Haramain Rail: Higher compensation ordered for property owners

JEDDAH – The Administrative Court in the Board of Grievances on Wednesday quashed a series of verdicts issued by a lower court in lawsuits relating to compensation for properties expropriated by the Ministry of Transport for the Haramain Railway project.

Informed sources told Okaz/Saudi Gazette the court overturned 20 preliminary verdicts issued by the lower court after Saudi citizens challenged the mechanism for evaluating their properties in the higher court. While the property owners celebrated the court rulings, the Ministry of Transport said it would appeal at the Administrative Appeals Court.

After listening to the opinions of experts in the Real Estate Committee at Jeddah Chamber of Commerce and Industry (JCCI), the Administrative Court observed that the norms used for assessing the compensation were unfair.

The ministry is also facing 10 other appeals against the cost estimation of land acquired for the railway project. These cases are still being looked into by the Board of Grievances, which is expected to issue its verdicts in the next few days.

The Administrative Court had considered a number of appeals against the Ministry of Transport by citizens who claimed that the compensation amounts fixed for their properties were unfair and well below the market price.

A Transport Ministry representative reiterated that the ministry’s stance was correct and it took into consideration the value of real estate in each area while offering compensation. He expects the appeals court to overrule the Administrative Court’s decision.

Meanwhile, the General Court in Jeddah has received applications from more than 200 citizens seeking temporary title deeds for properties they own in the pathway of the Haramain Railway. Many of the property owners do not hold title deeds and thus are not eligible to get compensation from the Transport Ministry.

Saudi Arabia's Jabal Omar Development Co has signed a 5 billion riyals ($1.3 billion) loan agreement with a group of local banks to refinance an upcoming bridge loan maturity and fundthe development of hotels and shops in Mecca.

The loan runs for 12 years, with a four-year grace period on repayments, the developer said in a filing to theSaudi stock exchange on Monday.

The cash will refinancea 1.35billion riyalsbridgeloan,thestatement added, and be used to fund the company's commercial development project in Mecca.

A source with knowledge of the matter said the bridge loan was due to expire on July 2.

The new loan will beprovided by a group of seven banks,thesourcesaid, speaking on condition of anonymity.

Al Rajhi Bank, Bank Al Jazira, National Commercial Bank, SABBand Saudi Hollandi Bank - which provided the original bridge loan - have signed up to the deal, the source said.

Alinma Bank and Bank Al Bilad havealso agreed to fundthedeal,the source added.

Jabal Omar sharesrose1.5 percent at 0835 GMT on the Saudi bourse.

Kaaba Kiswa to be handed over to Egypt's antiquities ministry
 




The 19th-century pieces of embroidered Al-Kaaba Kiswa, exhibited
at Qubbat Afandina, are to given to the Ministry of State for Antiquities

Three months after the theft of two pieces of a 19th-century embroidered Al-Kaaba Kiswa (the Kaaba cover) from the mausoleum of Khedive Tawfik in Cairo's eastern cemetery, the Ministry of Religious Endowments (Awkaf) decided to hand the other exhibited pieces over to the Ministry of State for Antiquities.

These pieces are embroidered with calligraphy in gold and silver thread, similar to those that were traditionally sent by the Egyptian monarchy to cover the Kaaba in Saudi Arabia. They currently hang on the walls of the mausoleum.

Antiquities State Minister Mohamed Ibrahim told Ahram Online that although these pieces were not registered on Egypt’s list of antiquities, the antiquities ministry had agreed to receive them, per the request of Religious Endowments Minister Mohamed El-Qousi.

The pieces, he explained, would be restored, documented and put on Egypt’s antiquities list before being put on display in the Tapestry Museum located on Mediaeval Cairo's Al-Muizz Street.
Ibrahim has also assigned an archaeological committee led by Nabila Habib, the head of administration for Islamic Art, to inspect all archaeological monuments under the supervision of Ministry.

Two pieces of Al-Kaaba Kiswa remain missing, with little clue who stole them.

The Qubbat Afandina in a neo-Mamluk style dome built in 1894 by Khedive Abbas Helmi in memory of his father, Khedive Tawfik.

The Islamic monument is registered on Egypt antiquities list but the stolen pieces, as well as the other objects on display inside, are not.

Rallies may cause haj pilgrims to be banned, say lawmakers

BACKBENCHERS have raised their concerns of future Bersih demonstrations in the holy Muslim cities of Mecca and Medina, saying this may lead to a ban against Malaysian haj pilgrims.

Datuk Juslie Ajirol (BN-Libaran) urged the authorities here to take stern action against the group as their actions not only tarnished Malaysia’s image, it also caused the Saudi government to issue a warning.

“The answer given always is that the Government will take action, but it seems the action taken is ineffective. I am worried that if there is no stern action, there will be future demonstrations,” he said during question and answer time.

Adding that this could then result in a punitive measure against Malaysian pilgrims, Juslie said the Saudi authorities had imposed a three-year ban against Iran several years ago after their pilgrims were involved in demonstrations.

Datuk Mohamed Aziz (BN-Sri Gading) chided PAS for their involvement in the demonstrations in Mecca and Medina on April 26, adding that this could affect the pilgrimage programme by Tabung Haji.

Earlier, Deputy Foreign Minister Senator A. Kohilan Pillay had told Dewan Rakyat that most of those who had taken part in the demonstrations were Malaysians working in Saudi or students sponsored by the Saudi government.

“A handful were our pilgrims on their umrah,” he said, adding that PAS Youth chief Nasrudin Hassan Tantawi and Pahang’s PAS Religious Council chief Mokhtar Senik were also present.

He said although the Saudi authorities had indicated that Malaysians would be allowed to perform the haj despite the incident, it issued a stern warning against future demonstrations.

There are 930,000 Muslims currently registered with Tabung Haji and waiting to perform their haj.

Turkey will convert the Ataturk Stadium in Diyarbakir, a southeastern city with a large Kurdish population, into the country’s largest mosque, Radikal newspaper reported.

The mosque will be built to accommodate 20,000 people and will by styled on the model of the Al-Masjid al-Nabawi mosque in Medina, Saudi Arabia, the Istanbul-based newspaper said, citing Diyarbakir provincial Governor Nimetullah Erdogmus.

Work on the mosque will begin after the state housing authority, known as TOKI, completes a new stadium for the city, Radikal said citing Erdogmus. The newspaper didn’t say when the work would be wrapped up.

A Wayfinding master plan to improve navigation easy for residents and tourists.

A wayfinding masterplan developed by Limah Design Consultants for Madinah in the Kingdom of Saudi Arabia (KSA) is meant to ease access for residents and tourists in the city.

The new system will include street and district names, better signage, maps and public art to make the various areas easy to navigate for the millions of visitors it receives each year.

"Madinah itself has undergone massive changes over the past few years by re-developing the central area of the city into a tourist and Islamic heritage destination," said Jason Lewis, founder and managing director of Limah Design Consultants.

"Our approach is to simplify the wayfinding process, and consider the needs of all users, everything from vehicles to pedestrians, residents to tourists, including police and fire services.

Lewis said the company will develop a proper street address system and building numbers with street names, "which is something new in most Gulf countries".

"In order to ease access in and around the city, we will be dividing the city into neighbourhoods using the ancient and original area names along with memorable colours which will help to define areas and aid tourists and residents in navigating their way around the city. Large scale signage and city gateways, unique street furniture, static and digital mapping systems and public art will further define the city and give a sense of arrival to guests," he added.

Lewis added the firm's main role was to influence how people interact with the built environment, while improving access to and within the city, as well as creating pride in the local culture and community.

"This may be the oldest city in the world to implement a complete wayfinding masterplan, and we are thrilled to have such a fantastic opportunity to contribute to such an important heritage, and also to provide a guide for other similar cities who envision a need to enhance and simplify their Wayfinding and signage," said Lewis.

The entire project is set to be completed by late 2013 and Limah, which has offices in UAE, Canada and KSA, is currently in the design development phase including sourcing products along with suppliers as well as selecting contractors.

The Haram Mosque in Makkah and the Prophet’s Mosque in Madinah, the two holiest shrines in Islam, draw millions of pilgrims annually. However, Al Aqsa Mosque, the third holiest shrine, sees only a few thousand foreign worshippers a year.

The first two holy mosques are in Saudi Arabia, while Al-Aqsa stands on Israeli-occupied land that may be the most disputed religious spot on earth. Jews call the raised ground at the eastern edge of Jerusalem’s Old City the Temple Mount, while Muslims know it as the Noble Sanctuary. Both claim sovereignty over it. Muslims have kept up an informal boycott of the walled esplanade since Israel seized East Jerusalem and the West Bank from Jordanin a 1967 war, saying visits would amount to recognition of Jewish occupation of Palestinian territory. Palestinian and Jordanian officials now want to reverse that, according to a Reuters report.

Palestinian President Mahmoud Abbas urged Muslims last February to resume the journeys toJerusalemto counter what he called Israel’s attempts to “Judaize” the city and in solidarity with the Palestinians. “Visiting a prisoner is an act of support and does not mean normalization with the warden,” he said.

Since then, several high-ranking Arab and Islamic leaders have turned up to pray at Al-Aqsa and – they hope – kick-start a new wave of pilgrimages. “Some Muslims haven’t visited Al-Aqsa Mosque since 1967, but this was a big mistake,” said Palestinian Religious Affairs Minister Mahmoud Al Habash. “We have now decided to correct our mistake.”

A senior Muslim official involved in the plan said one to two million foreign pilgrims could visit Al-Aqsa annually if access were free and unimpeded. “It would protect Al-Aqsa and also provide an enormous boost to the Palestinian economy,” he said. He asked not to be named because of the sensitivity of the issue.

Jerusalem was traditionally a stop for Muslims on overland routes to or from the annual Haj pilgrimage in Saudi Arabia. What they found was a tranquil esplanade with two jewels of Islamic architecture, an elegant mosque highlighted by arabesque stained glass windows and the octagonal Dome of the Rock clad in ornate tiles and topped by a gilded cupola.

 


Al-Aqsa Mosque


The Dome was built by Jerusalem’s Arab conquerors in 691 on the spot where Muslims say the Prophet Mohammad began his Night Journey to heaven. This is also where Judaism’s two Bible-era temples once stood, the first destroyed by the Babylonians in 586 BC and the second leveled by the Romans in 70 AD. The Western Wall, the last remnant of the second structure, is one of the most sacred sites in Judaism.

 


Dome of the Rock


The crowded plaza in front of the Western Wall and the calm park-like enclosure around the mosque and the Dome seem worlds apart. The one link from the Jewish Quarter of Jerusalem’s Old City is a shaky wooden ramp leading to the Mughrabi Gate, right next to the Western Wall. This is the main entry for non-Muslim visitors.

Muslims enter the compound from the Muslim Quarter through 10 other gates through the ancient walls, past check points manned by Israeli security forces. Palestinian authorities escort their guests through the Gate of the Tribes, at the opposite end of the compound from the ramp. So few foreign Muslims have visited the 35-acre compound in recent decades that many Arabs were surprised to hear the news in mid-April that Egypt’s Grand Mufti Ali Gomaa, the second-highest religious authority in the Arab world’s most populous country, had gone to pray there.

Gomaa and Jordanian King Abdullah’s chief religious adviser, Prince Ghazi bin Muhammad, added an interfaith dimension to their tour by visiting the Church of the Holy Sepulcher at the invitation of the Greek Orthodox Patriarchate of Jerusalem. Two weeks before that, Habib Ali al Jifri, an influential Sufi preacher fromYemen, had toured it with Abdullah’s brother Prince Hashem. Their visit was less noticed, but after Gomaa turned up, a pattern seemed to emerge. Several Jordanian politicians and a Bahraini delegation have also made the pilgrimage to Al-Aqsa and Muslim officials said more high-level visits were expected, both from the Arab world and by Muslims from Europe andAsia.

In his appeal last February, Abbas condemned the expanding Jewish settlement of East Jerusalem, which Palestinians see as the capital of a hoped-for future state, and accusedIsraelof excavating near the disputed site with the aim of undermining Al-Aqsa itself. Mohammad Ahmad Husein, the Grand Mufti of Jerusalem andPalestine, issued a fatwa approving the pilgrimages. But a split appeared almost immediately. Sheikh Yusuf Al-Qaradawi, one of the world’s leading Islamic scholars, issued a fatwa (religious edict) against foreign Muslims visiting Jerusalem.

Hamas denounced the plan as “a gift to the (Israeli) occupation by legitimizing its presence”. The Egyptian parliament, dominated by conservatives after a post-Arab Spring election, called on Gomaa to resign. The mufti answered his critics via Twitter: “Visiting Jerusalem increases one’s feelings of rejection of occupation and injustice and helps strengthen the (Palestinian) cause.”

Madinah mourns its oldest muezzin

Saturday, 09 June 2012 - 19 Rajab 1433 H

MADINAH — Hassan Abdulsattar Bukhari, the oldest muezzin of the Prophet’s Mosque, died Thursday at the age of 76.

Bukhari, who was officially appointed muezzin in 1982, was suffering from an undisclosed chronic disease and was admitted to the ICU at King Fahd Hospital in Madinah where he breathed his last.

Thousands of Madinah residents and visitors to the holy city joined the funeral prayers for Bukhari at the Prophet’s Mosque. He was later buried at the Baqi Al-Gharqad graveyard.

Bukhari was born in 1940 in Madinah and had his early education at one of the city’s elementary schools.

Bukhari inherited the muezzin’s job from his father, who had started work at the Prophet’s Mosque toward the end of the Ottoman era. He was blessed with nine children, six boys and three girls.

Al-Haramain High Speed Rail project set to enter 2nd phase

JEDDAH — The second phase of the Al-Haramain High Speed Rail project will start soon with the establishment of the new Briman flyover. Sources told Okaz daily that the Al-Rajhi Alliance, entrusted with the civil works for the project, will begin construction work of the flyover next week.

Technicians expect the flyover to be completed within nine months, after which work will begin in the demolition of Prince Mohammed Bin Abdul Aziz or Al-Tahlia flyover and later the King Abdullah flyover.

The new link will extend to East Jeddah and will be linked to the new 100 KM ring road being built by the Ministry of Transport, stretching from the south, east and north of Jeddah to Dhahban.

Abdul Aziz Al-Hokail, President of Saudi Railways Organization, said that the first phase of the project is underway, which includes reclamation and demolition of a number of flyovers.

“The intersection of the Haj terminal with the air base is completed, and is open for traffic, while work is underway on the intersection of the air defense base, and is expected to be completed within a few months.

The pre-cast concrete phase of the Tahlia-Briman intersection has began, and the second phase includes the construction of four passenger stations in Makkah, Jeddah, Madinah, and King Abdullah Economic City in Rabigh,” he said.

Al-Hokail pointed out that completed sites will be handed over to the second phase contractor for the implementation of Phase II, which deals with the upper infrastructure, signaling and communications systems, electrification of lines, supply of passenger trains, and maintenance equipment, including the operation and maintenance of the project for the 12-year duration of the contract.

Makkah cracks down on street peddlers

MAKKAH — The Makkah municipality recently intensified its crackdown on street peddlers. The general supervisorof municipal branches in Makkah, Saud Al-Hazzani,said that the move was aimed at ensuring public safety. He said the Municipality has joined forces with several government departments to fight street peddlers in areas with high density of visitors and pilgrims. Since the beginning of this year, more than 4,000 street peddlers have been arrested, of which more than 2,700 were expatriates.

When the heat gets going, so do the dates

Customers buy dates in an open-air market in Madinah. 24 June 2012

MADINAH — The city of Madinah is famous for its dates and it is the home of the highly sought-after Ajwa date, which was a favorite of the Prophet (peace be upon him). Rising temperatures mark the beginning of the summer harvest and date lovers in the Kingdom and abroad eagerly anticipate this time of year. One of the main products of Madinah, a kilogram of dates is currently retailing at an average price of SR20. As dates continue to flood the market, prices are expected to drop.

However, several rare and famous types of dates such as Ajwa retail for significantly higher prices. Some of the most common and popular dates from Madinah include the Baid, Al-Rabea, Al-Sukkari and Al-Helwa types. With Ramadan nearly a month away, date farmers are reporting brisk business.

Naif Saleh, an owner of a date farm in the city, said a date wholesaler purchased his entire harvest for SR450,000, which is significantly higher than what he was paid last year. “Farmingdatesisa profitable business and every year we are earning more and more money,” said Saleh who planson adding additional date plants to his farm. Hamed Al-Sahli, a date wholesaler who has contracts with several farmers in Madinah, said wholesalers now control the production of many farms. According to Al-Sahli, 40 percent of the date harvest in Madinah is transported on trucks to different parts of the Kingdom. Khalaf Al-Madwi is a Saudi truck driver who said the season creates job opportunities for Saudis. “Many Saudis are working in this seasonal industry every year. They can work in transporting dates from farms to the market, loading date boxes to and from trucks and even selling the boxes to customers.

I have already been hired by a date wholesaler to transport dates to Jeddah and earn SR400 per trip, which is good money for this season,” he said. As Madinah dates begin to make their way to all parts of the Kingdom, consumers are eagerly buying them and stocking up for Ramadan. Sami Badr said he is buying his favorite dates before they become more expensive.

“I love Rothana and I’m buying it at whatever price I can find and stocking it in my house. There are other dates that cost between SR70 and SR100 a kilo but pricesforthesedates will rise as they become harder to find in the market.” Hamed Al-Mullah owns several date shops and he expects average prices to fall. “Prices are high now because the market is not yet filled with dates.

With the exception of extremely popular dates, most date prices will decrease. The heat may be unbearable but it is a good time for the people of Madinah as their favorite dates are beginning to come into the markets,” he said.
