First of its kind project aims to convert waste into electricity

Saudi Arabia has announced a first of its kind project in the Middle East that converts waste into electricity using plasma technology. This type of technology has already been implemented in Malaysia, Japan, the United States, France and Germany.

The project, disclosed by experts taking part in the 3rd Gulf Environment Forum (GEF) in Jeddah, is estimated to cost $500 million (SAR 1.8 billion).

The experts say the project, if implemented, could convert 3,000 tons of waste into 120 megawatts of electric power, equivalent to the energy needed by 10,000 houses per day.

The experts stressed the importance of the GEF for initiating environmental solutions, renewable energy and other innovative projects to protect the environment.

Meanwhile, Chairman of Saudi Environmental Solutions Dr. Fadil bin Fuad Basyuni said studies have been finalized for the implementation of the first project to purify air and the shores of the Kingdom.

The studies were conducted on behalf of the Presidency of Meteorology and Environmental Protection (PME), which is to implement the project nationwide, he said.

He said the project deals with setting up stations to monitor pollution levels in air and shores in different parts of the Kingdom.

Coastal areas of the Kingdom are in need of 50 to 60 monitoring stations and Jeddah shores alone need 15 to 20 stations.

أوضح وزير المالية الدكتور إبراهيم بن عبدالعزيز العساف عقب زيارته لمشروع خادم الحرمين الشريفين الملك عبدالله بن عبدالعزيز لتوسعة المسجد الحرام أنه سيتم الاستفادة من الدور الأرضي من مبنى التوسعة وجزء كبير من ساحات الصلاة ليستوعب حوالي 200 ألف مصل في رمضان القادم، وفتح الدور الأول في موسم الحج القادم.

وأشار إلى أن العمل جار على مدار الساعة لتنفيذ أمر خادم الحرمين الشريفين بإنهاء تنفيذ التوسعة حسب ماهو مخطط له بحيث يتم الاستفادة من كامل مبنى التوسعة والساحات خلال موسمي رمضان والحج لعام 1434هـ.

يأتي ذلك بعد زيارته العساف مؤخراً لتوسعة المسجد الحرام وقيامه بجولة تفقدية دورية لمشروع خادم الحرمين الشريفين الملك عبدالله بن عبدالعزيز لتوسعة المسجد الحرام الذي تشرف عليه وزارة المالية لمتابعة تقدم سير العمل وتفقد أجزاء المشروع والأعمال المساندة له والتي سيؤدي تنفيذها بإذن الله إلى تحقيق الراحة لقاصدي المسجد الحرام من المصلين والمعتمرين وحجاج بيت الله الحرام.

وقد رافق معاليه خلال الجولة فريق العمل المكلف بالإشراف على المشروع واستشاري ومقاول المشروع.

وكان خادم الحرمين الشريفين الملك عبدالله بن عبدالعزيز آل سعود قد أمر بتنفيذ التوسعة السعودية الثالثة لتستوعب حوالي مليون مصل إضافي، وتتضمن الفكرة التصميمية للتوسعة إنشاء إمتداد للمسجد الحرام من جهة الشامية بشكل نصف دائري يلائم اتجاه القبلة وحركة المصلين وذلك بعروض ومسطحات تناسب أعداد الزائرين الحاليين والزيادة المتوقعة في السنوات القادمة.

Project to develop unplanned districts a ‘great undertaking’

Undersecretary at the Ministry of Justice Sheikh Muhammad Al-Fuaim described the project for developing unplanned districts in Makkah province as a great undertaking aimed at protecting man, his intellect, religion, pride and wealth in an Islamic perspective.

“The ongoing project is a noble work with a mission of comprehensive development of residents in these districts,” he said.

Al-Fuaim, who is also chairman of the legal committee for the project, told Arab News that it is the right of the people who are residing in these districts since decades to have a decent living with all the required facilities and services, including health care, education and employment opportunities, in addition to security for themselves as well as to their wealth. “The project aims at making available of all these facilities and services,” he said.

According to Al-Fuaim, unplanned districts pose a dangerous signal and disturbing element to the serene and peaceful life as well as to the sanctity of the holy city.

“Several years ago, I came to Makkah to work as a judge at a court. I have had the feeling that the calmness and quietness of this sacred place is being disturbed by unplanned inhabited areas here and there, and scattered houses built on mountaintops,” he said.

Al-Fuaim noted that Makkah Gov. Prince Khaled Al-Faisal shouldered the responsibility of transforming these unplanned regions into highly developed and beautiful urban centers.

After getting approval from Custodian of the Two Holy Mosques King Abdullah for the governor’s project, a high-level ministerial committee had been constituted.

There are six ministers among the members of the committee, which is headed by Crown Prince Naif, deputy premier and minister of interior.

The governor started implementing the project in an organized and systematic way for which an executive committee, comprising representatives of all the concerned government departments and agencies, had been formed.

Recalling his experience as a judge in Makkah, Al-Fuaim noted that most of the accused whom he tried for various criminal acts were those who have poor educational background and hailing from these unplanned districts.

Al-Haramain train tracks and stations to be inspected next week

JEDDAH – Dr. Jabarah Bin Eid Al-Suraisiry, Minister of Transport, will inspect next week Al-Haramain train tracks and stations in Makkah, Madina, Jeddah and Rabegh. He will be accompanied by Eng. Abdul Aziz Al-Huqail, President of Saudi Railways Organization.

Sources told Okaz/Saudi Gazette that the Palestine Bridge would not be demolished, rather a 3,000-meter-long-track would be built to link Tahliya with the station located in the old airport. Next month, detours will be set up so that the process of demolition of Bariman Bridge would start, sources added.

Airbase Bridge has been completed and traffic movement in the upper part of the bridge would be possible, sources added.
About fifty eight real estate properties are being demolished in east and west of the Bariman Bridge to build a new seven-meter-high bridge which will be linked with the new 30-kilometer-long Jeddah-Makkah Highway being implemented by the Ministry of Transport.

‘Captain Clean’ aims for neater Holy City

The “Captain Clean” campaign was sponsored by Makkah municipality and
Makkah traffic police to discourage residents and visitors from throwing
litter in public places. —

‘Captain Clean’ is a new environmental awareness campaign launched in the Holy City. The catchy campaign name is motivating the young and the old to join in on keeping the Kingdom’s cities clean.

The campaign was sponsored by Makkah’s municipality and Makkah traffic police to discourage residents and visitors from throwing litter in public places — and especially to put an end to some people’s habit of throwing garbage out the window from their cars. The message is that “superheroes” look out for the cleanliness and health of their cities and they protect their local environment by not littering in their cities’ streets and roads.

“Last week was the fourth stage of the campaign, which aimed to raise society’s awareness about the negative effects of littering on the environment. Participants and volunteers of the campaign were spread out in the shopping centers in the Holy City to distribute plastic bags to shoppers to keep in their cars for discarding waste, rather than throwing them outside the car window onto the roads.

“Visitors to the shopping malls received educational brochures and pamphlets along with the small plastic bags. Our teams of volunteers and participants have been working for a full month, with morning and evening shifts, to reach the message to as many residents, visitors, and pilgrims as possible,” said Mahdi Bahader, the assistant deputy mayor of services in Makkah.

Bahader added that the goal of the campaign is to stop the environmental deterioration in Makkah and to remind both Saudis and expatriates of the sanctity of the Holy City and the special place it has in the hearts of all Muslims worldwide.

“The main purpose of the campaign is not merely to penalize and fine littering motorists just for the sake of fining them; the purpose is to create greater respect for this sacred and blessed place. It is every individual’s responsibility to protect the environment and appearance of the Holy City,” Bahader said.
At the conclusion of the Captain Clean campaign, Mayor of Makkah Dr. Osama Fadhl Al-Bar and Director of Traffic Col. Mishaal Al-Maghrabi plan to hold a press conference to let the public know of the stipulations and details of the new fines that shall be imposed for littering on the roads in Makkah.

أطلقت 4 جهات تنفيذية مشروع توسعة المطاف في المسجد الحرام في مكة المكرمة أمس، حيث باشرت قوى فنية وعاملة في وضع أساسات المشروع الذي أمر به خادم الحرمين الشريفين، والذي سيرفع الطاقة الاستيعابية لصحن المطاف حول الكعبة إلى 130 ألف حاج أو معتمر في الساعة بدلا من 52 ألفا حاليا.

ويعمل نحو 10 آلاف عامل في تنفيذ 8 مشاريع جديدة في ساحات المسجد الحرام، منها تطوير دورات مياه في عدة أجزاء من الساحات وإنشاء أخرى حديثة.

وتتولى الرئاسة العامة لشؤون الحرمين الشريفين الإشراف على هذه المشاريع بالتنسيق مع وزارة التعليم العالي التي يقف عليها خبراء من الأكاديميين لرصد سير العمل وفق الدراسة المعتمدة، فيما تتولى القوات الأمنية من قيادة قوة أمن الحرم وقيادة الحج والعمرة تأمين سلامة المصلين والمعتمرين وفق خطة شاملة، بينما تتولى شركة بن لادن تنفيذ هذا المشروع الكبير.

وبدأت رحى العمل تدور أمس في وضع أساسات المطاف من خلال تقسيم المنطقة إلى أجزاء لضمان عدم التأثير على المصلين والطائفين، وكانت نقطة البداية من الجزء الواقع بين باب الصفا وباب الفتح، حيث قام العمال بتكسير أرضية المنطقة الواقعة فوق بئر زمزم، وستدخل المعدات والآليات خلال اليومين المقبلين للبدء في إزالة الرواق العثماني تدريجيا.

وأكد لـ«عكاظ» قائد قوة أمن الحرم العقيد يحي مساعد الزهراني أن هذه المشاريع الجاري تنفيذها لن تؤثر على انسيابية الحركة بين المصلين والمعتمرين خلال الـ75 يوما القادمة، حيث تم تكييف الخطط الأمنية لإدارة الحشود البشرية وفق المتغيرات الميدانية، لا سيما مع المشاريع الثمانية الجديدة، مؤكدا أن الاتفاق تم مع كافة الجهات المعنية بإيقاف العمل منتصف شهر شعبان.

«عكاظ» رصدت خلال جولة ميدانية حرص العاملين في التوسعة على الصلاة في ساحات المسجد الحرام، حيث يواصلون عملهم الليل بالنهار.

وتعد المنطقة المحصورة من باب الفتح حتى باب العمرة هي الأكثر عملا، حيث تم بناء عدة طوابق من التوسعة بخلاف الجهة الشرقية والتي يتم العمل بها حاليا في أساسات البناء وقد تم إغلاق أربعة من أبواب الحرم حاليا وهي باب الحديبية والمدينة والقدس والشامية، التي تقع في مواجهة للتوسعة حفاظا على سلامة المعتمرين، فيما أحيط العمل بسواتر تحمي المعتمرين كذلك من السقوط.

مصادر «عكاظ» من داخل التوسعة تشير إلى أن الدور الأرضي قد شارف على الانتهاء، حيث يتم حاليا تركيب التشطيبات النهائية. وتتوقع المصادر أن يتم الانتهاء من الدور الأرضي المواجه لباب الفتح وباب العمرة في شهر شعبان القادم، حيث سيتمكن 200 ألف معتمر من أداء الصلاة فيه، كما تشير المصادر ذاتها إلى أن هناك 10 آلاف دورة مياه ستكون جاهزة في التوسعة للمصلين وسيتم تكييف التوسعة الجديدة من خلال محطة تكييف المسفلة التي تغذي توسعة الملك فهد، وذلك بشكل مؤقت حتى يتم الانتهاء من مشروع الخدمات الذي يقام في جرول.

وتعتبر توسعة الملك عبدالله بن عبدالعزيز للمسجد الحرام أكبر توسعة في تاريخ الحرمين الشريفين، حيث تجاوزت كلفتها 40 مليارا وستزيد الطاقة الاستيعابية للمسجد الحرام ليتمكن من استقبال نحو مليوني مصل في وقت واحد.
وستؤدي التوسعة الجديدة إلى تفريغ المناطق المحيطة بالمسجد الحرام وتسهيل حركة المصلين، إلى جانب تحسين وتجميل البيئة العمرانية.

ويضم المشروع إنشاء شبكة طرق حديثة مخصصة لمركبات النقل منفصلة تماما عن ممرات المشاة وأنفاقا داخلية مخصصة للمشاة ومزودة بسلالم كهربائية تتوفر فيها جميع معايير الأمن والسلامة.
وستقام التوسعة وسط منظومة متكاملة من الخدمات التي تساعد على سهولة الحركة والانتقال من وإلى الساحات الشمالية والغربية بعيدا عن الحركة المرورية.

MAKKAH — The expansion of the Mataf, the area where pilgrims circumambulate the Holy Ka’ba, has officially begun. The project will increase the capacity of the Tawaf area from the current 52,000 pilgrims an hour to 130,000 an hour.

The Mataf expansion is part of a massive new development to expand the Grand Mosque. Over 10,000 construction workers are carrying out eight new projects in the area.

The General Presidency for the Affairs of the Grand Mosque and the Prophet’s Mosque is supervising these projects along with the Ministry of Higher Education which has assigned a group of academic experts to oversee the work.

Bin Laden Company is implementing the project.

Col. Massad Al-Zahrani, Commander of the Holy Haram Forces, told Okaz/Saudi Gazette that work on the projects would not affect the movement of worshippers over the coming 75 days.

Work will stop in the middle of Sha’aban (first week of July), the official added.

Al-Zahrani said the capacity of the Mataf will not be unduly affected. However, entrances and exits of the Tawaf area will be narrowed to some extent and there will be less space for people, as the demolished area can accommodate 100,000 people.

The entire expansion at the Grand Mosque will cost over SR40 billion and will increase the capacity to two million worshippers. The surrounding area will also be beautified.

The project includes construction of a new road network for buses, separate pedestrian routes with escalators and hundreds of new toilets.
The expansion will ease the flow of worshippers to and from the northern and western yards, away from traffic.

Pakistan: Banks to start receiving Haj applications from 20th

ISLAMABAD – The Ministry of Religious Affairs will start receiving Haj applications from April 20 and the policy of first come first serve will continue, spokesman Hafiz Sher Ali said Wednesday. He said Haj expenditures are likely to increase this year due to inflation. Haj fares have already been finalized. The intending pilgrims have been divided into Green, Blue and White category. The intending pilgrims, who pay 7500 riyals, would be provided residential facilities within 900-m of Haram Sharif. And they would be placed in the Blue category. The Green category pilgrims would be provided residential facilities from 900 to 2000 metres from Haram Sharif in 5000 riyals. White category pilgrims would be provided residences from over 2000 meters from Haram Sharif in 3600 riyals. Responding to a question he said the quota of parliamentarians would not be restored. Machine readable passport, Computerised National Identity Cards (CNICs) have been declared mandatory this year also.

MADINA — The total cost of new water and sanitation projects in Madina region is more than SR5 billion, a senior government official has said.

The SR5 billion figure is due to the additional allocation of SR650 million for projects during the fiscal year 1433-34 Hijra, Saleh Jablawi, Director General of the Water Directorate in the region, disclosed here Saturday.

The projects include the establishment and expansion of five water tanks, sanitation stations, water networks and a water purification station at the Prophet’s Mosque, as well as the detection and treatment of leakage in water networks, Jablawi said.

Meanwhile, Abdullah Bin Abdulrahman Al-Hussayyen, Minister of Water and Electricity, Saturday signed several contracts for water and sanitation projects.

The total cost of the 19 contracts is more than SR220 million, a statement from the ministry said.

The Haramain Railway’s main station in Makkah will cost SR3.2 billion, Transport Minister Jabara Al-Seraisry said yesterday after inspecting the progress of work at the station.

He said real estate property valued at more than SR600 million have been appropriated for the high-speed railway project linking the two holy cities of Makkah and Madinah via Jeddah.

The minister was given a presentation on the project and its various phases. “The project is progressing well in accordance with the plan, despite the difficulties in the land acquisition process,” he said.

“Our intention is to carry out this vital project without causing any harm to residents,” Al-Seraisry said.

The high-speed rail link will be completed in 2014 when passenger trains start running.

The main station in Makkah will be ready before that.

The minister said real estate owners would be given compensation for land and buildings if they posses valid deeds. “If they don’t have any deeds, the compensation will be only for the demolished buildings,” he added.

However, he emphasized all real estate owners would get suitable compensation. He said the ministry would ensure the project is of high quality.

Last month, Al-Seraisry inspected the railway station on King Abdul Aziz Street in Madinah.

Apart from the five stations originally planned for Jeddah city, King Abdul Aziz International Airport, King Abdullah Economic City in Rabigh, Makkah and Madinah, the railway will have an additional one at Abyar Ali in Madinah.

Crown Prince Naif, deputy premier and minister of interior, ordered Abyar Ali station because it is the location where many pilgrims change into their ihram before heading to Makkah for Haj or Umrah.

The government signed recently a SR30.815 billion contract with a Saudi-Spanish consortium for implementing Phase II of the project. When completed, the railway will represent a quantum leap in the Kingdom’s transport sector.

The final phase of the project include construction of railway tracks, installation of signals, telecommunications, electrification system, operational control center, procurement and manufacture of rolling stock, and maintenance of rolling stock and the entire infrastructure for a period of 12 years.

The Makkah-Madinah rail link is part of the major railway expansion project, which includes linking Jeddah with Riyadh and Dammam. The Haramain Railway is expected to carry more than 150,000 passengers daily during peak seasons, such as Haj and Umrah.

7,000 buildings in Makkah to house 5 million pilgrims

MAKKAH —There is a remarkable increase in the number of pilgrims’ residential buildings in Makkah, which currently crossed 7,000 buildings, said Engineer Zuhair Hadad, Head of the Committee for the Inspection of Pilgrims’ Residential Buildings in Makkah.

He said the committee strictly applies the measures set for the selection of the pilgrims’ buildings without any exceptions as was the case in the past.

He said one of the common problems facing the committee is the failure of the landlords to abide by the deadline set for issuing permits for the approved buildings, stressing that the committee always urges the landlords to complete the necessary formalities before the expiry of the deadline.

About the mechanism used in approving the new buildings, he said the rules governing this process was announced in detail four years ago, stressing that the committee never compromises on these rules — a matter that reflects the great care and due attention the country’s leaders attach to the pilgrims’ safety.

The committee has urged the landlords who are interested in renting their buildings for the Haj missions to expedite completing the inspection procedures, which is a must for getting permits. He urged them to meet the deadline set by the committee, which starts on Nov. 26, 2011 and finishes on May 21, 2012. He said the committee will continue issuing permits until the end of Shaban 1434H, pointing that the documented consultation engineering offices, Makkah Mayoralty and the civil Defense, are tasked with inspecting the pilgrims’ buildings to ensure that they meet the safety measures set by the Ministry of Interior.

He said the ministry has informed the landlords about the deadline set for the submission of the applications through SMS, ads on TV and dailies.

Crown Prince Naif Bin Abdul Aziz, Deputy Prime Minister and Interior Minister, gave the go-ahead for establishing a chair in his name to study the pilgrims’ housing in Makkah, Madina and the holy sites.

The Board of Trustees of Mohammed bin Rashid Al Maktoum Award for World Peace announced that Sheikh Abdul Rahman Sudais will lead Friday prayer on the second day of the Dubai International Peace Convention, on April 13 at the Dubai World Trade Centre.

Sheikh Sudais is the Imam of the Grand Mosque in Makkah, and is a guest of honour at the Dubai International Peace Convention.

He is one of the most prominent and widely-respected orators on issues of peace, particularly pertaining to the Holy Qur'an and the teachings of the Prophet Muhammad (Peace be upon him).

It is expected that this event will attract tens of thousands of Muslims with a passionate thirst to hear a sermon from one of the most well-known preachers in the Islamic world. Followers of the Imam will be eager to gain more insights on global peace, with special relevance to the Islamic faith.

The sermon is expected to touch on the values of Islam, such as peaceful co-existence, renouncing violence and encouraging a state of global harmony among people from diverse cultures. This will ultimately ensure widespread contentment and a higher level of spiritual, emotional, cultural and eventually material well-being. Sheikh Sudais is internationally respected and admired for his balanced stances and repeated calls to uphold the values of the Holy Qur'an and teachings of the Prophet, peace be upon him; thereby cultivating peace, justice and equality into an everyday reality. In previous speeches at the Grand Mosque, he has repeatedly espoused this worldview to Muslims worldwide.

Businessman jailed for defrauding pilgrims

The summary court in Jeddah has sentenced a businessman, who is the head of a travel and tourist group, to six months' jail for embezzling a huge amount of money from thousands of foreign pilgrims.

The court also asked the businessman to reimburse $1.859 million (approximately SR6 million) he had collected from foreign pilgrims under a transportation deal that he failed to honor, Al-Madinah newspaper reported yesterday.

The court made the accused to sign a pledge never to repeat the crime.

The accused had signed a legal contract to airlift 4,650 Arab pilgrims home after Haj, but he failed to honor the contract.

Issuing the preliminary verdict, the judge said the defendant was found guilty of financial fraud as he took money from the pilgrims and refused to return it. "This is an unlawful act that deserves punishment, particularly as it involves pilgrims whom we should take good care of," said the ruling.

Affidavits from the representative of the Haj authority in pilgrims' country and a mediator who brokered the contract accused the businessman of lying to the pilgrims. The businessmen had allegedly told the pilgrims that he could overcome all difficulties in arranging transportation for them with the help an agent with high connections in the Kingdom.

The evidence and the documents presented to the court by the Prosecution and Investigations Commission (PIC) along with the list of charges proved beyond doubt that the businessman had committed financial fraud embezzling money from the pilgrims.

A cable sent by the Haj minister to the businessman denouncing his act was also presented to the court.

The list of charges prepared by the PIC also said the businessman had defrauded 1,041 African pilgrims two years ago. He had shipped their luggage by sea after air freight charges from them.
