Millions offer Juma, Khatm prayers

More than 3 million worshippers offered Juma prayers on the last Friday of Ramadan at the Grand Mosque in Makkah and the Prophet’s Mosque in Madinah. An equal number of the faithful attended Khatm Al-Qur’an prayers (conclusion of the Qur’an recitation) at the Two Holy Mosques on Thursday night.

Both mosques were packed with worshippers and the courtyards as well as the surrounding streets leading to them were overflowed. The faithful experienced their exalted spiritual moments in an atmosphere of tranquility, serenity, peace and security provided by the Saudi authorities.

More than 2 million worshippers attended Juma prayers at Islam’s holiest mosque in Makkah. Sheikh Abdul Rahman Al-Sudais, imam and khateeb of the mosque, led the prayers.

In his Friday sermon, Al-Sudais urged the worshippers to uphold the sublime values and the spirit of the fasting month in all walks of life in the rest of the year, too. Highlighting the significance of fostering Islamic unity and solidarity, he hailed the recently concluded Makkah solidarity summit.

Al-Sudais, who is also head of the Presidency for the Affairs of the Two Holy Mosques, noted that when Muslims bid Ramadan goodbye, tragedies of Islamic Ummah make them cry because wounds still bleed in Palestine, Syria and Myanmar. At this difficult time, he said, the Makkah summit came as warmth to the hearts of Muslims, showering coolness in their eyes. Al-Sudais hoped that the outcome of the summit would dissipate the darkness of sorrow engulfing the Ummah and enable it to regain its past glory.

He lauded the endeavors being made by Custodian of the Two Holy Mosques King Abdullah to achieve the unity and solidarity of the Ummah as well as to eschew sectarianism, discord and division in the Islamic world.

The mosque was overcrowded with worshippers, including hundreds of thousands of Umrah pilgrims, who began to stream into the mosque since the early hours of the day. The mosque’s upper floors and basement were packed to their capacity. Hundreds of thousands of worshippers prayed in the courtyards, terraces of residential buildings and hotels, as well as along streets around the mosque. They prayed under a scorching sun.

More than 2 million worshippers attended the prayers to mark the end of the recitation of the holy book during taraweeh and qiyamullail prayers at the mosque on Thursday night. Al-Sudais led the Khatm Al-Qur’an prayers.

The Presidency for the Affairs of the Two Holy Mosques, various government departments and agencies, as well as security forces made elaborate arrangements and preparations to enable pilgrims and worshippers to do their rituals in ease and comfort. They mobilized all their manpower and other resources to facilitate a smooth flow of the faithful. More than 20,000 security men were on duty to ensure safety and comfort of worshippers.

The Haram Security Force, in coordination with the presidency, deployed its members at some 176 gates and doors leading to the mosque. Members of the force prevented worshippers from sitting along passages or on mataf (area for circumambulation around Kaaba) to make way for Umrah performers.
Maj. Gen. Ali Al-Ghamdi, commander of the special forces for Haj and Umrah security, said that about 3,000 members of the forces had been deployed in the eastern courtyard of the mosque, and that the courtyard was overcrowded half an hour before the call for Isha prayers on Thursday.

Col. Khalaf Matrafi, director of Civil Defense in Makkah, said there were no accidents or casualties reported among the worshippers.

More than 750 cameras have been installed inside the mosque to monitor the movement of the faithful. The traffic department joined the security forces in preventing traffic congestion and ensuring smooth movement of vehicles in the city. The municipality made unprecedented arrangements to keep the central Haram area neat and tidy around the clock. The presidency has readied more than 100 Fatwa offices at the mosque in order to clear doubts of the faithful with regard to their rituals.

In Madinah, more than one million worshippers attended Friday prayers and Khatm Al-Qur’an prayers. Sheikh Abdul Mohsen Al-Qassem, imam and khateeb of the Prophet’s Mosque, led Juma prayers. In the Friday sermon, he urged the faithful to continue practicing the righteous deeds that they are performing in Ramadan throughout the year after the holy month.

MAKKAH: Custodian of the Two Holy Mosques King Abdullah and Crown Prince Salman, deputy premier and minister of defense, yesterday called upon the Muslim nation to stand united to strengthen global peace and stability.

In their joint Eid Al-Fitr message, the king and crown prince also urged Muslims to show mercy toward the poor and weak and engage in righteous activities, taking inspiration from the holy month of Ramadan. “Allah has made it easy for the leaders of Muslim countries to hold their solidarity summit to protect the Ummah’s unity, prevent its division and avoid further bloodbath,” the message said about the emergency Islamic summit that was held in Makkah on Aug. 14-15. “We pray to the Almighty that He may protect the Muslim nation’s security and stability, guide its leaders to work for the betterment of their societies and fulfill their trust,” said the message that was read out on Saudi Television by Culture and Information Minister Dr. Abdul Aziz Khoja. King Abdullah and Prince Salman emphasized the importance of Islamic faith, saying “There isno honor greater than the honor being affiliated to Islam and serving the nation and its people.” King Abdullah, meanwhile, received telephone calls from Bahrain’s King Hamad and Jordan’s King Abdallah, who congratulated him on the occasion of Eid Al-Fitr. Also yesterday, Prince Sultan bin Salman, chairman of Saudi Commission for Tourism and Antiquities, congratulated the king and crown prince as well as Saudi people and Muslims all over the world on the occasion of Eid Al-Fitr. He said the SCTA has made arrangements for Eid celebrations all over the country in coordination with regional governorates. The commission organized 21 tourism festivals during this summer, attracting more than 10.6 million visitors

SR18bn Makkah investments to create 24,000 more hotel rooms

RIYADH: A recent Saudi Commission for Tourism and Antiquities (SCTA) report shows the total number of hotel projects in Makkah has exceeded 100, of which several are about to be completed. These projects will add more than 24,480 hotel rooms to the city. “The most significant are those of the Jabal Omar and Jabal Alka’abah projects that will be an important addition at the level of hospitality services for the Haram’s (Grand Mosque) visitors,” stated the report. Salah bin Khaled Al-Bakheet, SCTA vice president for investment, said the projects will be implemented within the next two years. They are worth about SR18.3 billion. He said that these projects come in line with the government’s policy that aims to increase the number of pilgrims, adding that they will provide more options in terms of service and price and contribute in mitigating hotel seasonal price hikes. The SR10 billion-worth Jabal Alka’abah project comprises a total space of 53,000 square meters. Its hotel towers will contain 8,500 rooms when it is finished in 2013. It is being carried out by the Abdul-Latif Jameel development company which is about to complete the project’s first stage.

The hotel is part of the Anjum Makkah hotel series project. The Jabal Omar project will be implemented by next Ramadan, he said, adding that it will include several 4 and 5-star hotels, for which contracts were signed with the Hilton, Hyatt, Marriott, Conrad and Hilton Suites companies.

Safety requirements have won over tradition in the Grand Mosque

Hundreds of stretcher carriers have left the Grand Mosque, after spending long years roaming around the Kaaba, carrying disabled and powerless people. Stretchers have played a major role in the rituals of Hajj and Umrah and were a source of livelihood for hundreds of people.

“A stretcher is usually carried by three of four workers,” said stretcher carrier Abdullah Adam Housawi, who used to charge 50 riyals for each trip. Even though there were a number of hands carrying each stretcher, he said it was heavy work.

Even though they were dangerous to use in peak hours, stretcher trips were usually childrens’ gifts to parents or bought as tokens of luxury from a man to his wife. But the stretchers and their owners have been taken out of service, like the great old warships that have become monuments only to be commemorated and appreciated by their loyal sailors.

Mohammed Taher Hosawi, president of the stretcher carriers’ community, said that stretchers were an ancient tradition that started under the era of King Hussein and were preserved during the reign of King Abdul Aziz. “But stretchers were removed from the Holy Mosque about a year ago.”

Stretchers were a good source of income and part of the culture at Mecca, but ending their use has not caused any disruption. The number of carriers never exceeded 700 people, and they have been substituted by modified wheelchairs that offer safer, more comfortable transport.

Stretchers were decommissioned to guarantee better safety and more job opportunities, and also save money and alleviate fatigue. The new mode of transport for the disabled and elderly take up less space and help the effort to expand the Holy Mosque.

Six million foreign pilgrims performed Umrah

Around six million foreign pilgrims have traveled through the Haj Terminal of King Abdulaziz International Airport in Jeddah during this year to perform Umrah, said Abdul Hameed Abalarry, director of the airport, yesterday.
“One hundred Umrah flights have departed from the Haj Terminal daily since 27th of Ramadan till last Saturday and this number will rise up to120 during the coming three days,” Abalarry said.

He spoke about the coordination between the Haj Ministry and the General Authority of Civil Aviation in dispatching pilgrims to the airport, saying the ministry has agreed not to send any pilgrim to the airport without confirmed booking.

GACA officials at the Haj Terminal’s entrance make sure that only those pilgrims with confirmed booking are allowed to enter the airport in order to avoid overcrowding of passengers.

Various government departments such as police, traffic and aviation are working together for the smooth departure of pilgrims.

“The pilgrims from GCC countries are leaving through the airport’s North and South Terminals,” one official said. This will reduce the rush at the Haj Terminal, he added.

Meanwhile, Al-Madinah Arabic daily reported yesterday that a huge number of pilgrims have thronged the Haj Terminal awaiting for their return flights.
The paper carried photos of pilgrims sitting and lying in the premises of the airport. It said many pilgrims had expressed their dissatisfaction over the delay in return flights.

Essam Fouad Noor, executive director of KAIA, said that the number of pilgrims departed from the airport reached 78,765. KAIA is one of the biggest airports in the Kingdom, which receives flights from all over the world. It is the main gateway of pilgrims coming for Haj and Umrah.

Meanwhile, Saudi Arabian Airlines said it would operate 384 flights to transport returning Umrah pilgrims. “Saudia’s top management gives utmost importance to the transportation of pilgrims. It has introduced an independent sector for Haj and Umrah service,” said Walid Al-Oloumi, acting EVP for public relations at the airlines.

He said the new department would conduct studies on markets that send a large number of pilgrims for Haj and Umrah and set out strategies to improve services to pilgrims by operating more flights.

Al-Oloumi said the completion of KAIA’s expansion within the next two years would bring about dramatic improvement in Saudia’s services. He said the airline has set out a big plan for the peak Umrah season during Ramadan. “We have mobilized all our resources to serve the guests of God,” he added.

8 killed, 37 injured in Madinah bus crash

MADINAH — Eight pilgrims were killed and 37 others injured when a bus overturned on Al-Hijra road in Madinah. Col. Khaled Al-Juhani, spokesman of Madinah Civil Defense, said rescue teams from the Civil Defense rushed to the location after they received reports of the accident, which occurred 14 kilometers outside Madinah. The pilgrims, who had performed Umrah in Makkah a day earlier, were on their way back to Madinah to celebrate Eid Al-Fitr. According to the Civil Defense, the bus rolled over several times after the driver lost control of the vehicle and hit an electricity pylon.

There were 45 pilgrims inside the bus from different nationalities. Six teams from the civil defense freed the injured pilgrims who were trapped inside the bus and rushed them to King Fahd Hospital for treatment. Air ambulances took part in the rescue operation.

According to Col. Muhammad Ajlan Al-Shanbary, Director of Madinah Region Traffic Department, preliminary investigations indicate that the driver dozed off at the wheel.

“There weren’t any skid marks on the road, which indicates that there wasn’t an emergency as the driver did not slam on the brakes. He probably fell asleep at the wheel,” said Al-Shanbary.

The highway patrol is investigating the accident.

He said the first phase of the expansion would cover construction of multistory buildings within the periphery of the existing northern courtyard, and the flat roof of the entire mosque structure after the expansion would have a total area of about 1.1 million square meters.

There will bea main gate for the new building with two main minarets and two side minarets at the corners of the building.

The first phase will add prayer space with a capacityto accommodate 800,000worshippers.

In the second and third phases, the eastern and western courtyards will be added to the mosque and thus increasing the capacity by another 800,000 to add the capacity of the mosque to accommodate another 1.6 million.

More than 4 million pilgrims will be accommodated for Haj in 2040 with the completion of all planned expansion projects, according to the development plan for Makkah.

“The number of pilgrims, which will exceed the current maximum capacity of 2.8 million, will pose a challenge, particularly at the holy sites because the nature of the rituals require all pilgrims to be present at the same time,” Al-Eqtisadiah daily reported, quoting from a comprehensive plan for the development of Makkah and the holy sites.

The massive movement of pilgrims from one point of ritual to another is one of the major challenges that the plan faces.
The Council of Ministers recently approved a SR 62 billion plan to modernize the transportation system in Makkah, including the building of a bus network and metro system. Four metro lines with a total length of 182 km will be built across the city, with 88 stations.

Studies on the use of land at holy sites (Mina, Arafat and Muzdalifah) have shown that 28.7 percent of Mina land that can be developed is used for roads, while 57.6 percent is used for pilgrim tents, and the remaining 13.7 percent for other utilities and services. In Muzdalifah, 23.9 percent is used for roads and 13.3 percent is occupied by tents attached to Mina, while 49.7 percent is waiting places and 13.1 percent is used for other services.

As for Arafat, 13.6 percent of the land is used for roads while 69.4 percent for pilgrims to worship and 17 percent for other uses.

A major challenge for the planning committee is that all these locations have spatial limitations, while the number of pilgrims grows annually.
“The transport system at the holy sites will be effective only if there are sufficient provisions for pedestrians, with tunnels that connect various parts of the holy sites and Makkah. Only then will roads and other modes of transportation in these crowded areas be effectively used. Without provisions for the heavy pedestrian movement, even ambulances, garbage trucks and catering vehicles will be delayed indefinitely,” a planning expert said.

The present transportation system is not integrated and therefore performs poorly.
“Movement throughout the holy sites is complex, with security limitations related to some rites. No doubt the construction of tunneled roads linking all locations to the holy sites will remove obstacles for surface transportation, particularly for emergency situations, security and civil defense vehicles, and transporting food and garbage,” the expert said.

According to analytical studies, the maximum capacity for the Arafat plane is 4 million pilgrims, with 3.6 square meters of space for each pilgrim. The same number of people could be accommodated in Mina with additional construction on the mountain slopes. With the completion of a number of courtyards and expansion works, the maximum capacity of the Grand Mosque will also reach 4 million. The maximum limit of the public transportation system and pedestrian movement will also reach the same limit.

The planning experts also stressed the need a have a 10 percent reserve of additional facilities to cope with unforeseen emergency situations. This additional capacity should not be used to accommodate more pilgrims, they said.

Expansion to triple mataf’s capacity


JEDDAH: ARAB NEWS

The expansion project for the mataf (the circumambulation area around the Kaaba) will triple its capacity, according to a senior official of the Custodian of the Two Holy Mosques Institute of Haj Research.
Abdul Aziz Saroji said the expanded mataf would be able to accommodate 130,000 pilgrims per hour.
He said the mataf expansion would take three years to complete.
He added: “We cannot stop circumambulation around the Kaaba or prayer in the mataf because of the project.”
However, he said Custodian of the Two Holy Mosques King Abdullah has ordered the project to be completed as quickly as possible.
He added: “Recently we expanded the masaa (the running area between Safa and Marwa), which helped in accommodating a large number of pilgrims over its four floors.”
Higher Education Minister Khaled Al-Anqari presented the mataf expansion project to King Abdullah during Ramadan last year. Saroji added: “Our institute was part of the team that presented the project and had provided ideas and expertise for its design.”
Work on the project began in June but stopped in July because of Ramadan, when millions of Muslims come for Umrah from different parts of the world.
Saroji added: “Work will resume soon after Ramadan. Once the project is completed it will solve one of the major problems facing pilgrims.”
Interior Minister Prince Ahmed chairs the institute’s supervising committee, while Higher Education Minister Al-Anqari and Haj Minister Bandar Hajjar are its members.
He said: “Our research institute has conducted about 600 studies that helped in solving many problems facing pilgrims and improving services during Haj and Umrah.”
Saroji highlighted the important role the institute plays.
“It is the only institute in the world that conducts studies on Haj and Umrah. More than 38 years have passed since its establishment.”
He disclosed the institute’s plan to establish research chairs at Saudi universities.
He said: “We have already set up the Prince Naif Chair at Umm Al-Qura for studies on housing in Makkah, Madinah and other holy sites. “It has received a financing of SR 3 million.”
Discussing the annual conferences organized by the institute, Saroji said such events aimed to discuss various research papers dealing with ways to improve Haj and Umrah services.
He added: “Many departments have benefited from our research papers in the past.”
The institute has conducted 40 studies this Ramadan. About half of them were conducted in Madinah under the directives of Madinah Gov. Prince Abdul Aziz bin Majed, he pointed out.
These projects include expansion of Rowdah inside the Prophet’s Mosque.
He said about 80 researchers outside the institute cooperate with his organization. “During this research season 230 students also cooperated with us to collect various pieces of information.”

Kingdom has SR 1 trillion worth of Zakat: Saleh Kamel

Prominent Saudi businessman Saleh Kamel has estimated the total value of Zakat in the Kingdom at SR 1 trillion, and said such a huge amount could be used to solve many economic and social problems in the country.
Kamel, who is also chairman of the Islamic Chamber of Commerce and Industry, said people should pay Zakat for real estate properties that have been for sale.
“We Muslims should understand the economic wisdom behind the Zakat system. If we collect and use Zakat properly, it can bring about substantial improvement in our economic condition,” Kamel told a gathering of businessmen and academics in Madinah.
He added: “If we had collected Zakat from real estate properties we would not have faced the housing or land problems.” Kamel emphasized the need to introduce purely Islamic products for promoting Islamic banking and finance.
Referring to the global economic crisis, he said it would not have taken place if the world had implemented a small Hadith of the Prophet (peace be upon him), which says: “Don’t sell what you don’t possess.”
Kamel said he had discussed this matter with German Chancellor Angela Merkel. “I can tell you that Islamic economics offers solutions for world problems. We have to understand the system and implement it properly.”
The Saudi businessman said Zakat could also solve unemployment problem faced by many countries. “If we introduce modern financial methods, Zakat can be used for the poor to participate in productive means,” he said.
He emphasized the need to introduce innovative Zakat-based programs to improve the condition of poor families.

Expansion of the Rawdah under study

The Custodian of the Two Holy Mosques Institute of Haj Research has conducted 40 studies this Ramadan.

About half of them were conducted in Madinah under the directives of Madinah Gov. Prince Abdul Aziz bin Majed, he pointed out.

These projects include expansion of Rawdah inside the Prophet’s Mosque

Makkah-Madinah train set to roll by January 2014

JEDDAH: Construction is under way on the first high-speed passenger railway line between Makkah and Madinah and is expected to be complete by January 2014.

Transport Minister Jabara Al-Seraisry, said the new Madinah railway station situated close to the Prince Muhammad Airport would serve Haj and Umrah pilgrims more efficiently.

“The work on the Haramain High Speed Rail Project between Makkah and Madinah is progressing on time and as planned,” Al-Seraisry, who is also chairman of the Saudi Railway Organization, told Al-Jazirah daily.

The 480-km railway line, constructed specifically for high-speed electric trains, will pass through the port city of Jeddah.

The first phase of the Haramain project includes the building of a railway station at Makkah and Madinah and two stations in Jeddah including the one at King Abdulaziz International Airport.

Initially the Haramain railway is expected to carry more than 3 million passengers annually. According to statistics, more than 3.5 million pilgrims were transported between Jeddah, Makkah and Madinah in 2005.

The same year saw more than 2 million Umrah pilgrims. According to studies conducted by the Haj Ministry, demand for transporting Haj pilgrims is expected to double over the next 25 years and Umrah pilgrims will total 11 million.

This, along with the huge potential for employment of Saudis, resulted in significant investment in the transport sector.

Minister Al-Seraisry said Saudization of the sector would start at 75 percent, with the intention to achieve 100 percent.

The project contract specifies an institute to train Saudi workers on high-speed technology be established.

“Technical matters relating to issues like safety, however, would require foreign experts,” he said.

Saudi Arabia currently has 1,200 km of railway lines and when current rail projects are complete, the total will be closer to 7,000 km.

A SR 30.8 billion contract was signed between the government and Al-Shoula Co., a Saudi-Spanish consortium, to implement Phase II of the Haramain project in January.

New railway and expansion projects currently underway in the Kingdom include North-South Rail, the Land-bridge Project between Riyadh and Jeddah, and the GCC Railway.

The North-South Rail has two components: A service to transport minerals to manufacturing centers at the Ras Al-Khair port in the Arabian Gulf; and a passenger and freight service. It will start at the Jordanian border and link with the Riyadh to Dammam Railway.

The GCC railway project will connect the six GCC members, starting in Kuwait, passing through Bahrain, Qatar, UAE, and Saudi Arabia, and ending in Oman.
