Saudia features Haram expansion
in new edition of magazine

JEDDAH — The latest edition of Ahlan wa Sahlan, a Saudia airline magazine, celebrates King Abdullah’s Grand Mosque expansion project, the largest of the kind in history.

The project has been featured on the cover page with several interesting stories inside. The magazine also includes special coverage of the Saudi National Day, which falls on Sept. 23.

The magazine includes a special report on osteoporosis disease and motor-bikes. The September edition contains nearly 30-year-old rare photos by Swedish photographer Hans Seoholm. The press office of Saudia said they have published beautiful pictures of Red Sea in the magazine.

For the first time, the magazine has published a special report on India’s Hyderabad city, in which is Makkah Mosque, one of the largest mosques in India. As part of Saudia’s initiative on social responsibility, the new edition also discusses on how parents could deal with troubling children and understand their changing emotions. This topic discussed under the title “Sad, Happy and Scared”.

Ministry grants space incentive to low-cost Haj companies

MAKKAH – The Ministry of Haj will grant 10 percent additional space to Haj companies at the locations allocated to them in the Holy Sites since these companies have efficiently contributed in reducing Haj prices, sources told Okaz/Saudi Gazette.

This increase will be given as an incentive to companies that are taking part in the low-cost Haj program which aims to enable those with limited income to perform the annual pilgrimage.

The General Administration for Domestic Pilgrims has made it mandatory for companies who want to apply for two locations to have at least 2,500 pilgrims and an evaluation grade of 90.

The first phase of allocating spaces started Monday and will go on until Wednesday for companies that achieved a performance rate of 90 grades and above. The second phase will start next Saturday and continue for two days for companies that achieved 80 grades and above, while the third phase, for companies of 70 grades and above, will start on Sept. 27 and continue for two days.

MADINAH: Second Deputy Premier and Minister of Interior Prince Naif opened an international conference on "The Phenomenon of Takfir (branding opponents as infidels)...Reasons, Impact and Treatment" here on Tuesday.

Earlier on arrival at the conference venue, Prince Naif was greeted by Prince Saud bin Naif, adviser to Prince Naif and assistant interior minister for general affairs, Prince Abdul Aziz bin Majed, governor of Madinah, and other senior officials.

The conference is organized by Prince Naif International Prize for Sunnah and Contemporary Islamic Studies.

In a statement on the occasion, Assistant Minister of Interior Prince Muhammad bin Naif said Saudi Arabia was the first country that succeeded in combating extremist thoughts and ideologies.

"We achieved this through dialogue and presenting the true teachings of Islam," Prince Muhammad said, referring to the counseling program introduced by the Kingdom to change the mindset of militants.

He said the conference aims to identify the reasons for the dangerous phenomenon of Takfir in order to find effective solutions to tackle it. He said prominent scholars from the Kingdom and abroad would present research papers on the topic.

He said more than 200 Islamic scholars, psychologists and sociologists are involved in the counseling program benefiting prisoners all over the Kingdom.

Meanwhile, addressing a meeting of Madinah people Prince Naif announced that a number of new welfare projects would be implemented in Madinah to meet the requirements of its people.

"The government is not stingy toward its people. This is what we officials feel from the directives of Custodian of the Two Holy Mosques King Abdullah," he said.

Prince Naif highlighted the security and stability in Saudi Arabia in contrast to other countries in the region.

He highlighted the important position of Madinah in the minds of Muslims all over the world being the city of the Prophet (peace be upon him). "King Abdullah has given top priority for the development of Madinah," he added.

He said the Madinah governorate has worked out a number of new projects for the development of the region.

Prince Naif earlier chaired a meeting of the Madinah Provincial Council, which discussed a number of issues such as increasing prices of essential commodities and the measures taken to control prices as well as construction of low-cost housing units for the poor.

Madinah Gov. Prince Abdul Aziz bin Majed commended Prince Naif's efforts to empower provincial councils that play a significant role in boosting the Kingdom's social and economic development.

Prince Abdul Aziz explained the governorate's programs to protect towns and villages in the region from flashfloods by constructing rainwater drainage systems. He disclosed plans to establish new school buildings to replace rented ones, improve health services and expand infrastructure facilities in the region.

Police bust prostitution ring in Makkah; 11 held

MAKKAH: The Prosecution and Investigation Commission (PIC) Tuesday began questioning 11 illegal foreigners on suspicion of running a prostitution ring in a building meant for housing Haj and Umrah pilgrims in Makkah’s Al-Khansa district, local police confirmed.

Officers said the gang, consisting of six Bangladeshi men and five Indonesian women, were ambushed after being monitored for some time.

The police said the building’s security guards were assisting the racket, which allegedly charged customers SR200 a night.

Acting Makkah police spokesman Lt. Col. Zaki Al-Rihaili said the suspects were transferred to Al-Maabdah police station before they were handed over to the PIC for questioning prior to producing them in court.

Holy City of Makkah - Under the auspices of the Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz Al Saud, the Secretariat General of the Muslim World League (MWL) will convene Makkah 12th Conference entitled: 'Islamic Da'awa - Presence and Future' at the MWL headquarters here on 3-6/12/1432 H.

In a press statement to Saudi Press Agency (SPA), Dr. Abdullah bin Abdulmohsen Al-Turki, MWL Secretary General and Member of Senior Ulemas Commission said the MWL used to convene this conference every year in coincidence with Hajj (Pilgrimage) season.

Dr. Al-Turki also said that MWL has chosen the theme: 'Islamic Call..Presence & Future' for this edition of the conference, to redress the process of the Call and address problems facing it nowadays, in addition to putting forward various Call programs to meet the needs of Islamic communities and Muslim minorities.

He extended thanks to the Custodian of the Two Holy Mosques, the Crown Prince and the Second Deputy Premier and Minister of Interior for their continuous support to MWL and its programs, and concluded by expressing hope that the next coming conference may achieve its goals.

Muslim leaders to address new challenges at Makkah confab

JEDDAH: More than 300 Muslim leaders, scholars and academics are expected to participate in the annual Islamic conference organized by the Muslim World League (MWL) in Makkah during the Haj season this year to discuss major Muslim issues.

“We are holding this conference during the Haj season, following a tradition introduced by King Abdul Aziz who had instructed Muslim scholars to meet in Makkah to discuss contemporary Muslim issues and problems,” said MWL Secretary-General Abdullah Al-Turki.

This is the 12th annual conference organized by MWL during the Haj, he said, adding that it would discuss the status of Islamic dawa activities in various parts of the world to come up with proposals to make them more successful.

The conference would set out effective dawa programs for different countries. “We have sent invitations to a number of scholars, university professors and heads of Islamic centers to take part in the conference and present papers,” Al-Turki said.

Hassan Al-Ahdal, director general for media and public relations at the MWL, said the conference would be attended by a number of new Muslims. Previous conferences discussed topics such as Muslims in Europe, the role of the media, and youth issues.

“The opening session will be held at the MWL headquarters in Makkah while the remaining sessions will be held in Mina,” Al-Ahdal told Arab News. The papers presented at the conferences are published in a book form. “We send letters to Muslim governments and Islamic centers to implement the conference recommendations.”

Al-Ahdal said the conference offers a good opportunity for Muslim leaders to meet and discuss various issues facing their communities and find solutions to them. “This is one of the major objectives of Haj.”

The four-day conference will have four sessions to discuss various aspects of the main theses, such as the principles and importance of dawa, the methodology followed by the Prophets in disseminating the message of Islam, the challenges facing dawa activities, especially in Muslim minority communities, vision and expectations of dawa, and application of modern technology.

We will continue to track down deviant groups: King

MADINA – Islam forbids extremism and any lies about Shariah, said King Abdullah, Custodian of the Two Holy Mosques, in a speech delivered on his behalf by Prince Naif Bin Abdul Aziz, Second Deputy Premier and Minister of the Interior, at the inauguration of International Conference on Takfeer here Tuesday evening.

Organized by the Secretariat of Prince Naif Bin Abdul Aziz International Award for Prophet’s Sunnah and Contemporary Islamic Studies with the participation of Imam Muhammad Bin Saud Islamic University, the conference has in attendance over 120 Islamic scholars and researchers from 24 countries.

Addressing the participants, the King said: “Your meeting today on the theme of Takfeer phenomenon, its reasons, effects, and treatment is a demanding task. The meeting is based on the Holy Qur’an and Prophet’s Sunnah, which warn against slipping in Takfeer material without knowledge or guidance.”

The King said that the spread of Islam and its noble objectives have not been achieved by the concepts of extremism, fanaticism and tools of sabotage, death and destruction.

King Abdullah affirmed that extremism has no boundary or religion, noting that the divine religion stresses moderation.

He said: “Islam warns against accusing others as infidels.”

“We have suffered as others from the dangers of extremism and deviant thought. We should continue to confront this deviant thought strongly and firmly. We will be happy if a follower of deviant thought comes back to the right path.

“This has been our approach with any detainee in these cases. Some of our sons have been led astray by groups having ill-will against this country and by those inspired by the theories of extremism. But our Muslim society rejects deviant thoughts and extremist methods. We will not accept any thought that affects our fundamentals. We will continue to track down deviant groups,” the Monarch told the gathering.

The Takfeer Conference’s scientific committee received 389 research papers, of which 119 were approved. Discussions in the conference are based on nine topics.

Flawed curricula to blame for ‘takfir’ mindset: Scholars

MADINAH: A defective education strategy was a major factor in the spread of the “takfir” ideology among young Muslim men and women, according to two scholars who spoke at a seminar on the phenomenon in Madinah on Thursday.

On behalf of Custodian of the Two Holy Mosques King Abdullah, Second Deputy Premier and Minister of Interior Prince Naif opened the three-day Conference on the Phenomenon of Takfir (the practice of branding those who don't agree with one's beliefs as infidels) on Tuesday.

More than 150 scholars from Muslim countries discusses the causes and consequences of takfir and its remedies at the event organized by the Prince Naif International Prize for the Sunnah of the Prophet and Contemporary Islamic Studies.

Ahmad Hassan Al-Qawasima and Abdul Shafi Ali of Egypt said they found in a study that most students believed that unscientific education was the cause of takfir tendencies among youths. The two researchers said they surveyed more than 300 students at King Faisal University for the study.

While many students attributed the spread of the takfir ideology to teachers, others blamed the school environment and the curriculum for breeding the mindset.

King Abdullah said in his inaugural speech read out by Prince Naif that Muslims never resorted to violence or extremism to spread the message of Islam. The king said any reader of the history of Islam learns that one of the strong attractions of Islam was its moderation.

“Anyone who does not believe in the moderation and peacefulness of Islam is burning himself with the instruments of extremism,” the king warned.

The king reiterated the government’s determination to continue hunting down deviants and bringing them back to the right track.

Egyptian scholar Ahlam Farhoud presented a detailed review of the growth and decline of takfir in her country.

Algerian scholar El-Arabi Al-Farhati said in his paper that all religions basically divided mankind as either believers or infidels since the early times.

Saudi woman researcher Afaf Mukhtar attributed the phenomenon to the wrong interpretation of Islamic texts.

Moroccan academic Ahmad Bou Oud traced the origin of the phenomenon to the Age of Ignorance prior to the Prophet Muhammad (peace be upon him).

Egyptian participant Riza Amin said the advancement in information technology and irresponsible journalism had a considerable role in the spread of negative ideologies, such as takfir, among Muslims around the world.

“One of the major reasons for its spread is the absence of wise writers who can steer the public away from the takfir ideologies, especially in the present-day world that resembles a village in terms of communication,” he said.

Insaf Al-Maymouni of Jordan stressed the role the media can play to protect the growing generation from the menace of takfir.

On the other hand, Saudi researcher Aliyah Al-Qarni pointed out in her paper the close resemblance of current takfir groups with the Kharijites who fought against mainstream Muslims in the early period of Islam.

Ministry trains staff in food hygiene ahead of Haj

JEDDAH: In preparation for the upcoming Haj season, the Ministry of Municipal and Rural Affairs has started implementing a special program for its health supervisors in order to monitor and ensure the hygienic condition of markets in Makkah, Madinah and the holy sites.

The ministry conducted a number of training courses for health supervisors with the participation of international experts in food safety. The courses covered theoretical as well as practical aspects.

The trainees were taken for a tour of food production centers in the Kingdom to find out the kinds of safety measures they follow during the various phases of production.

The first such course was attended by 90 health officials, mostly young men who have recently joined the ministry. They visited the Zeema slaughterhouse of Fakeeh Farms in Makkah.

The Makkah municipality receives the newly trained officials at the start of the Haj season, when more than 2 million worshippers gather in the holy city for Haj. Throughout the year, Saudi Arabia receives more than 10 million pilgrims who come for Haj and Umrah.

The ministry’s practical training for the health supervisors is given at Fakeeh Farms, one of the largest poultry farms in the world that applies international hygienic standards.

Abdul Rahman Fakeeh, chairman of the group, said the training program came as part of the cooperation between the public and private sectors. “It also shows that many food production centers in the Kingdom apply international safety standards,” he added.

Development to ease pilgrimage on fast track

one of the largest projects in the history of the holy site.

Jamrat Project

The project, implemented over five phases at a cost of about SR4.2 billion, primarily focused on providing space for the faithful to carry out one of the major rituals of the Haj in safety.

Planned and conceived to provide high safety for the pilgrims, it also has taken into account emergencies. Apart from the many clinics and singular routes for the Red Crescent ambulances in this area, it has helipads for helicopters to land and take off during rescue and emergency operations.

The project is composed of four stories in addition to the ground floor accommodating more than four million pilgrims. Spacious plazas were built in the Jamrat area to accommodate hundreds of thousands of pilgrims at the same time. The plazas were supplied with an automatic cleaning system.

A frequent train transport system was introduced in the Jamrat area to transport pilgrims from their tents in Mina to the Jamrat Bridge to stone the Satan as part of the Haj rituals. From there, the train takes them to the Grand Mosque to complete their rituals. The bridge was linked to the pilgrims’ tents at the bottom of mountains in Mina. Within the development of the Jamrat area, a number of medical clinics were established to provide health services to the pilgrims. Lifts were also built to take pilgrims to different levels of the Jamrat area that has 12 entry points and a similar number of exits. All five levels are air-conditioned.

In addition, there’s a system to spray jets of water in the air in order to bring the temperatures down when the mercury soars. The cooling system is geared to keep the temperatures at an average of 29 degrees Celsius.

Underground tunnels were also built in the Jamrat area where service vehicles were separated from the pedestrians so as not to obstruct their movement.

The development of the area took into account the growing number of pilgrims. By providing a number of entries and exits, the project has solved the problem of overcrowding which resulted in many deaths by stampede. There are four buildings containing 40 fixed and 16 mobile staircases, which the pilgrims use to climb to the higher levels or come down to the underground level. Two of these buildings were to the north of King Fahd Street and two in the eastern plaza of the Jamrat.

Makkah Clock

Makkah’s four-faced giant clock, a gift from Custodian of the Two Holy Mosques King Abdullah to the citizens and the Muslims world over, is the tallest and largest of its kind, dwarfing even the famous Big Ben in London.

It is 400 meters above the ground and can be clearly seen from all parts of Makkah at a distance of 8 km.

The giant clock was built on the top of Abraj Al-Bait Complex that is 601 meters high. It was built under the supervision of specialized engineers from Germany and Switzerland. The clock has four faces. The diameters of the front and the back faces are 43 meters. It is topped by a crescent edifice that has a diameter of 23 meters.

Allahu Akbar (God is Great) is written in bold letters on the top of the clock. The back faces of the clock carry the symbol of monotheism (La Ilaha Illa Allah).

The clock shows the local time according to the UTC that is based in Paris. Saudi Arabia’s local time is three hours ahead of GMT. Designed according to Islamic architecture, the clock’s total weight is 36,000 tons built on a steel structure weighing 12,000 tons. It is composed of 14,000 iron pieces of which some weigh about 16 tons. It has a large base with corridors for pilgrims wishing to see the clock from close.

Each of the three hands indicating hours, minutes and seconds weighs more than 21 tons and are thus the heaviest of their kinds in the world. The clock uses solar energy in addition to electricity.

New Expansion

The new expansion of the Grand Mosque in Makkah, which was launched by Custodian of the Two Holy Mosques King Abdullah, will cover 400,000 square meters and will be 380 meters deep for underground facilities. Once completed, the expansion is expected to provide room for additional 1.2 million worshippers. Surrounding lands, which were appropriated for the project have been valued at more than SR4 billion.

The expansion, aimed at increasing the capacity of the Haram plazas, was approved by the king to cope with the growing number of pilgrims and visitors especially during Ramadan and Haj.

It will also reduce the congestion of buildings near the Grand Mosque from the northern, western and eastern sides, ease traffic for both vehicles and pedestrians, ensure pilgrims’ comfort and safety and add to the beautification of the area.

The project will include a modern network of roads consisting of special passes for cars that are separated from lanes to be used by pedestrians. It will also have tunnels for pedestrians equipped with escalators.

All the requirements of the pilgrims will be available at the expansion including potable water, garbage bins and shades to protect them against the sun’s heat.

Zamzam Water

Custodian of the Two Holy Mosques King Abdullah has given instructions to establish a state-of-the-art project to filter and sterilize the blessed Zamzam water for the use of residents, pilgrims and visitors.

The project, named after the king, was set up in Kudai district at the cost of SR700 million. It filters five million liters of water every day.

Abdullah opened the project, which took 30 months to complete, early in September 2010. It has an area of 13,405 sq. m. and consists of buildings for air pressure, storage, bottling, production lines and packaging. It also contains a power-generation facility producing 10 megawatts of electricity.

The water is automatically pumped from the Zamzam well, located inside the Grand Mosque, to the plant where it is automatically stored, filtered and purified.

It has a storage tank with a capacity of 10 million liters from which purified water is pumped through four stainless steel pipes to the Grand Mosque for the use of pilgrims and visitors.

A total of 1.5 million containers each with a capacity of 10 liters are daily distributed in Makkah for the consumption by its residents. Before distribution, these quantities are kept in a large warehouse that uses the technique of automatic storing and retrieving (AS/RS).

The plant has a laboratory to test water 24/7 with a view to ensuring its purity and suitability for human consumption. After purification, sterilization and testing, the water is transported automatically via special conveyors to Kudai pumping station that has 42 distribution points.

More than 5,000 special containers for Zamzam water are placed in the Grand Mosque for the use of pilgrims and visitors. The capacity of each container is 40 liters and they are automatically cleaned.

The new cleaning system can clean 250 containers in an hour thus saving a lot of time and effort.

FREETOWN — Hundreds of poor Sierra Leonean Muslims have had to abandon their pilgrimage to Mecca this year as political turmoil in countries like Libya left them without sponsors, a cleric said Friday.

Sheikh Minkalu Adams of the Allied Muslim League (AML) said nations like Libya, Egypt and Syria hit by "Arab Spring" uprisings, would traditionally provide all expenses paid trips for poor Muslims to make the pilgrimage.

"These pilgrims are traumatised as they have no money and were banking on free tickets coming from the three countries," Adams told AFP.

He said some 300 Muslims who had been on a register to benefit from Middle Eastern largesse would now be left out of the annual pilgrimage.

"These countries are preoccupied with political problems and are not thinking of extending help," said Musa Sillah, who carried out the Hajj on a free ticket last year.

Libya has been the biggest donor over the years, and in 2010 sponsored about 350 pilgrims from Sierra Leone who were flown to Mecca on a Libyan jet, said Haroun Rashid, spokesman of the Muslim organisation Jihad Movement which received 70 free tickets in 2010.

Another Muslim cleric, El Haj Mohamed Sanusi noted: "The benevolence was directly from Colonel (Moamer) Kadhafi but now his government has been overthrown and the current National Transitional Council is caught up in the struggle to solidify its position."

Some 500 Sierra Leonean Muslims will make the trip on a government-regulated voyage in October, at a cost of $3,850 (2,700 euro) per pilgrim.

About four million of the nation's six million citizens are Muslim, but few can afford the trip to Islam's holiest city.

"The cost is a $150 increase on last year's price due to the volatile situation in the Middle East," explained Deputy Social Welfare Minister, Rosaline Sankoh.

The Sierra Leone government last year banned private Hajj agents after several scams saw citizens losing all their money.

Airlines gear up to tackle Haj rush

JEDDAH: Representativesof more than 50airlines, involved in Haj operations, have reiterated to exert all efforts to ensure a smooth arrival and departure of the guests of God.

They also outlined steps to leave no room for overcrowding at the King Abdul Aziz International Airport (KAIA)in Jeddah.

They made this vow during a meeting on Thursday chaired by Abdul Aziz bin Rahaim Al-Hazmi, deputy director general of Saudi Arabian Airlines Company. Representativesof departmentsconcerned also attended the meeting that discussed all matters pertaining to transport of pilgrims to and from Saudi Arabia.

“This is a new addition to the combined efforts being made to provide consummate services to pilgrimsfrom themoment of their arrival in theKingdom until their departure,” Al-Hazmi said.

The meeting also discussed other services being extended to pilgrims including issuance of boarding passes at the country of origin and providing necessary equipment and manpower to operate flights.

Al-Hazmi said Saudia has completed all arrangements for the Haj season through the provision of all human and material potential in all stations and preparation of Haj flight schedules in addition to other operational requirements within its annual Haj plan.

Informed sources told Arab News that the representatives of the departments concerned in the government have called for bringing staff from countries of origin to work at the departure lounge in the Kingdom to facilitate the movement of their pilgrims, enlightening them about the Haj formalities, informing them about their departure time and making sure they were vaccinated against epidemics.

Last week the Haj Ministry announced that it would implement a three-pronged strategy to prevent overcrowding of pilgrimsattheKAIAin Jeddah.The ministry said it would set up a monitoring committee to supervise movement of pilgrims, set up a center for dispatching pilgrimsin groupsand set up a checkpoint to ensure pilgrims have confirmed bookings.

The new measures were put in place following the chaos and confusion created by thousands of Egyptian and Algerian pilgrimsattheKAIAduring Ramadan. Asa result, many flightswereeithercanceled or delayed. EissaAl-Rawass, deputyministerfor Umrah affairs, had said the supervising committees in Makkah and Madinah would make sure the baggage of pilgrimsconformedto IATAregulationsin termsof size and weight.

Al-Rawass said the ministry’s checkpoint would be at the entrance of the airport’s terminals, adding that officials would checkdocumentsof pilgrimsaswellasthe times of their return flights. He said the ministry was coordinating with other relevant agencies on the return journey of Umrah pilgrims to ensure their smooth departures.

“We had obtained the flight schedules of all airlines carrying Umrah pilgrims and instructed Umrah service companiesto transport their pilgrimsto airport six hours before the departure of their flights,” he said.
