The first step in the preparations to welcomethenew season isto evaluate the performance of Umrah service providing companies. The Director of the Department for the Affairs of Umrah Establishments in the Haj Ministry, Adnan Hariri, informed that the evaluation formalities of Umrah service providers would commence from Saturday in Jeddah and Makkah, while the evaluation process in Madinah would start two weeks later. The move has been made by the ministry in line with an order of Crown Prince Naif, deputy premier and ministerof interior, to evaluatetheUmrah service providing establishments, before issuing visas to them, in the beginning of every Umrah season. Any company with some negative observations in its past performance would be dealtwith in coordination with the Passport Department. The new season will start by themiddleof January.During thelast season (2011) there was a huge influx of Umrah pilgrims, which according to some estimates, was 50 percent more than 2010. The market experts believe that in 2012 the number of pilgrimswould not beless than the last season. Sources at the local Umrah companies told Arab News that Umrah organizing companies abroad have already begun to contact them for more details on Umrah packages. A Saudi Umrah service provider said foreign tour operators have beefed up promotions in media as well as online on Umrah packages. “Indications are that there will be a large turnout of Umrah pilgrims from Europe, Asia and Africaapartfrom theArab and Muslim countries for the upcoming season,” a source told Arab News. arabnews.com/saudiarabia/article538666.ece

26 November 2011 - 01 Muharram 1433 JEDDAH – Ghulam Khan, a Pakistanipilgrim who camehereto perform Haj, has a list of the names of his relativesand friendswho paid him money to perform Umrah on their behalf. Khan says that he’s only following in the footsteps of the Pakistani pilgrims who havedonethesamething in the past. He pointed out that taking money to perform Umrah by proxy helps him cover half of his Haj expenses. Khan, who is unaware of the Shariah ruling forbidding such acts, is not the only pilgrim who doesthisduring theHajand Umrah seasons. Many Haj and Umrah pilgrimstakemoney to perform Umrah forothersevery year. Some of them perform Umrah on a daily basis, sometimes three times a day. This has resulted in overcrowding inside the Grand Mosque, particularly during Haj and Ramadan. The Tawaf area can only accommodate around 50,000 persons during peak times while the Masa’a struggles to accommodate the increasing numbers of Umrah performers. Dr. Azzam Al-Shuwayer, a member of the Islamic awareness campaign during Haj and chairman of the committee assessing imams and khateebs at the Ministry of Islamic Affairs, said: “Many pilgrims who perform Umrah on behalf of their relativesor friendsdo not know theShariah ruling about this. We explain to them how they are causing overcrowding by repeatedly performing Umrah. We advise them to postpone Umrah for relatives until after Haj when the Grand Mosque becomes less crowded.” Al-Shuwayer said he blames the heads of Haj missions, mutawwifsand some scholars from Islamic countries for the spread of this phenomenon. He said that scholars should clarify theShariah position regarding such acts before Haj and Umrah pilgrims arrivein the Kingdom. Sheikh Talal Aqeel,anadviser to theMinisterof IslamicAffairsforHajAffairs and supervisorof Hajawarenessprograms,said: “Taking money to perform Haj or Umrah is a type of fraud because Islam does not make it obligatory for individuals, who are not financially or physically able, to perform Haj. The same thing applies to Umrah. Repeating Umrah is not acceptableatallunder the Shariah.” Aqeel added that heads of Haj missions and religious advisers are responsible for such behavior. Col. Yahya Al-Zahrani, Commander of the Grand Mosque Security Forces, also blamed Tawafa establishments and heads of Haj missions. Dr. Abdullah Al-Mutlaq, a member of the Board of Senior Ulema and Adviser at the Royal Court, said: “Repeating Umrah every day is not permissible unless there is a need to do this. There should be an interval of four days between each Umrah.” Al-Mutlaq said there is no harm in performing Umrah on behalf of dead parents or relatives,provided there is a suitable time between each Umrah and it does not cause overcrowding and hardships for other Muslims. “It’s not permissibleto takemoney to perform Umrah on someoneelse’s behalf. ABDUL GHAFOUR | ARAB NEWS Published: Nov 29, 2011 23:36 Updated: Nov 29, 2011 23:45 JEDDAH: Crown Prince Naif, deputy premier and minister of interior, on Tuesday called for the quick implementation of the mataf (the circumambulation area around the Holy Kaaba) expansion project designed to accommodate 130,000 pilgrims at a time. The crown prince made this comment while chairing a meeting of the Supreme Haj Committee at his office in Riyadh. The meeting discussed all aspects of the project, especially how to tackle a temporary reduction of the mataf's capacity while the project is being implemented. The project will increase the mataf's capacity from 52,000 to 130,000 pilgrimswhen completed,said anofficial statement carried by the Saudi Press Agency. The work on the project has already started. According to the plan, the mataf will be expanded by 20 meters into the Ottoman portico of the Grand Mosque at all levels of the building,including the terrace. In the ground floor of the expansion area, pillars will beremoved from prayer areas. The meeting also discussed a number of issues related to Haj and pilgrims and new development projects in Makkah and other holy sites. Prince Naif reiterated the government's desire to expand Haj facilitiesyear afteryear forthecomfort of pilgrims. Prince Naif latermetwith Mauritanian Interior Minister Mohamed Ould Beililland discussed issuesof mutual concern and major regional and global developments. After that Abalail signed a security pact with Deputy Interior Minister Prince Ahmed. 02 December 2011 - 07 Muharram 1433 H JEDDAH – Sheikh Abdul Aziz Bin Abdullah Aal Al-Sheikh, Grand Mufti of the Kingdom, has said the day of fasting for Ashoura, Muharram 10, falls on Tuesday, Dec. 6. Sheikh Aal Al-Sheikh called this a way out of arguments that the crescent was not sighted to mark the beginning of Muharram. He said Saturday therefore was the last day of Dhul Hijjah and Sunday the first of Muharram. MAKKAH – A verdict to behead three Pakistani money launderers was confirmed by the Makkah High Court Wednesday. The men are to receive the punishment for killing another Pakistani man and two Indonesian women, one of whom was pregnant through adultery. The case inflamed public opinion at the time as the gruesome details were recounted before the court. The gang killed the fetus of the pregnant woman in a cruel manner, which indicated their deeply criminal nature. This was all the more heinous as the murders took place in Ramadan in the Central Area near the Grand Mosque in Makkah several years ago. The gang had initially been engaged in laundering dirty money via the remittance of millions of riyals to Pakistan. However, the men turned against another gang member and decided to kill him out of jealousy. They lured him to a house in the Central Area and served him a drink laced with a sedative. When he fell asleep, they strangled him and chopped his body into pieces Al-Madina reported Wednesday. However, while they were engaged in carving up the body, an Indonesian woman who was having an indecent relationship with the victim, entered the house and witnessed the gory scene. The gang panicked and killed the woman to stop her from informing the authorities. They put her body in a garbage bag and buried her in Arafat holy site. However that was not the end of their problems, because several days later, another Indonesian woman phoned them to ask for her friend who had been having an illicit relationship with the gangsters. After being bombarded with questions, the gangsters finally said that the woman’s friend was with them. When the second woman, who was pregnant by one of the gang members, came to the residence, they strangled her and cut the fetus out of her womb. They then put her body and that of the fetus in a plastic bag and buried them in the run-down house. The gangsters then abandoned the house where they committed the gruesome crimes. However, the bodies were discovered when the owner who came to renovate the house noticed a foul odor. It was then that he discovered the bodies of the woman and her fetus. An investigation was launched immediately, which led to the gang members being arrested. The Pakistanis admitted everything and their confessions were attested before a Shariah court. Al-Madina newspaper learnt that the gangsters offered large amounts of blood money to the families of the victims to drop the case, but the five-man judicial circuit concluded that the case is of Hirabah (armed robbery), which cannot be dropped. Another deciding factor against the men was that the crimes took place in the last 10 days of Ramadan in Makkah. However, the entrances and exits to and from the Tawaf Area will be narrowed to some extent and there will be less space for people, as the area to be demolished can accommodate 100,000 people.” However, the presidency will make space in other areas to compensate for the demolished area, Al-Wabil said. “The Old Haram is being photographed and we are numbering the project zones. The project will kick off with the registering of the number ‘zero’ marking the departure of the last pilgrim from the Kingdom,” he said. The project will be largely carried out by Saudi firms, with two German companies responsible for the isolation work and the pumping out of the dust resulting from the demolition. 5 December 2011 MAKKAH – An undersecretary was suspended from work here Saturday for allegedly embezzling SR5 million from the government’s Haj program. Informed sources told Okaz/Saudi Gazette that the secret investigation committees, which uncovered the scam, included the Control and Investigation Board (CIB) and the Bureau of Investigation and Prosecution (BIP). Okaz/Saudi Gazette learnt that the embezzlement took place two years ago. The undersecretary had allegedly signed fake housing contracts for pilgrims in Makkah who came for Haj at the expense of the state. He inflated the accommodation costs for the pilgrims by about 200 percent. For example, the cost of housing for one pilgrim was increased from SR2,500 to SR7,000. He made about SR5 million from the 1,000 pilgrims on the program. The money was used to buy two plots of land for him and his accomplices and were registered in their names. A well-known Tawafa establishment official is also one of the accused. Sources said those involved in this case would face penalties under the Regulation for Combating the Embezzlement of Public Funds and Abuse of Power. Article 13 says that every government employee who embezzles, wastes or wrongfully spends public funds, will be fined an amount not exceeding SR1 million or imprisonment for a period not exceeding 10 years, or both.
