RIYADH, Feb 16 (KUNA) There is a need for a unified reference for Muslims around the world when it comes to timings for religious occasions and rites, and there has been lively discussion on this topic among Muslim scholars for years, particularly when it comes to occasions timed according to crescent sightings, said Kuwaiti scholar and researcher Dr. Mohammad Al-Tabtabaei, Thursday. The Shariaah (Islamic law) professor presented his own contribution on this topic to a conference held recently by the Islamic Fiqh Academy in the Holy City of Makkah, which took place under the auspices of the Custodian of the Two Holy Mosques, King Abdullah bin Abdulaziz Al-Saud. In remarks to KUNA about his views on this issue, Al-Tabtabaei said, "I stressed the need for agreement on the Crescent of Ramadan and Eids, and discussed differences in this regard and the validity of each view, based on substantiation ... I discussed the qualifications of those who report a sighting," those agreed upon and those still under debate. The religious scholar pointed out the issue of incorporation of modern technology into some calculations. He stressed there is no contradiction between a true sighting and the suggestions of proper science-based calculation. "Whenever there is dispute, there is an error in one of the two," he maintained. "The urge to unify the lunar calendar is in harmony with the call made by Peace Be Upon Him Prophet Mohammad, who stressed there should be a united say on all issues of weight, and also used plural form in his address to Muslims regarding when to fast and when to break the fast. This and other issues related to the lunar calendar were all discussed in the recent conference, which was held at Muslim World League (MWL), the parent organization of the academy. The event was given much attention and priority, and was inaugurated by Saudi Minister of Islamic Affairs, Endowments, Call, and Guidance Sheikh Saleh Asheikh. Befitting the importance of the issue, the participants included elite intellectuals and Islamic Shariaah scholars. The list includes Grand Mufti and President of the Senior Scholars' Commission Sheikh Abdul Aziz Al-Asheikh, MWL Secretary General Abdullah Al-Turki, Secretary General of the Academy Saleh Al-Baqami, and consultant at Dubai Islamic Bank Hussein Hamid Hossan. Also taking part were Sheikh Yusuf Qaradawi and the former mufti of Egypt Farid Nasr. As for recommendations of the conference, it was agreed that Makkah be considered the reference center for sighting, and that sighting meeting conditions is to be acknowledged, with naked eye or use of telescope. It was also recommended Muslim minorities within one country select a region for sighting for all of them across that country. They may also refer to the proper sighting by nearest Islamic country or non-Islamic country where there is a minority which reports sighting in proper authenticated manner. The latter choice is valid in case there is no body equipped and authorized to report sighting or in case there are other conditions on the ground preventing a sighting, the conference recommendations point out. The conferees agreed the announcement of dates for rites and the announcement of Islamic occasions is a responsibility which lies with the scholars. Respected Imams/Trustees/Committee Members Assalamualaikum wa Rahmatullah wa Barakatuhu MashaAllah the meeting on Salah Times called by the London Muslim Forum was attended by a number of delegates/ Imams from many Masajid around London ,from different organisations, and schools of thought. Since the adoption of the unified prayer times just prior to last Ramadan, there have been questions raised about the accuracy of the times. Notes of the meeting that took place will be sent out shortly, but in summary, it was almost unanimously agreed that there are discrepancies in timings which may render peoples fasting as invalid,with the onus on those organisations who print their timetables. Almost all organisations present are now favouring 18 degrees again which historically all Muslim communities were been generally agreed upon. A final conclusive meeting will be held on Tuesday 5 th June 2012, at Regents Park Mosque (ICCUK) at 10:30 am to finalise and endorse the prayer times for Ramadan 2012. All organisations are requested to send at least one and a maximum of two representatives to the meeting, after which a new declaration will be made (inshallah). Please let me know if you, or your organisations representative will be attending the next meeting so we can make adequate arrangements, and you can be a part of this historic occasion. AssalaamsWW, I was quite suprised when i read this the other day. Im still cautious that ELM and ICC will find 18d very difficult to adopt. Very. Not in termss of fiqh but in terms of telling their many thousands of musallees who come from far and wide in Ramdhan for Tarawi that after tarawi they only have about an hour or less to finish their suhoor. That is gonna be one massive challenge they both will have. They did have 18d before but the last time they probs had Suhoor at 18d was about 25ish years ago when both their masjids were no where as huge and prominent as they are now.

Does anyone know if there was any update regarding this. There doesn't seem to be anything on their website. This is a very important topic. Will we be eating into our fast?

Youtube Video This audio lecture by Br Qamar Uddin explains the background/cause of the moon sighting problems in UK and suggests what should be done to resolve the problem. It was presented to a group of Muslim scholars from Hizbul-Ulama, Jamiat-ul-Ulama and Wifaq-ul-Ulama in August 2007. Since then the scholars of Wifaq-ul-Ulama (www.wifaqululama.co.uk ) have taken the problem on board and with consultation from many International Muslim scholars (including scholars of Darul-Uloom Deoband, India) have developed a moon sighting criteria for UK in December 2007 based on Shariah principle of Ijtihad (analogy by deduction).
