Makkah cops stop stunts 
by youths, seize 21 motorcycles

MAKKAH: Security patrols swooped down on the Muzdalifah area of Makkah where a group of youths were performing stunts on their motorcycles and confiscated 21 vehicles.

The security personnel swung into action soon after receiving information that around 100 people had gathered in the sacred area on Friday afternoon, local media reported on Sunday.

Messages were also being circulated on the WhatsApp group about an “unknown event” taking place in Muzdalifah, a source at the security forces was quoted as saying.

The security personnel broke up the gathering after convincing the men that Muzdalifah is not a place for fun and entrainment and that such acts are against the Islamic Shariah, the source said.

The source said that the security forces have taken the matter very seriously. “Ten patrols were sent to the area.”

Legal consultant Awad Al-Harthi condemned the youths for doing wrong things at holy sites, where people gather for spiritual and religious reasons.

“Many people don’t realize the importance of such places. They look at them as areas for drug addiction, quarrels and unlawful acts.It’s everyone’s duty to report such acts as whoever supports performers of stunts or drifters is considered a participant in the crime,” he added.

A local newspaper asked the people of Makkah about this phenomenon and the unanimous view was against this act. The citizens said that it’s against the holiness of Makkah and the holy sites lime Mina and Muzdalifah, in addition to it being a breach of law.

Said Al-Ghamdi said that the holiest place on earth should not be the location for such acts, while Ahmed Al-Shimri said that these acts are highly condemnable.

Sheikh Muhammad Ayoub, former Imam of Prophet’s Mosque, dies

MADINAH — Sheikh Dr. Muhammad Ayoub, former imam of the Prophet’s Mosque in Madinah, died at dawn Saturday at the age of 65. Funeral prayer for his soul was performed today at the Prophet’s Mosque after mid-day (Dhuhr) prayer and he was buried in Baqee’ Al-Gharqad Graveyard.

The late Sheikh Ayoub was born in Makkah in 1372H. He studied and memorized the Holy Qur’an at the age of 12. He was taught by Zaki Daghastani and Sheikh Khaleel Abdulrahman Al-Qari at Binladin Mosque. He studied the Qur’an, the interpretation of its verses and Qur’an sciences by several sheikhs including Sheikh Muhammad Sayyid Tantawi, Sheikh Abdulaziz Muhammad Othman, Sheikh Akram Dhiya Al-Amri, Sheikh Muhammad Al-Amin Al-Shiqiti and Sheikh Abdulmuhsin Al-Abbad.

The late Sheikh Muhammad Ayoub had two wives and his family comprised 13 people. He is survived by five sons, Al-Arabiya website reported.

Kaaba regains its majestic look

can now view the Kaaba right after entering the Grand Mosque.

JEDDAH: The removal of the temporary mataf has allowed for a direct majestic and spiritual view of the Kaaba.

The ongoing operations revealed an impressive view of the Kaaba for the first time since the expansion project of the northern and western sides began, allowing for a beautiful view of the Kaaba.

Elderly and disabled visitors, women and children have all been able to enjoy the direct view of the Kaaba without entering into the crowded mataf area.

The new platform, parallel to the Kaaba, has transformed the place into a daily race among pilgrims and visitors to get to the place overlooking the Kaaba, particularly during the hours between Asr and Ishaa prayers, said one Moroccan visitor, praising the unique view and building methods that allow for open spaces and direct view.

“You helped us hold our heads high before the world with the grand expansion project,” one visitor said.

60% of temporary mataf dismantled


About 60 percent of the temporary mataf bridge in HAram has been dismantled.

MAKKAH — Three weeks following the start of work, the executing company has dismantled about 60 percent of the temporary mataf bridge, according to Sultan Bin Atti Al-Gurashi, head of the department of projects at the Presidency of the Two Holy Mosques.

He said the fourth stage would be completed this week, adding the entire makeshift bridge will be demolished in eight stages ending on May 27.

Gurashi explained that the eighth and final stage would include the
demolishing of all the bridges leading to the mataf area consisting of King Fahd bridge, Bab (door) Al-Umrah bridge, King Abdul Aziz bridge and the Masaa bridge.

He said work is proceeding according to schedule with 80 Saudi engineers, who are highly qualified, supervising the project 24/7.

Gurashi said the demolishing of the temporary bridge, which was erected about three years ago, was safe and smooth.

“No pilgrim or visitor has been injured by the falling debris which are collected and transported to a warehouse outside the Grand Mosque,” he added.

After the demolishing of the temporary bridge, the capacity of the mataf area will increase to 107,000 circumambulating people an hour instead of the present 20,000.

Gurashi said on the completion of the project, work on the construction of the Ottoman porticos, which was delayed by the small mataf area, would immediately start.

He said all the doors of the Grand Mosque would be open for use by the pilgrims and visitors during Ramadan and the Haj to facilitate their entry and exiting.

JEDDAH: The temporary bridge around the Kaaba will be removed by May 27, according to the committee overseeing the expansion of the Grand Mosque. Bakri bin Matouk Asas, director of Umm Al-Qura University and chairman of the committee, said Tuesday that the mataf, the circumambulation area around the Kaaba, only allowed 48,000 pilgrims an hour during the expansion. With the bridge removed, it would accommodate 107,000 pilgrims, he said.

Now Umrah visas can be converted into tourist visas

RIYADH — Prince Sultan Bin Salman, President of Saudi Commission for Tourism and National Heritage (SCTH), launched here Sunday the Post-Umrah Program, an initiative which allows Umrah pilgrims to convert their visas into tourist visas.

This is a key channel of “The Kingdom is Muslims’ Destination” initiative, which was proposed by the commission several years ago.

In a press statement following the launching ceremony in Riyadh, Prince Sultan said the program aims at providing an opportunity to Umrah pilgrims to see the landmarks of the country, Islamic historical sites, attractive tourist destinations and shopping centers and malls.

They might also opt to make cultural, medical, educational and marketing tours, visit exhibitions and attend conferences after having completed their Umrah, he added.

He said the SCTH is carrying out the program in cooperation with the ministries of interior, foreign affairs and Haj.

Prince Sultan said the SCTH started the program several years ago and it took a long time to study. There were procedures that were not ready yet, like converting Umrah visa into tourist visa, among other procedures.

Business visa holders and GCC citizens can also avail themselves of the opportunity to join the post-Umrah program, he said.

RIYADH: Post-Umrah program, a key part of ‘The Kingdom Is Destination of Muslims’ initiative, was launched on Sunday by Prince Sultan bin Salman, president of Saudi Commission for Tourism and National Heritage (SCTNH).

He said the program aims at enabling Umrah performers to see the country’s landmarks, historical sites, tourist attractions and shopping centers.

They might also opt to make cultural, medical, educational and shopping tours, visit exhibitions and attend conferences after having completed Umrah, he said.

“We want to link a Muslim to his roots — religiously, culturally and emotionally,” he said, adding that it is never just an economic or financial project.

He said preparations were made for several years to set up the program.
He cited the procedure of automatic conversion of an Umrah visa to a tourist one, which was once subject to discussion with several agencies. Non-Umrah visa holders could also avail themselves of the opportunity to join the post-Umrah program.

He said the program was strictly supervised by Custodian of the Two Holy Mosques King Salman.

Prince Sultan signed agreements with the relevant government bodies to make the program a reality.

82% of Temporary Mataf dismantled



The temporary bridge for tawaf around the Holy Kaaba is being removed.

MAKKAH — About 82 percent of the temporary bridges for tawaf (circumambulation) around the Kaaba has been dismantled, according to Faisal Wafa, chairman of the technical committee for the development projects of the Grand Mosque.

He said 58 percent of pathways leading to the temporary mataf has also been removed.

Wafa explained that 34 columns, 265 iron rods and 596 ceiling sheets were removed in the process.

He said the committee will hold its 25th meeting on Thursday with the representatives of many concerned agencies, including the Presidency of the Two Holy Mosques, the ministries of interior and finance, the Saudi Binladin Group and the project’s consultant to review the progress of work with a view to providing more space in the Grand Mosque for pilgrims and worshippers.

“The condition inside the Grand Mosque has drastically changed from the previous years. Every year there are changes that target an increase in the number of pilgrims while ensuring them with more comfort and safety,” he said.

Wafa said in its regular meetings with the concerned parties, the committee aimed to achieve the highest degree of coordination with them for the welfare of the pilgrims and worshippers.

On his part, Wail Al-Halabi, a committee member, said Thursday’s meeting will discuss the space available for use by worshippers especially during the holy month of Ramadan so that the command of the Haj security forces will be able to formulate its operational plans aimed at better serving pilgrims and visitors to the Grand Mosque.

LONDON — The Council of British Hajis (CBHUK) held a UK Haj briefing session ahead of the Haj 2016, which will be taking place in September this year. It is expected around 20,000 British pilgrims will be undertaking the journey of faith – the Haj which is obligatory for every mature abled Muslim male and female who has the means to perform at least once in their lifetime.

The event was supported by the London Central Mosque & Islamic Cultural Centre (ICC), the Civil Aviation Authority and City of London Police and attended by the Haj & Umrah Tour Operators and service providers.

Rashid Mogradia, CEO of the Council of British Hajis, said: “It is important that Haj and Umrah stakeholders delivering pilgrim services are aware of the challenges and issues facing pilgrims so that they can make the necessary provisions and put in place communication and emergency plans in case of any serious adverse events taking place. We have embarked in delivering a Haj & Umrah seminars covering health and safety tips and advice for British pilgrims which have all been sell out events and we encourage prospective pilgrims to book themselves on this free course so that they derive maximum benefits on their journey of faith.”

Dr. Ahmed Dubayan, secretary general of London Central Mosque & Islamic Cultural Centre, reaffirmed their commitment to working with the Council of British Hajis. A list of action points was jointly launched by the two organizations offering guidance to the industry as well as community establishments when it comes to promoting licensed Haj & Umrah packages. He called for better industry practices to be followed and that it was in the interest of all parties to work together to ensure the sacred journey for pilgrims is of the highest standard.

The Council further emphasized the need for licensed and reputable tour operators to support the City of London Police National Haj Fraud Campaign and rid the industry of unscrupulous agents who were tarnishing the reputation of the industry and deliver value packages for the pilgrims.
Detective Constable Steven Kettle, from the City of London Police, said: “This national campaign is focused on the twin objectives of preventing Muslims from falling victim to Haj fraud and encouraging those who unfortunately do to come forward and report to Action Fraud. The key to keeping the fraudsters at bay is to follow a few simple steps such as making sure the travel agency you are using is an ABTA member and ATOL protected. It is also vital to get everything in writing and once you have made a decision on which package to go for that you pay by credit card.”

Representatives from the Civil Aviation Authority (CAA) explained that any business wishing to put together and offer Haj packages in the UK, which must include flights and ground arrangements, are required by law to hold an Air Travel Organizers Licence (ATOL) granted by the CAA. Licensing allows CAA to check the financial health of the business before it starts to take bookings, and provide financial protection to those people who book with the business should it become insolvent and fail.

The CAA also highlighted the importance of consumer awareness of the ATOL scheme; ATOL holders have an important role in highlighting this when offering and accepting Haj bookings, and by issuing an ATOL certificate, which confirms protection arrangements for consumers. CAA is working with a number of government and non-government organizations to promote ATOL and support other key messages that help ensure consumers can avoid risks of losing their money to unscrupulous businesses, and deal with poor standards.

CBHUK will be carrying out a Haj research this year and tour operators are being asked to express their interest in supporting this important price of work with the aim of improving Haj & Umrah services for the future.
