorded sessions 24 hours a day. The plan would also focus on the best ways to deal with Shariah violations, directing women to their designated areas and preventing aisles from being blocked. He said wheelchairs are provided to the visitors for free and electric ones are available to rent.

Woman claims she was pushed by
commission member in Grand Mosque

MAKKAH – The branch of the Commission of the Promotion of Virtue and Prevention of Vice based in the Grand Mosques is looking into a complaint filed by a female school principal against a Hai’a member.

In her complaint, the school principal claimed that the Hai’a member held her purse and pushed her and her housemaid and son several times during the Maghreb prayer last Wednesday.

When she told him that she would file a complaint he responded with, “Do whatever you want. I’m not afraid of you. Besides, I didn’t touch your hands.” Afterward, she went to the Hai’a center inside the Grand Mosque and lodged a complaint.

Al-Shareef Ahmad Al-Mansouri, spokesman for Hai’a Center inside the Grand Mosque, said that Khalid Al-Subai’i, director of the center, had started an investigation into the complaint.

The Hai’a member in question said that the woman called him names when he insisted that she move to the women’s praying area.

He also said that he was responsible for organizing the lines of prayer performers and had to make sure that women pray in the area specified for them.

She told “Okaz” over the phone that as she circumvented the Kaba’a, the Maghreb prayer was called and she stopped to perform prayer. She moved with her son and housemaid to the back of Al-Mataf area and joined the congregation when the Hai’a member appeared and started pushing her and her housemaid in front of other worshippers.

“Investigators are still trying to figure out the truth,” Al-Mansouri added.

Madinah mayor orders Uhud cave reopened

MADINAH – Khalid Taher, Madinah Mayor, has given directives to the concerned authorities to re-open Uhud Cave which was blocked by concrete barriers over a week ago by an unknown person, said Ali Al-Alawi, director of the Information Department at Madinah Mayoralty.

A senior source at Uhud Municipality said the concrete barriers would be removed this week once the municipality signs a contract with a company to carry out the removal. The same source also said the cave had not been blocked by a government authority, as was reported earlier.

Visitors often climb up to the cave believing that Prophet Muhammad (peace be upon him) sought refuge in it after the battle of Uhud to receive treatment. Historians, however, disagree on the authenticity of the story.

Muhammad Al-Shibani, assistant professor and chairman of the History Department at the Islamic University in Madinah, said blocking the cave by an individual was wrong and is considered an encroachment upon government property.

“This individual should’ve filed a complaint with the concerned authority calling for blocking the cave to end the wrong practices of some visitors and pilgrims,” he said.

Al-Shibani suggested that the Saudi Commission for Tourism and Antiquities hire tour guides who speak different languages to educate visitors about the historical importance of such locations and prevent them from engaging in wrong practices.

Hoteliers expand in Makkah

of investment in hospitality infrastructure in Saudi Arabia

Makkah The pilgrimage starts with a private jet to an exclusive airport in Saudi Arabia, where passengers are treated to a buffet while travel-company employees process their immigration documents. The visitors are then taken in luxury cars and buses to the InterContinental Hotel overlooking the Grand Mosque in Makkah.

“We try to make it a little more comfortable for our clients, that’s all,” said Abdul Rahman Mohammad Al Shaya, a sales executive for Kuwait-based Al Marwa. The company offers wealthy pilgrims a seven-day package for the Haj, the pilgrimage every able-bodied Muslim is obliged to make, for about 5,500 Kuwaiti dinars (Dh71,959).

Rising wealth in Islamic countries from the Gulf to Indonesia is boosting demand for a higher standard of accommodation as about 3 million pilgrims prepare to descend on Makkah for the annual Haj in October. That’s contributing to a surge of hotel investment in Saudi Arabia by companies, including InterContinental Hotels Group, Hyatt Hotels Corp and Starwood Hotels & Resorts Worldwide.

Hilton Worldwide, owned by Blackstone Group, plans to more than double the number of hotels it operates in the country to 14, including six in Makkah. It currently runs six in Saudi Arabia. UK-based InterContinental will increase its room numbers by about 50 per cent to 7,300 in the next three to five years. Hyatt, whose only Saudi hotel opened in 2009, expects to have eight more in five years.

Starwood, the Stamford, Connecticut-based owner of the luxury St. Regis and W brands, has plans to manage five more hotels, adding about 1,300 rooms. It currently has 10 hotels with about 3,000 rooms.

The boom in Saudi Arabia will increase the number of branded hotel beds available by 58 per cent in the next few years, research company STR Global estimates. While international companies can operate hotels in Saudi Arabia, they are not allowed to own property in the country.

Strategic base

“The tourism industry in Saudi is rapidly expanding and our development plans reflect the growing demand for high- quality hotels in that market,” said Christophe Landais, Middle East managing director for Paris-based Accor. “The kingdom constitutes a strategic base for us.”

Accor, Europe’s largest hotel operator, will open a 1,315- room Pullman hotel in Makkah and another property in the south of the kingdom, Landais said. The Paris-based company plans to increase its properties in Saudi Arabia to 17 by 2015 from the current 12.

The Abraj Al Bait Towers, a hotel complex across from Makkah’s Grand Mosque, transformed the ancient city’s skyline when it was completed in 2010. The 601m clock tower at its centre houses an 858-room Fairmont Hotel. Swissotel plans to open a 1,562-room hotel in the complex this year, according to the company’s website. Both hotel operators are part of Colony Capital’s FRHI Holdings.

Local companies are tapping the growing market as well. Saudi Hotels and Resorts has 10 hotels across the kingdom and plans to add four in Makkah, Jeddah and Madinah within a year. Makarim Group, which manages the hotels, isn’t worried about competition from foreign operators, marketing director Majdi Saqer said by e-mail. “There will always be demand for local-flavour five-star hotels,” he said.

Average daily rates in Makkah hotels rose 15 per cent to 631.79 riyals ($168) in the first three months of 2012 while falling 2.7 per cent in Riyadh. Revenue per available room in Makkah jumped 43 per cent to 403 riyals in the first quarter compared with a 10 per cent drop to 638 riyals in Riyadh, according to STR Global.

State investment

Rising wealth in parts of the 1.57 billion-strong Muslim world isn’t the only force driving hotel growth in Saudi Arabia. A $500 billion Saudi government spending programme on homes and infrastructure is lifting demand for short-term accommodation from foreign consultants, engineers and other professionals who stay in cities such as Riyadh and Dammam, according to real estate broker Jones Lang LaSalle.

Resort-style tourism of the type offered in neighbouring UAE is shunned by Saudi Arabia, a conservative kingdom that strictly enforces Islamic laws such as a segregation of men and women and a ban on alcohol.

About 53,000 branded hotel rooms are currently available across the kingdom, about the same as Dubai, according to STR Global. Those mostly provide five-star rooms with a few in the four-star bracket. About 19,000 are in Makkah and another 13,000 in Madinah.

Most pilgrims stay in furnished apartments, mainly supplied by individuals and small businesses, said Chiheb Bin Mahmoud, head of hotel advisory for the Middle East and Africa at Jones Lang LaSalle. That’s also the most common type of accommodation for professionals in cities like Riyadh and Jeddah and holiday travelers in the south of the country.

“The practice of camping and unauthorised accommodation does exist,” he said. “Every year, the Saudi authorities crack down on it while trying to be sensitive because of the religious motive for the trips.”

Religious visits including the Haj and Umrah pilgrimages and trips to Madinah, the resting place of the Prophet Mohammad [PBUH], still dominate Saudi Arabia’s tourism industry. Last year, the country hosted 10.6 million pilgrims and religious visitors out of 15.4 million foreign arrivals overall, according to Business Monitor International. BMI estimates arrivals will increase by an average 6 per cent annually until 2016.

The Saudi Ministry of Haj says it expects a record number of pilgrims this year. In 2011, 2.5 million passed through Jeddah’s airport on 10,650 flights.

“There is some kind of a catch-up in terms of capacity building,” Jarmo Kotilaine, the Jeddah-based chief economist at National Commercial Bank, said by phone on June 14. “There has been a long period when there was very little addition.” Rising visitor numbers only tell part of the story. The government’s drive to improve health and safety standards in Makkah and Madinah during the Haj is triggering demand for hotels by discouraging the centuries-old practice of accommodating pilgrims in people’s homes, said Jones Lang’s Ben Mahmoud.

“Branded hotels, regional or global, currently form the backbone of inventory in Makkah,” Bin Mahmoud said. “The trend will continue as stricter guidelines for health and safety are implemented and because a higher standard of comfort is being demanded by pilgrims.”

The market for a better class of accommodation is being fuelled by economic growth in Muslim-majority countries. Turkey’s economy expanded 8.5 per cent last year, the third-most among Group of 20 nations after China and Argentina. Indonesia, the world’s most populous Muslim nation, grew by 6.5 per cent, the most since the Asian financial crisis that ended in 1998.

“While most of the high-quality hotel supply has been five-star and four-star, Accor is seeing the emergence of real demand for other products like the economy three-star segment,” Landais said. “For the moment, that’s only fulfilled by local and unbranded hotel supply that lacks high quality standards most of the time.” International hoteliers are also seeing opportunities in smaller cities such as Jizan, Yanbu, Khobar, Jubail and Hofuf, he said.

Overstayers inundating Makkah’s Al-Haj neighborhood

MAKKAH – The residents of Al-Haj neighborhood say that the area has recently seen an influx of illegal workers. The residents are worried and concerned that epidemics like dengue fever will spread due to the accumulated garbage in streets caused by the workers. They demanded that the Passport Department intensify raids in the area.

Resident Moti Musa called upon authorities to put an end to the spread of overstayers in the neighborhood and blamed fake Umrah and Haj companies for the phenomenon. While resident Atiyah Mahmoud said the neighborhood had become dangerous as illegal workers roamed the streets.

“We’re scared that a crime might take place any minute because of the large number of illegal workers,” said Mahmoud while adding that garbage had accumulated in the neighborhood and people feared contracting diseases.
Ahmad Al-Otaibi said Asian overstayers could be seen everywhere and some residents had already left the area.

“There aren’t enough garbage containers here to cope with the influx of overstayers. This is the perfect environment for mosquitos and other insects to thrive in,” he said.

Lt. Col. Muhammad Al-Hussein, spokesman for Makkah Passport Deparment, said raids to capture and deport overstayers have not stopped and they are being carried on a continuous basis. He called upon citizens not to employ or house illegal workers and asked people to report them to the authorities.

Sahal Milibari, spokesman for public services department at the Makkah Mayoralty, said his department carries out regular inspections of districts to insure they are properly cleaned. He added that citizens can report a shortage of garbage containers by calling 940.

Dubai to get eco-friendly mosque next year

DUBAI — An eco-friendly mosque which is expected to reduce energy and water consumption by upto 18 percent will come up in Dubai by the end of 2013, UAE daily The National reported on Tuesday.

The AED 25 million ($6,806,239) mosque will be built by the Awqaf and Minors Affairs Foundation and will be located behind Al Rowad village near the Clock Tower Roundabout in Deira.

The 45,000-square-foot mosque will be in a 105,000-square-foot area and being the largest mosque in Dubai, it will accommodate 3,500 worshippers, the report said. The mosque will feature green spaces, particularly gardens on the roof for heat insulation.

In addition to green building technologies such as solar panels to heat water for ablution and the Imam’s house, the mosque will host recycling plants to treat water used in ablution for gardening and washroom purposes.

Civil Defense plan to tackle emergency situations in the holy cities of Makkah and Madinah

Interior Minister Prince Ahmed approved the Civil Defense plan to tackle emergency situations in the holy cities of Makkah and Madinah during Ramadan this year, an official said.

Lt. Gen. Saad Al-Tuwaijri, director general of Civil Defense, said in a statement yesterday: “More than 10,000 Civil Defense personnel will participate in the implementation of the emergency plan which includes foot and vehicle patrols, firefighters, rescue teams, first aid operators, inspectors and medical evacuation and rapid intervention teams.”

Al-Tuwaijeri thanked the government for not sparing any effort to guarantee the safety of Umrah and Haj pilgrims. The plan is to be implemented in collaboration with 18 ministries, Al-Madinah daily reported on Tuesday.

Civil Defense will use equipment including advanced multipurpose vehicles for firefighting and rescue and high-tech trucks to control accidents related to hazardous substances.

Checkpoints on all major roads leading to Makkah and Madinah have been provided with sufficient staff and equipment.

Nine helicopters equipped with night vision devices and the capability to offer additional support to field teams handling accidents have also been deployed, Al-Tuwaijeri said.

“All arrangements to implement the plan are being completed in a scheduled manner and taking into consideration the likelihood of unprecedented surge in the number of pilgrims during Ramadan, especially over the last 10 days of the month.”

He added Makkah Gov. Prince Khaled Al-Faisal and Assistant Interior Minister for Security Affairs Prince Muhammad bin Naif are also monitoring the preparations.

Al-Tuwaijeri added: “Firstly, the plan focuses on preventive measures. “There are inspection team to check the accommodation of Umrah pilgrims and visitors to ensure safety measures are being adhered to.”

Civil Defense will also punish those who violate safety regulations.

Inspection teams will also visit places where pilgrims are likely to frequent and remove anything that poses a threat to their safety, he said.

The Civil Defense plan also stresses the readiness of its teams to tackle any emergency situation round-the-clock.

For this purpose Civil Defense officers will keep on monitoring locations where pilgrims gather in large numbers and check their transport arrangements. Teams with sufficient number of officers and manpower will be deployed inside and around the Two Holy Mosques in the two holy cities and roads including those leading to the two mosques, he said.

The plan also gives priority to awareness programs among pilgrims about what they should do at times of emergencies and also what they should do and what situations to avoid every day to ensure their safety.

Old Zamzam water plant may be closed 12 July 2012

MAKKAH
– Authorities are considering closing down the old factory for bottling Zamzam water in Makkah’s Kudai neighborhood, said Muhammad Al-Ghamdi, a high-ranking official in the Makkah Emirate. He said the plan was necessitated due to repeated violations by workers regarding government-issued rules and regulations of purchasing bottled Zamzam water.

According to Al-Ghamdi, shutting down the Kudai plant will help authoritiesput a stop to thecommon practice of many unauthorized persons selling bottled Zamzam water.

He said Makkah Municipality inspectors regularly confiscate bottles that were exposed to direct sunlightand not fit for storing water. Al-Ghamdi warned that many sellers often dilute the holy water with regular tap water.

The new Zamzam WaterPlant,which wasbuilt on ordersfrom King Abdullah, Custodian of the Two Holy Mosques, strictly enforces rules that prevent tampering with the quality of water.

The new plantonly giveswaterto residentswho produce government-issued IDs. There is also a cap on the number of bottles each resident can buy.

Al-Ghamdi said there was a need to raise awareness among residents and pilgrims on the dangers of buying water from unauthorized sellers.

The Riyadh branch of the Ministry of Islamic Affairs, Endowments, Call and Guidancerecently issued guidelinesforimams for the month of Ramadan.

Imams in Riyadh are not permitted to collectunauthorized donations to organize iftar dinners in mosques. “Licensed charity organizations are the only agencies permitted to organize fast-breaking dinners,” Abdullah Al-Hamid, director general of the ministry’s Riyadh branch said recently.

The ministry has banned unlicensed preaching activities in mosques during the month of Ramadan. “Mosques should remain open 24 hours a day during the blessed month. Imams should stick to prayer timings specified in the Umm Al-Qura calendar and give prayer calls accordingly,” said Al-Hamid. The adhan for the Isha prayer should be called two hours after the Maghreb adhan.

Loudspeakers may not be used for taraweeh and qiyamallail. Internal speakers are permitted in mosques for taraweeh prayers. Mosques may use external loud speakers for congregational prayers but should not disrupt prayer in nearby mosques. Not more than four external hornsin four directions can be used. Mosques are not permitted to install devices to jam mobile phones. Imams are instructed to receive permission from the ministry if there is need to delegate their duty of leading taraweeh prayers to another imam.

قال المهندس ماجد ابوزاهرة رئيس الجمعية الفلكية بجدة أن سماء المملكة تشهد حالة نادرة جدا تتمثل في حدوث ثلاثة ظواهر فلكية في يوم واحد ، الأحد 25 شعبان الموافق 15 يوليو حيث سيعبر القمر أمام كوكب المشتري ويحجبه كليا لفترة مؤقته قبل شروق الشمس يتبع ذلك ببضعة ساعات التعامد السادس للقمر والرابع الذي يحدث نهارا على الكعبة المشرفة ويعقب ذلك بـ3 ساعات و 11 دقيقة التعامد الثاني والأخير الشمس على الكعبة المشرفة خلال العام الهجري الجاري . وجميع هذه الظواهر مرصودة بالعين المجردة.
