The above ruling has been updated and can be seen in the link. It is no longer 2 minutes, instead, caution has been taken and the time has been increased by 3 more minutes. (above post edited to reflect change after consultation amongst the Ulama)

We add extra time since the calculated methods may or may not take refraction into consideration.

The Sunnah would've observed the actual sunset, this would've automatically taken refraction into its time, thus it would've been already added to calculated times.
