Member of the Council of Senior Scholars Sheikh Abdullah Al-Manie said fasting will end on Saturday Aug. 18. The days related to religious occasions and rites will have to be confirmed by the sighting of the new moon and royal orders. Al-Manie added the Day of Arafat will beon Thursday Oct. 25 and the next Hijra year of 1434 will start on Nov. 15. The tradition of the last 15 years of announcing the likely beginning of Ramadan, Eid and the Haj is to help preparations to view the new moon once the statement is made, the scholar said. The announcement also allows sufficient time to discuss matters related to the sighting of the new moon, a local newspaper reported yesterday. Al-Manie said: “The sun will seton the29th day of Shawwal (the 10th Hijra month following Ramadan) corresponding to Oct. 9 at 6:23 p.m., five minutes before the moon will set at 6:28 p.m.” The first day of Dhul Qaadah (11th Hijra month) will be Monday Sept. 17 while Dhul Hijjah will start on Oct. 17. "As part of our religious and national duty we want you to ensure that fatwas are only issued by members of the Council of Senior Religious Scholars and other permitted people," King Abdullah said in the decree that was sent Thursday to Grand Mufti Sheikh Abdul Aziz Al-Asheikh, who heads the Presidency for Scholastic Research and Religious Edicts (Dar Al-Ifta) as well as the scholars council. The decree also asked Al-Asheikh to report to the king on those fully qualified and eligible to issue fatwas. "Individual fatwas on personal matters such as matters of worship, dealings, personal matters are exempt from this ruling, but they should be between the questioner and the scholar. There should be a total ban on any topics involving strange or obsolete views." The king said the issuing of fatwas by unqualified persons was a violation of Islamic teachings. "We have observed the fallout from unqualified people issuing fatwas. It is our religious duty to stop them in order to preserve our religion, which is our dearest possession, and cut off an evil which, if we do not tackle now, will return with added force." the king added in the decree. "Religion is no place for bragging nor seeking worldly ambitions." The king said differences of opinion among scholars should be confined to their own circles and not involve other people. "We find some people undermining the role of official establishments and crossing into state jurisdiction. They pose as eligible scholars to dispute these religious establishments," he added. "This situation has prompted us to face them with determination in order to return them to the right path and make them understand the great role played by our religious establishments." Islamic Affairs Minister Saleh Al-Asheikh had warned earlier that many fatwas issued by individuals recently had lacked balance. They include giving permission to kill men and women who share workspaces or, more bizarrely, allowing them to work together if a woman breastfeeds her male colleagues. "They should not publish fatwas before consulting other experts," he said. The minister also told members of the public to only ask for fatwas from authentic sources, including Dar Al-Ifta. He said he had noticed scholars issuing fatwas on silly issues. "This will give a bad impression about the Kingdom, especially with it being an Islamic state. We have so many other important issues to deal with. We have to confront terrorism and the false allegations people make connecting Islam and its Prophet (peace be upon him) with terrorism," he said. Other fatwas, including giving permission for women to travel without a legal guardian, allowing men to pray at home instead of going to mosque and allowing people to celebrate birthdays have triggered heated debates among religious scholars. A number of leading sheikhs welcomed King Abdullah's decision. Sheikh Abdullah Al-Muslih, who hosts a fatwa program on a religious channel, said major issues requiring a fatwa should remain in the hands of top scholars. However, he added that personal matters such as how to pray, perform ablution or pay zakah were considered as educating the public and therefore exempt from the decree. Sheikh Saleh Al-Shamrani, a teacher at the Scholarly Institute for Islamic Studies, also agreed with the king's decree and said it would curb outlandish fatwas during Ramadan. "Lately, some people have had the nerve to issue random fatwas. Some of them have little religious education, while others claim they are scholars. It is time to return fatwas to qualified people who are fit to issue them," he said. "We have waited for this decision, especially as religious channels host people belonging to different intellectual schools of thought and the public might see their beliefs as the truth." Shaikh Abdul Muhsin Al-Obaikan, an adviser to the Royal Council who recently called for a minimum marriage age for girls, refused to comment when contacted by Arab News.

The contract covers the construction of 450km of high-speed track with the capacity to transport over 160,000 passengers a day, as well as the supply of 35 high-speed trains and a 12 year maintenance service after expected completion by the end of 2015. The consortium includes Spanish public rail companies Renfe and Adif, private builders OHL, ACS and Indra , and Saudi companies Al Shoula and Al Rosan. The news comes shortly after an official told Construction Week that phase one of the Haramain railway, linking between Makkah and Madinah project is now 45% complete, and is being held to the latest deadline of the 31st December 2014. Phase one is being carried out by Al Rajhi Alliance, which is a consortium of China Railway Construction Corporation (CRCC), Al Arrab Contracting Company Ltd, and Al Suwailem Company. “The design is almost 99.5% completed and approved. We have about 150 bridges, almost 130 already concluded and submitted to the contractor, with another 20 bridges under design,” said the official. Sunday, 01 July 2012 - 11 Shaban 1433 H MADINAH — A joint committee from the Commission for the Promotion of Virtue and Prevention of Vice and Madinah Municipality closed the Uhud cave to prevent visitors from climbing to it. Many of the visitors who climbed up to the cave were shocked when they saw the entrance had been blocked with a concrete wall. The climb to the cave takes a long time as it requires expertise and a lot of energy. Yousuf Al-Muzainy, Executive Manager of Saudi Commission for Tourism and Antiquities (SCTA) in Madinah, said he was not aware of the closure as the site is not listed as a monument in Madinah. Visitors often climb up to the cave believing that Prophet Muhammad (peace be upon him) sought refuge in the cave after the battle of Uhud to receive treatment. Historians, however, disagree on the authenticity of the story. The ancient writings on the cave’s walls increased its popularity. Islamic historians Tnaideeb Al-Faidi and Abdulaziz Kaaki had differing opinions on the importance of the cave. Al-Faidi said there was no proof that the Prophet had ever reached the cave. “He was at the bottom of the mountain and did not climb it. Eleven programs each for Haj and Umrah are currently being developed and professional consultants will follow up them in the field separately during Umrah and Haj seasons. Speaking to Okaz newspaper Tuesday, Hajjarsaid thenew projects were in line with a Cabinet decision to come up with a comprehensive strategy to improve Haj and Umrah services over the next 25 years. Hajjar reiterated the ministry’s readiness for upcoming Ramadan. “Until July 1, about 3.8 million Umrah pilgrimsentered the Kingdom, which is an increase of 400,000 comparedto thesameperiod last year.Currentlythereare290,000 pilgrims in the holy cities of Makkah and Madinah. The rest have already returned to their countries,” the minister said. The number of Umrah overstayers dropped considerably this year thanks to regulations laid down by the ministry to curtail this negative phenomenon, he said. In 2005, there were 450,000 Umrah overstayers but the number has been gradually brought down to 24,000 last year. The ministry has been electronically monitoring all Umrah pilgrims to prevent anyone from overstaying his or her visa. Field inspectors are deployed in all areas with high concentration of Umrah pilgrims to ensure their wellbeing and resolve any issues they might encounter. Hajjar said the committee that was set up earlier to re-organize services provided to Umrah performers made remarkable progress. 05 July 2012 MAKKAH – Abdullah Al-Siwat, the director of the Saudi Commission for Tourism and Antiquities (SCTA) branch in Makkah said that the branch had issued 600 licenses to different facilities including hotels and furnished residential units with total number of rooms exceeding 115,000 this year. He added that the branch increased its field inspectors to carry out the SCTA’s summer and Ramadan plan during which hotels and facilities will be periodically visited to prevent any attempt to manipulate prices and to catch violators working without licenses. Inspectors will keep a close eye on travel agencies and tourist trip organizers for the same purpose, he said. Al-Siwat urged visitors and pilgrims to make sure that a hotel or any similar facility has a license and prominently displays its room rates. MUHAMMAD AL-SULAMI & ADEL MALABARI Thursday 5 July 2012 JEDDAH/MAKKAH: Four people were killed and 11 others injured in a massive accident involving nine vehicles along the Jeddah-Makkah Expressway on Thursday. A highway police officer told Arab News that the accident occurred when a large truck bound for Jeddah overturned near Shumaisi, causing a pile-up. The accident blocked traffic on both sides of the road for more than two hours. “Four cars were completely destroyed as a result of crash,” the officer said, adding that the truck had fallen over a Mercedes Benz car. At least four more cars were damaged in the collision. Eyewitnesses said the accident halted trafficfrom Sitteen Street of Makkah to Shumaisi on the one side and from Bahrah to Shumaisi on the other side. Apart from Civil Defense and Red Crescent, an air ambulance plane took part in the rescue operation. The injured were taken to hospital on Red Crescent vans with difficulty because of overcrowded roads.

He said: “This decision is deemed a great service to Islam and Muslims. “Moreover, it would benefit all people in Madinah, in addition to millions of pilgrims coming from all over the world.” He added the decision had been taken after taking into account the growing number of pilgrims every year. He noted at present, the mosque and its terrace and courtyards have the capacity to accommodate around 1 million worshippers. “With the expansion, the capacity of the mosque and its courtyards will reach over 2.6 million.” Ali Al-Obaid, undersecretary at the Presidency for the Affairs of the Prophet’s Mosque, said the king’s new order is a follow up of expansion projects he had begun after ascending to the throne. JEDDAH: HASSAN CHERUPPA arab news staff Saturday 7 July 2012 Islam’s two holy mosques are witnessing the largest ever expansion in their history. After launching the massive expansion works of the Grand Mosque in Makkah in Ramadan last year, Custodian of the Two Holy Mosques King Abdullah has now issued an order to expand the Prophet’s Mosque in Madinah, a move described as “unprecedented”. Under the move, the central Haram area will be expanded threefold. Once the three-phase expansion is completed, the mosque will have a total area of 1.1 million square meters with the capacity to accommodate an additional 1.6 million worshippers. The historic expansion will be made as part of a comprehensive plan that also encompasses development of the central Haram area and underdeveloped neighborhoods. While lauding King Abdullah’s care in serving the two holy mosques and improving the facilities for the growing number of Haj and Umrah pilgrims, Sheikh Abdul Rahman Al-Sudais, head of the Presidency for the Affairs of the Two Holy Mosques, described the new expansion work of the Prophet’s Mosque as unprecedented. He said the first phase of the expansion would cover construction of multistory buildings within the periphery of the existing northern courtyard, and the flat roof of the entire mosque structure after the expansion would have a total area of about 1.1 million square meters. There will be a main gate for the new building with two main minarets and two side minarets at the corners of the building. The first phase will add prayer space with a capacity to accommodate 800,000 worshippers. In the second and third phases, the eastern and western courtyards will be added to the mosque and thus increasing the capacity by another 800,000 to add the capacity of the mosque to accommodate another 1.6 million. According to sources, the expansion project also covers massive development of the central Haram area and the unplanned neighborhoods, with the holy mosque as the core center. The expansion will draw on the rich Islamic history of the Prophet’s city and the Islamic architectural designs of the mosque. The surrounding buildings will also be developed on the same pattern. Public squares close to the mosque and utilities in the area will also be developed. The role of the holy mosque as the civilian and spiritual heart of the city will be highlighted while implementing the plan. For developing the area, the comprehensive plan suggested more residential, commercial, recreational and security facilities and services should be made available. The expansion work will enable smooth pedestrian movement. The area’s development will be realized in a way facilitating the flow of pilgrims and visitors to the mosque easily and comfortably by ensuring accommodation for them in the area. Also, the area will be developed to accommodate the growing number of pilgrims and visitors, while maintaining the status of the mosque as the central Islamic symbol both in architectural and spiritual realms. According to the plan, the central Haram area will be surrounded by a new ring road heading south, east and north and a middle ring road heading west. With the new borders, the area will be three times bigger than the present one. The area is also designed to have increased capacity for accommodation, commercial firms and facilities in the service and security sectors to take advantage of increased pilgrims and visitors to the mosque. The plan calls for initiating an extensive planning and design works for a public transport system to link the primary routes to the city’s historic places, Haramain Railway and the holy mosque. The plan also recommends carrying out detailed engineering studies on a new ring road and new Kakiya road, in addition to construction of pedestrian tunnels and bridges to facilitate smooth movement of pilgrims during peak hours. According to the plan, the central Haram area can create more development opportunities with the participation of the private sector through redevelopment of the region to make available more residential facilities. The comprehensive plan also proposes working out a new general design for the development of underdeveloped regions around the central Haram area. This will be achieved through construction of roads, setting up of public utilities and infrastructure facilities. Also, the plan recommends the maximum elevation of buildings in the area will be 16 floors. With the completion of the new expansion project, all residential areas of old Madinah city will become part the mosque complex. The mosque witnessed two major expansions after the foundation of the Kingdom. The first one was during the time of King Abdul Aziz, the Kingdom's founder, in 1949. Work on the expansion started in July 1951 and took nine years to complete. The second one, ordered by King Fahd, started in 1984 and was completed in 1994. The ground floor of the mosque has an area of 98,500 sq. meters accommodating 167,000 worshippers, the roof has an area of 67,000 sq. meters accommodating 90,000 worshippers and the surrounding plaza a total area of 235,000 sq. meters accommodating 450,000 worshippers. Grand Mosque in Makkah on Lailatul Qader ''The Night of Power'' - August 2011 8 July 2012 - 18 Shaban 1433 H JEDDAH —Prince Ahmed Bin Abdul Aziz, Minister of Interior, has approved the security plan for the holy month of Ramadan, which will see 28,000 security officers mobilized throughout the month. Millions of worshipers from around the world are expeced to visit Makkah to perform Umrah during the holy month. Those officers will be in charge of vehicle traffic and will manage crowds of Umrah performers and visitors inside the Grand Mosque. They will ensure that guests of Allah feel comfortable during performing their rituals. Maj. Gen. Nasser Al-Arfaj, deputy director of Public Security, said, “We have plans to manage crowds and respond to any emergency on 27th night of Ramadan when over three million people will perform Umrah and pray in Makkah.” Sophisticated devices and equipment, including surveillance cameras, will be used to ensure the safety of Umrah performers, Maj. Gen. Al-Afraj said. In the last 10 days of Ramadan, the central area around the Grand Mosque will be converted to a praying area to accommodate the huge number of worshipers, he noted. 8 July 2012 - 18 Shaban 1433 H MAKKAH – Haj and Umrah pilgrims spend SR5 billion each year to buy souvenirs in the holy cities of Makkah and Madinah. Economists insist that these products should be locally made in order to combat the sale of counterfeit products in the market. Hani Baothman, an economist, said that the sale of counterfeit products to pilgrims has a negative effect on Makkah’s perception as a cultural and religious city. “A large number of stores bring cheap fake products from abroad and sell them for higher prices. Makkah should have its products with ‘made in Makkah’ labels on them and counterfeit products should be banned and replaced with good quality products.” Saad Al-Qurashi, former Chairman of National Committee for Hajj and Umrah at Makkah Chamber of Commerce and Industry, said many sellers take advantage of pilgrims by selling fake products and passing them on as originals. “It’s regrettable to see miniature models of the Kaaba made in foreign countries when such products should be manufactured here in Makkah, which is the only way to eradicate the sale of fake products,” he said. Osama Al-Filali wondered about the role that government agencies such as municipalities and labor offices play in the eradication of counterfeit products in Makkah, which have spread like wildfire in its markets. He said, “As long as these stores continue to function without any form of monitoring, the sale of fake products will continue.” Al-Filali explained that some expatriates open stores in the name of Saudis and sell fake products without the knowledge of their sponsors.
