Mashaer Train project to be inspected tomorrow

Prince Dr. Mansour bin Miteb bin Abdulaziz, Minister of Municipal and Rural Affairs, will inspect tomorrow the Project of Mashaer Train in the Holy Sites to be briefed on the progress of this project implemented by the Ministry of Municipal and Rural Affairs.

The total cost of the Project is about SR 6.7 billion. It includes 15 trains; each one has 12 wagons; and can carry 3000 people.

The second stage of the Project is being implemented on schedule so that it can work at full capacity in Hajj season this year for carrying 72,000 pilgrims per hour. Last year, the project worked in the first stage by 35 per cent of its capacity. SPA

Grand Mosque officials finalize Haj plan

MAKKAH: The General Presidency of the Affairs of the Two Holy Mosques has completed all arrangements for the execution of its Haj plan this year.

The plan will come into effect on Oct. 13 and end on Nov. 25, Vice President of the Grand Mosque Affairs Muhammad bin Nasser Al-Khuzaim announced on Monday.

He explained that the plan aimed to enable the guests of God to perform the Haj rites in an atmosphere of peace and security and ensuring the best ambience for worship inside the Grand Mosque and surrounding plazas.

“The plan also aims to extend all the required services to the pilgrims, providing the needed facilities and guiding pilgrims on how best to perform the fifth pillar of Islam,” he said.

Al-Khuzaim said more than 6,000 employees, including seasonal workers and cleaners, will help execute the plan.

He revealed that more than 350 male and female employees were intensively trained on the etiquette of treating pilgrims and on developing their skills to carry out their supervision assignments perfectly.

According to Al-Khuzaim, a number of committees were established to undertake around-the-clock inspection tours of the Grand Mosque to make sure that the services being provided to the pilgrims were at the desired level.

“The supervisors will make remarks and observations about the service and report their findings to their superiors,” he said.

He added that specialist consultants would be stationed permanently in the Grand Mosque to check the level of cleanliness there.

Al-Khuzaim said the number of Muslim scholars providing religious lessons and helping pilgrims inside the Haram will be increased.

“All rugs will be removed from the mosque during the Haj days for hygienic reasons and to avoid impeding the movement of pilgrims doing Tawaf,” he said.

He said the windows at the Masaa (where pilgrims do the Saie ritual between Safa and Marwa) were covered with transparent wooden sheets to preserve its coolness. Water sprinklers were installed in the plazas to cool the air.

Al-Khuzaim said more than 5,000 new Zamzam containers were distributed in the Haram to supply pilgrims with the blessed water. He said the new containers are easy to transport and store and can only be opened by trained workers.

He said more than 120 water taps were installed in 24 locations in the Haram.

Al-Khuzaim said the outside plazas in the southern part of the Grand Mosque were expanded by more than 2,000 square meters to provide more room for prayer. “The plazas were supplied with sound systems so that worshippers can easily hear the call to prayer and recitations during the prayer,” he said.

Al-Khuzaim said the presidency would carry out its Haj plan in cooperation with many government departments, including the Makkah municipality, the police force of the Grand Mosque, the Saudi Red Crescent, the Civil Defense and others.

He said the presidency also cooperates with the Haj Ministry to establish centers to guide stray pilgrims and with the Geological Survey Department to conduct research on Zamzam water.

“We cooperate with the health department in operating the health centers inside the Grand Mosque and with the Makkah police to check any crime that might be committed inside the Haram,” he said.

Al-Khuzaim urged pilgrims not to reserve places for themselves and others inside the mosque and said there is enough space for everyone.

Health Ministry readies 80 PHCs, seven hospitals in holy sites

RIYADH: The Ministry of Health announced on Monday that 80 primary health care centers in Arafat, Mina and Muzdalifah are ready to receive pilgrims during Haj.

"We have updated the facilities at these PHCs and now they are ready for operation," Ahmed Al-Baiz, head of the operations and maintenance of the health care centers in the holy cities, said on Monday.

The centers include 28 in Mina, 46 in Arafat and six in Muzdalifah. Besides these clinics, he said, there are seven hospitals - three in Arafat and four in Mina.

Al-Baiz also said that another hospital with a capacity of 236 beds is being constructed in Arafat. It will include 50 beds in the intensive care unit and 28 in the emergency ward. The hospital will be opened for Haj next year, he noted.

The official said every year the Ministry of Health has been upgrading facilities and services.

"According to the directives of Custodian of the Two Holy Mosques King Abdullah, we are dedicated to providing the best of services to the guests of Allah."

According to Health Ministry spokesman Khalid Al-Mirghalani, the ministry has printed a large quantity of brochures in English and Arabic to be distributed among the pilgrims.

This literature will inform pilgrims of the health guidelines they have to follow during their stay in the holy cities of Makkah and Madinah. In addition to these brochures, the ministry will also distribute leaflets containing illustrated information on what the pilgrims should and should not do during their stay in the holy cities.

This year, the official said, the ministry is focusing on food poisoning. Pilgrims have been asked not to keep their cooked food for more than two hours to avoid food poisoning. They have also been requested to wash fruit and green leaves before consumption. Meat and vegetables should not be washed together when preparing to cook.

Personal hygiene, and hygienic cooking, storing, transporting and serving methods are important to avoid diarrhea and vomiting, food poisoning, dysentery, typhoid and cholera.

Hands should be washed before eating. Disposal shaving kits should be used.

Wearing masks made of cloth during various Haj activities will be very useful in preventing respiratory infections such as colds, coughs, sore throats and pneumonia.

Covering the face with a towel while sleeping in congested rooms also helps prevent respiratory infections.

Diagnosed cases of diabetes, high blood pressure, heart disease, asthma, arthritis, migraine, epilepsy, skin diseases, psychiatric illnesses and gastric ulcer should be properly controlled with appropriate treatment.

21 firms offering low-cost Haj

MAKKAH/MADINA – The Ministry of Haj has launched its Low Cost Haj program for this year with 21 domestic companies.

The ministry has seven service categories, with the highest fee set at SR3,900 per pilgrim and the lowest at SR1,900.

The ministry offers several incentives to companies involved in the program for three years, provided the company has not committed any violations. This includes allowing a company to increase the number of its pilgrims by 10 percent when renewing its license.

Other advantages include priority locations in Mina, accepting the payment of the complete camp fee in the form of a bank guarantee, and allowing a company to hire 70 percent of its buses from outside the country.

Comatose since March crash, Indian pilgrim repatriated

RIYADH: An Indian Umrah pilgrim has been sent home in a coma on Sunday, following an accident that happened in March this year.

S.D. Moorthy, welfare consul at the Indian Consulate in Jeddah, blamed Anwar Ali's (full name not disclosed) Indian travel agent for failing to contact the victim's next of kin or a diplomatic mission.

"This was gross negligence on the part of the travel operator and we are reporting the case to our government to take necessary action against the agent," the diplomat noted, adding that it is the agent's responsibility to look after the pilgrims until they return home safely. Moorthy said the consulate found out about the case only when the victim's brother, Mohamed Ilyasdeen, came to Makkah to find out how Anwar Ali was.

Anwar Ali, a resident of Vellore in Tamil Nadu, came to perform Umrah in March with a group organized by a travel operator. On their way to Madinah, the car he was traveling in met with an accident and he was admitted to Makkah's King Abdul Aziz Hospital in a coma. Later, he was moved to Ibn Sina Hospital.

"Neither the group leader nor the tour operator reported the incident to the consulate," Moorthy said, adding that the agent had also not contacted the family. "The family thought Anwar Ali was undergoing treatment in Makkah and would return home soon.

"Since there was no news forthcoming about his health condition, his brother Ilyasdeen went to Makkah to find out for himself. To his horror, he found his brother in a coma at Ibn Sina Hospital."

As the condition of Anwar Ali was not improving, hospital authorities suggested Ilyasdeen take him to be with his family, which might create an environment for a speedy recovery. The brother contacted the travel agents and the group leader and asked them to make arrangements for Anwar Ali's immediate repatriation, Moorthy said, adding that initially they refused and only relented after the consulate intervened.

Moorthy also said the consulate is trying to find out more information about the accident and other details so that Anwar Ali could get some compensation from insurance companies. Anwar Ali was a trader who is married and has three children back home. Currently he is being treated at Vellore Hospital and his condition is gradually improving.

First nasair Haj flight brings 227 from India

The first nasair Haj flight carrying 227 Indian pilgrims arrived at King Abdul Aziz International Airport in Jeddah from Ranchi, India, on Thursday evening.

Indian Ambassador Hamid Ali Rao and other officials of the Indian Consulate received the pilgrims at the airport.

Meanwhile, the first Saudi Arabian Airlines flight originating from Kozhikoke carrying 300 pilgrims reached Prince Mohammad bin Abdul Aziz International Airport in Madinah.

Indian Consul General Faiz Ahmad Kidwai and KAIA Director Abdul Fattah Atta received the pilgrims.

Until last weekend, a total of 22 flights carrying 6,327 Indian Haj pilgrims have arrived in the Kingdom and all dispensaries and hospitals established for extending medical assistance to the pilgrims are functional. A total of 170,491 Indians will come this year to perform Haj.

Pilgrims served Zamzam on arrival

MAKKAH: The Al-Zamazima Office, which serves Zamzam water, has started the implementation of this year's Haj plan.

The plan aims to provide the blessed water to pilgrims from the moment of their arrival in Saudi Arabia until their departure, the office's head Sulaiman Abu Ghelya announced on Monday.

He said during the first phase of the plan, which will continue until Oct. 13, small plastic bags of water will be served to the pilgrims at their guidance and reception centers in Jeddah and Madinah.

Abu Ghelya said the execution of the second phase of the plan would start on Oct. 13 and continue until Nov. 3 during which packages of 20 liters will be provided to the pilgrims at their accommodation in Makkah.

"The implementation of the third and final phase of the plan will begin on Nov. 10 and continue until Dec. 6 during which every pilgrim will be given a plastic bag containing 1.5 liters of Zamzam water as a gift to take home," Abu Ghelya said.

He said all buses and cars transporting pilgrims would be supplied with enough Zamzam water to serve pilgrims. He recalled that last year 32 million liters of the holy water were given away.

He revealed that the office would employ about 1,000 seasonal workers who will be divided into field groups covering Makkah, Madinah and the holy sites.

He said six of these groups would be serving pilgrims at their accommodation.

Abu Ghelya said under the directives of Haj Minister Fouad Al-Farsy, about 100,000 additional containers of 20 liters each were produced and stacked away in warehouses as a reserve.

Tajikistan's Hajj Dress Code

It seems Tajik pilgrims will stand out from the crowd when the annual hajj pilgrimage begins in Mecca next month.

A new hajj uniform has been designed by Tajikistan's Committee for Religious Affairs and will soon be distributed to the country's 5,500 prospective pilgrims.

Men will don two-piece suits, while women wear long-sleeved dresses complete with head scarves, committee officials told local media.

The Tajik hajj uniform is embroidered with the country's symbols, possibly the nation's flag or coat of arms, religious officials said.

The inscription of the country's name, in Latin letters, will be prominently seen on women's head scarves and men's shirt pockets.

The garments come with matching suitcases. Taking Saudi Arabia's hot weather into account, the uniforms are made from a lightweight fabric.

The committee says having a special uniform will make it easier for trip organizers and the pilgrims not to lose each other among huge crowds during the hajj.

Tajik pilgrims might, indeed, look drastically different to others: the religious committee has hinted that in choosing the color, the designers have not opted for the traditional white.

The color and other details of the uniforms are being kept under wraps until they are handed over -- at $50 a set -- to prospective pilgrims shortly before their trip to Mecca.

One would hope that the Tajik design would not go so far as to contradict the ihram, simple white garments that Muslims traditionally wear during the hajj.

According to the Islamic lunar calendar, the hajj is scheduled to fall between November 4 and November 9, 2011.

Every year, some 2 million Muslim men and women perform the hajj pilgrimage, the fifth pillar of Islam.

Haj Ministry bans adverts on pilgrim coaches

JEDDAH: The Haj Ministry has asked all Haj service providing companies and establishments not to place advertisement stickers on buses transporting pilgrims.

The ministry announced the ban in a circular Tuesday to the Director General of the Affairs of Pilgrims Ibrahim bin Muhammad Al-Jabri.

The ministry has also asked the companies not to randomly put cloth banners in various languages on the accommodation of pilgrims in Makkah and the holy sites.

"It was noted last year that banners in different sizes and colors were put on the accommodation of pilgrims, lamp posts and pavements. This had an adverse effect on the civilized look of the city. This should not be repeated this year," the ministry warned.

It asked the Makkah municipality to give the task to one of the specialized advertising agencies through a public tender and said whoever wants to advertise or put up banners should do so by hiring the agency.

The ministry will authorize the winning agency to remove all posters that are randomly put up by Haj service companies.

"Government departments, Tawafa establishments and welfare societies wishing to put up such posters as part of their awareness campaigns should do this through the authorized advertising agency," it said.

Haj jobs
The General Syndicate of Cars announced vacancies for citizens and expatriates to work as drivers, mechanics and technicians for one month during the Haj season.

It said government employees could take a month's leave while foreigners working for individual sponsors or Saudi establishments should present a consent letter from their sponsors.

A total of 61,429 pilgrims arrived in Madinah as of Monday although around 200 of them have left, leaving 61,222 still remaining in the holy city, according to statistics from the Madinah Haj Committee.

Pilgrims eat Haram's pigeon feed for cure

MAKKAH: There has been a growing tendency among pilgrims who lack correct knowledge of Islamic faith to do things against the creed out of belief that this would cure them of diseases or bring blessings.

Arab News has noted that a number of pilgrims go to Hira Cave, where revelation was first made to the Prophet Muhammad (pbuh) or Jabal Al-Rahmah (Mountain of Mercy) in Arafat believing that this is part of Umrah rites or seeking God's providence. Some of them even take stones from the mountain back home to bless their family.

Arab News also noted pilgrims who seek medical treatment for themselves and others collecting the seeds and grains thrown to pigeons and other birds near the Grand Mosque. Seeds to feed pigeons are sold by foreigners in small plastic bags for SR1 for pilgrims to buy and feed the pigeons. The grains and wheat are available in the districts of Al-Masfalah, Al-Hafair, Ghazah and others close to the Grand Mosque.

Asked why he was collecting the birds' food, 60-year-old Pakistani pilgrim Riyasa Ghulam said his wife, who is six years younger than him, was sterile and failed to bear children during the long years of their marriage. "We tried all kinds of treatment everywhere in vain. A friend suggested we perform Umrah and eat the pigeon feed," he said.

Ghulam said upon their arrival in Makkah, they immediately went to the Al-Misyal area where grains were thrown to the pigeons. "For a week now each one of us is eating seven seeds every day. We are still waiting for the result," he said.

Ismail, an Egyptian pilgrim, said his wife, who is epileptic, could not be cured and her fits were increasing. He said a friend advised them to travel to Makkah for Umrah and to eat the food thrown to the pigeons to cure her. "The friend said my wife should eat three seeds with each of the three meals for three consecutive days. Two weeks have passed but my wife has not got better," Ismail said.

He said the friend told them that the seeds should not be broken, and they should be taken together in one gulp. "We have carried the advise of the friend to the letter but nothing has happened so far," he said.

Commenting on the issue, Muhammad Al-Suhali, director of the Islamic studies center at Umm Al-Qurah University, said only Muslims with weak faith and little knowledge of the religion would do these things. He advised pilgrims not to do things that are completely against the Islamic faith.

He also recalled a Hadith that says items found in Makkah (money, food or others) should not be picked up and used.

Al-Suhali asked the pilgrims to make use of their stay in the Grand Mosque to worship God sincerely and to ask Him for cure and for any other worldly matter.

Airlines face stiff fines for delays in Haj flights

Penalties could reach up to SR150,000 for late arrivals

JEDDAH – The General Authority of Civil Aviation (GACA) has warned that it would fine airline companies for any Haj flight delays this year.

The fines could be up to SR150,000 for late flights, GACA said in a statement. Fines will be doubled if the delay is more than 24 hours.

Airlines which allow flights to depart without obtaining a license will be fined more than SR30,000.

GACA also stressed that it would fine companies SR50,000 if they are not committed to, or provide late Haj Instructions Data.

It said that it will start imposing the fines next week at King Abdul Aziz International Airport in Jeddah and Prince Muhammad Bin Abdul Aziz Airport in Madina.

Haj flights started arriving on Sept. 29 and will continue until the end of October. The departure flights are supposed to start from Nov. 10 and end on Dec. 10.

According to GACA regulations, flights are not allowed to stay at the terminals of the two airports more than two hours after arrival (before Haj) and more than three hours before departure.

Meanwhile, the Passports Department has deployed more officers around Makkah to counter the movement of illegals and overstayers.

The Makkah entry points will also have female crews trained to search females during this Haj season, according to Brigadier Ayed Bin Taghalib Al-Harbi, the Passports Department’s Commander of Haj Forces.

The department has implemented its Haj procedures at King Abdul Aziz International Airport in Jeddah, Prince Muhammad Bin Abdul Aziz International Airport in Madina and Jeddah Islamic Port.

Trained staff, modern anti-forgery devices and advanced computers are all ready to guarantee an easy and convenient completion of pilgrims’ entry procedures, he added. All those who arrive will be fingerprinted, in a procedure aimed at overstayers, he said.

Mashair to transport pilgrims from more countries this year

JEDDAH: The Mashair Railway will transport more than 500,000 pilgrims this Haj season when it operates at full capacity for the first time, a senior government official said. The service links the holy sites of Mina, Arafat and Muzdalifah.

“The railway will charge SR250 from each pilgrim for using the facility throughout the Haj season from Dul Hijjah 7 to 13,” said Habib Zaine Al-Abidine, deputy minister of municipal and rural affairs. This includes traveling from Mina to Arafat and from Arafat to Muzdalifah and back to Mina during the peak days of Haj.

He said Mashair would transport 90,000 pilgrims per hour. “No railway in the world has the facility to transport such a huge number of people within a short period,” he pointed out.

This year the railway would serve domestic and Gulf pilgrims as well as 200,000 South Asian pilgrims in addition to pilgrims from Arab countries. Zaine Al-Abidine hoped the transportation of pilgrims from Arafat to Muzdalifah on the 9th day of Dul Hijjah would be completed in five hours. He requested the media to encourage pilgrims and Tawafa organizations to make use of the railway.

The minister indicated that the railway could be used throughout the year to promote tourism, especially to transport Umrah pilgrims who want to visit holy sites. The ministry has set up a well-equipped maintenance center to ensure the railway’s uninterrupted service. The center covers an area of 800,000 square meters and includes a remote-control center.

Zaine Al-Abidine said the transportation of pilgrims from Mina to Arafat would start at 11 p.m. on Dul Hijjah 8 and would continue until 10 a.m. the next day. He disclosed plans to extend the railway to Makkah and link it with the Haramain Railway that would link the holy cities of Makkah and Madinah via Jeddah.

Pilgrims and Haj organizers have been happy with the project, which was carried out at a cost of SR6.5 billion. “The railway has been found very useful as it facilitates transport of pilgrims between the holy sites,” said Abdul Bashir Abdul Jaleel, coordinator of KRW that provides voluntary services to pilgrims.

“We have found the railway very safe,” he said, adding that it ensures safety of pilgrims by deploying officials at railway stations to monitor the entry and exit of passengers. Pilgrims can use the facility several times during the Haj season after paying SR250. However, he pointed out that authorities would instruct pilgrims belonging to different Tawafa organizations to board the train at specific times to avoid congestion.

No change in pilgrim train fare

JEDDAH – The current pilgrim rail fare of SR250 will remain unchanged, decided a panel set up by Prince Naif Bin Abdul Aziz, Second Deputy Prime Minister and Minister of Interior, to look into the ticket fare of the ultra-modern Mashair Train network.

The fare will cover the entire Haj trip from Dhul Hijja 7 to the third day of Al-Tashreeq and will take pilgrims from Mina to Arafat and from Arafat to Muzdalifa and the return to Mina on Dhul Hijja 10, said Undersecretary at the Ministry of Municipal and Rural Affairs Dr. Habeeb Bin Mustafa Zain Al-Abedeen.

The completion of the Mashair Train Project means the train will have a capacity to transport 500,000 pilgrims in this year’s Haj and will ferry them at an average rate of 90,000 per hour, which is higher than any other train system in the world, he said.

Trains will be checked every day with a complete maintenance to be carried out every four years.

The ministry is also considering extending the train’s service to the Holy Haram and Al-Haramain Train at Al-Shamaysi checkpoint and the car park at Jeddah Makkah Expressway.

Dr. Al-Abedeen urged all pilgrims to benefit from the train service to prevent traffic jams in the holy sites.

This year the service will be limited to local pilgrims and those from GCC states and to some of the land pilgrims served by the Arab Countries Mutawifs (guides) in addition to 200,000 pilgrims from South Asia including Pakistan, Bangladesh and India.

The panel is looking into other possible benefits from the train network in the tourism field, especially religious tourism during the Umrah season.

The number of Saudi youth employed in the project has jumped from 1,200 last year to 4,000. They are working in fields such as crowd management and operating trains.

4,000 foreign drivers to be hired during Haj

JEDDAH – About 240 Haj companies and the Car Syndicate are hiring 4,000 drivers and buses from abroad. The companies claim the decision is due to the lack of Saudi bus drivers during the Haj season.

Sa’ad Jameel Al-Qurashi, Chairman of the National Committee for Haj and Umrah, insists the companies will still provide jobs for Saudi nationals. He says they will provide “6,000 job opportunities, 30 percent of which are for women, for unemployed Saudis and university students. Jobs for women will range from being nurses to working as supervisors and administrative assistants, and their salaries will be between SR3,000-SR5,000,” according to a report in Asharq Al-Awsat.

“Renting buses from nearby countries is a temporary solution to provide pilgrims with transportation to Makkah, Madina, and the Holy Sites,” said Saeed Al-Bassami, Vice Chairman of the Public Transportation Committee.

“Transportation companies were very interested in hiring Saudi drivers but no Saudi driver has applied for a job during Haj over the past years. But these companies might end up being fined if they do not achieve the Saudization quota or be barred from recruiting foreign drivers.”

“There are already more than 300,000 buses in Saudi Arabia and there are over 150,000 employment opportunities in the sector,” he added.

Investment in the Saudi transportation sector is very promising, but it needs double its current number of companies.

The councils of Saudi chambers have recently proposed that a committee should investigate transportation problems after losses sustained by the public transportation sector.
