Haj Ministry to finalize operation plan by June

The Ministry of Haj is working on its operations plan for the next Haj season and focuses on providing complete services to the guests of God, a spokesman of the ministry said yesterday.

Haj Minister Bandar Muhammad Hamzah Hajjar will approve the plan in June, Hatim bin Hassan Qadi told Al-Madinah newspaper.

Qadi, who is the undersecretary of the ministry, said the plan would contain many new elements to further improve the services for the pilgrims. He did not reveal the new elements but said they were within the Ministry's continued efforts to ensure the guests of God

with the best of services in all sectors.

He recalled that the Haj Minister recently held a series of meetings with all parties concerned with the affairs of Haj. These included the Tuwafa establishments that organize Haj trips for pilgrims.

“During his numerous meetings with the Tuwafa establishments, the Minister put a strong emphasis on the training and rehabilitation of their staff so they could provide excellent services to the pilgrims,” he added.

Qadi said the Ministry would clearly explain the Haj instructions, banning any kind of exploitation of the religious event for political purposes, of the Haj missions and the representatives of Haj companies. He said the Ministry every year receives about 71 Haj missions and more than 2,250 representatives of Haj and tourist companies.

Asked about the usual delay in handing over tents in Mina to the Mutawifeen, or guides for pilgrims, Qadi said the tents for the accommodation of pilgrims belonged to the Finance Ministry. Coordinators would deliver the tents after maintenance. Those who wanted to receive the tents early would have to provide guards for them.

The spokesman announced that the Ministry of Municipal and Rural Affairs would establish 6,000 new toilets in the Holy Sites this year. Another 30,000 new ones would arrive in the near future.

The Ministry of Water and Electricity was making sure there would be enough water for the pilgrims in Makkah at the Holy Sites. Well before the Haj season, the Ministry, through the National Water Company, would examine the water distribution network to make sure that the continuous flow of water would not be disrupted.

The spokesman recalled that more than half a million people used the Mashaer train last year. He expected the Haramain Express Train to be operational in 2014 and said it would be a great addition to the means of transport for Haj and Umrah pilgrims.

كشفت مصادرمطلعة (للمدينة) أن الدراسات المتعلقة بمشروع توسعة المطاف لاتزال لدى الجهات المختصة لافتة إلى وجود ثلاثة مقترحات سيتم إعتماد أحدها، ويتوقع البدء الفعلى للمشروع بعد موسم الحج القادم

وقالت(المصادر) ردًا على ما تردد حول بدء إزالة الرواق القديم للمسجد الحرام وربطه بمشروع التوسعة، إن الأعمال الجارية فى صحن المطاف هذه الأيام تتعلق بإنشاء نفق للخدمات يربط منطقة المسعى والساحات الشمالية بصحن المطاف وموقع بئر زمزم القديم لإيجاد طريق يسهل دخول وخروج معدات وسيارات وأدوات الخدمات من وإلى المسجد الحرام على مدار الساعة دون التأثيرعلى حركة المصلين.

وأشارت المصادر أن نفق الخدمات يجرى تنفيذه وفق دراسة سابقة اقترحت لتسهيل تقديم الخدمات لقاصدى وزوارالمسجد الحرام دون التأثير على حركتهم وتابعت (المدينة) أمس الأعمال الجارية داخل المسجدالحرام حيث رصدت عشرات المعدات الحديثة مكتومة الأصوات تواصل أعمال التكسيرحتى لاتحدث أي إزعاج للطائفين والمصلين.

من جهة أخرى بدأت الرئاسة العامة لشؤون المسجد الحرام والمسجد النبوي تنفيذ مشروع إستبدال بلاط ساحات المسجد الحرام الشمالية والجنوبية بآخر عازل للحرارة وسيتم إكمال المشروع قبل رمضان القادم. وكانت جامعة أم القري من خلال معهد خادم الحرمين الشريفين لأبحاث الحج والعمرة قادت العمل الهندسي لتوسعة صحن المطاف وأكد الدكتورعبدالعزيز بن رشاد سروجى عميد المعهد فى تصريح سابق لـ(لمدينة)أن المشروع المتعلق بتوسعة المطاف والذى عرض على خادم الحرمين الشريفين واستحسنه ووجه بالبدء به سيزيد الطاقة الإستيعابية للمطاف من 50ألف طائف فى الساعة إلى130ألف.

It has been revealed that studies on the expansion project is still up to the competent authorities for pointing out the existence of three proposals, out of which only one will be adopted, and is expected to start the actual project after the next pilgrimage season.

In response to rumors about the start of the removal of the gallery's old Grand Mosque and linking project expansion, the ongoing work in the Mataf area is of a tunnel for service.

On the other hand the General Presidency for the Sacred Mosque and the Prophet's Mosque started a project replacing the tiles around the Grand Mosque, and will complete the project before the next Ramadan.

Seven new development projects, with a total cost of about SR6.1 billion, will be implemented at the holy sites before the next Haj season in October, the undersecretary of the Ministry of Municipal and Rural Affairs told local daily Al-Madinah yesterday.

Habib Zain Al-Abdeen, head of the central administration for development projects at the holy sites, said over the next three years, 36,000 new toilets would be built. "Two years after that 62,000 new toilets will be built in Mina, Arafat and Muzdalifah to put an end to the current shortage," he explained.

He said each toilet would be accommodated in a two-story building. A blue color would indicate the men’s rooms and pink for the women's.

As part of the new developments, Zain Al-Abdeen said the third floor of the Jamrat facility would be connected to Al-Muaisim area near Mina and the Aziziyah district in Makkah would be linked to the second floor of the facility. "The current slaughterhouse for cows and camels in Mina will be shifted to Al-Muaisim which will be linked by a road to Al-Sharaie district in Makkah," he said.

The undersecretary said there are also projects to facilitate arrival to the train stations at the holy sites.

ALJ unveils SR10b Makkah hotel plans

JEDDAH — Abdul Latif Jameel Real Estate Investment Company (ALJREIC) Wednesday unveiled plans to invest SR10 billion to develop new hotels in Makkah and accommodate the growing demand for hospitality services, particularly during the Haj and Umrah seasons.

Yousef Abdul Latif Jameel, Chairman of ALJREIC, disclosed that his entity is developing the Jabal Al-Ka’ba project, investing up to SR10 billion, with almost SR6 billion in land and SR4 billion in the construction of hotels.

The Jabal Al-Ka’ba Development Project will deliver a fresh supply of 8,500 hotel rooms in a cluster of hotels over the next couple of years.

ALJREIC is also launching a new Saudi hospitality brand, Anjum Hotels, which will be operated by the company’s hotel division team, inspired by the Saudi Hijazi culture and the up-to-date quality standards of international hotels.

Anjum Makkah, the brand’s flagship hotel and the first to be developed within the project, consists of 1,795 rooms and suites and will open in the first quarter of 2013. The project is located in front of the Holy Haram and faces King Abdullah Gate after the Haram’s major extension project.

“The holy city of Makkah has been witnessing a construction boom, with the implementation of major projects to cater to the needs of citizens, visitors and pilgrims,” Jameel further said.

“Saudi Arabia is currently experiencing an unprecedented development period under the wise leadership of King Abdullah, Custodian of the Two Holy Mosques.

“The backlog consists mainly of government-backed projects, as well as others carried out by private investors such as ALJREIC, which is currently developing a total area of 54,000 sq. meters for five-star hotels in the city to help address the growing demand in the tourism industry,” Jameel noted.

“We pay tribute to the country’s directives and development plans to expand the private sector’s role in the development of Saudi Arabia and we reaffirm our commitment to further contribute to the development of Makkah in particular and Saudi Arabia in general,” Jameel added.

The Saudi Commission for Tourism and Antiquities said in its latest report that Saudi Arabia is set to attract 88 million visitors by 2020, in line with its plans to develop domestic and business tourism in addition to developing tourism for religious purposes.

The number of visitors for tourism and religious purposes in particular is expected to reach 15.8 million by 2014, compared to 13 million in 2010.

Madinah's water crisis worsens

A number of districts in Madinah are witnessing an acute water shortages and local residents are leading increasing calls for authorities to end the crisis.


Residents are being forced to form long queues at the water distribution point in Qiba district with the hope of buying a water tank.

Talking to Arab News, Obaidullah Al-Sihaimi, a Saudi, said he arrived early in the morning at the pumping station and took his place in the already long queue, but when he reached the employee who was giving numbers to the customers to purchase water tanks, he was told to come again the next day.

"There is complete chaos when numbers are distributed. The entire operation has gone out of hand. Why did I have to stand under the soaring heat for long hours only to be told to come back the next day?" he asked.

Al-Sihaimi asked officials at the Directorate General of Water (DGW) to solve the water crisis and end the suffering of the residents.

Khaled Al-Matrafi, another Saudi citizen, said he was living in the eastern Al-Harrah district that has been without water for many days. He claimed the price of a large water tank is now SR350 from SR160. Medium size tanks were being sold at SR200 from SR90 while the price of the smaller ones had gone up from SR60 to SR120.

He said these were the prices offered by the brokers who sold tickets outside the DGW's distribution station.

He said prices for smaller tanks were usually fixed at between SR60 and SR70 but queues were long and there was always the possibility that after waiting for long hours those queuing might be told that there were no tickets and to come again the next day.

Muhammad Al-Arwi urged authorities to stop the practices of brokers who exploited the situation and raised prices to extortionate levels.

"We are now at the beginning of summer. What will the situation be when we enter the middle of the season and the demand for water increases?" he asked.

Abdullah Musa said congestion at the distribution point drove people to purchase water tanks from the brokers at exceptionally high prices.

The districts with no water supply include, among others, Al-Masanie, Al-Sahman, Al-Naser, Al-Hijra and the eastern Al-Harrah.

Egypt lawyer hid drugs in Qur'an cases

JEDDAH: Saudi Arabia's Ambassador to Egypt and Arab League Representative Ahmed Al-Qattan voiced deep regret over incorrect media reports with regard to the arrest of Egyptian national Ahmed Al-Gizawi in Jeddah.


In a press statement, Al-Qattan said lawyer Al-Gizawi (whose name in passport is Ahmed Mohammed Tharwat Al-Sayyid) was apprehended for possessing narcotic pills when he landed at King Abdulaziz International Airport on Tuesday.

"The airport customs officials seized 21,380 narcotic pills that were found hidden in the packet of baby milk powder and cases of two copies of the Holy Qur'an from his luggage. Even though Al-Gizawi arrived on an Umrah visa, he was not wearing pilgrims' Ihram clothes," the ambassador said.

According to Al-Qattan, customs officials handed Al-Gizawi to officials of the Commission to Combat Drugs, and now the lawyer is in the custody of the Bureau of Investigation and Prosecution.

The Saudi authorities have provided the Egyptian Embassy in Riyadh with all details concerning him. The ambassador reiterated authorities would not exceed the proper bounds of the Kingdom's laws in trying any non-Saudis for any criminal acts.

"The Kingdom can put his name on the list of those who are banned from entering its territories if it wanted to do so," he said, while emphasizing that Al-Gizawi's issue would be dealt with in accordance with the Kingdom's laws that would enable him to seek the support of defense lawyers and the Egyptian Embassy.

The ambassador's statement came in the wake of a flurry of contradicting reports about Al-Gizawi's arrest, especially through social networking sites. Some of these reports claimed the lawyer, who is also a human rights activist, was sentenced to imprisonment and lashes.

Massive Haram expansion a boon for Makkah suburbs

MAKKAH — The real estate sector in the holy city has undergone a drastic change during the last couple of years, resulting in large numbers of people, who had lived in the vicinity of the Holy Haram for generations, migrating to the outskirts of the city.

The massive expansion project of the Grand Mosque, which has necessitated the acquisition and subsequent demolition of thousands of properties, has escalated the rate of migration from the center of the city to the suburbs.
More than 10,000 properties have been demolished to make way for the expansion projects, resulting in an exodus of residents to neighboring districts, including Aziziyah, where Haj and Umrah companies have started leasing residential buildings to accommodate pilgrims.

With this population shift, several major commercial stores and supermarkets have opened branches to meet the growing demands of the mushrooming suburbs. Several real estate investors have also moved in to take part in the unprecedented economic growth.

According to economic experts and real estate officials in the city, the economy in Makkah has expanded by a staggering 40 percent.

Speaking to Saudi Gazette, they noted that Al-Sharaie District in East Makkah is the major beneficiary of the current real estate boom in the holy city. There has been a huge flow of Makkawis to the district and this has resulted in the doubling of the number of local residents.

Unfortunately, this has also caused a huge increase in real estate rates.
Prominent economic expert, Salem Al-Matrafi, who is also owner of Al-Hotaim Real Estate Group, said that the flow of commercial capital and investments to these areas is very positive. “The important aspect is easing the immense pressure on the central districts in Makkah, such as Aziziyah and Sitteen Street, which had been experiencing stagnation as far as commercial souqs and shops were concerned,” he said.

According to Al-Matrafi, this new migratory trend has helped boost the hitherto backward and untapped suburban districts. “This has encouraged a number of small investors to come forward to make investments in these districts, and this in turn has lead to further expansion encompassing the entire city of Makkah,” he said, adding that citizens living in these areas now do not need to go to the city center to buy goods for daily use.

Mishaal Al-Zayedi, a real estate expert, said the appearance of branded commercial stores across the city would also boost the real estate sector. Such a situation will eventually lead to the construction of hotels and more residential apartments in all areas to accommodate the growing number of people who prefer to live away from the traditional center. Other real estate companies expect that there will be a tremendous response from Haj and Umrah tour operators as they move to these areas to accommodate pilgrims at reasonable rates.

Meanwhile, Abdullah Saqat, member of the real estate evaluation committee at the Makkah Chamber of Commerce and Industry, said that there are a number of studies and technical consultations with regard to tapping the economic and investment potential of these districts. He stressed the need for tackling the existing problems before developing residential townships in these suburbs. Saqat disclosed that the evaluation of strategic places to make investments is under way. This would lead to job opportunities and an improvement in utilities. It is essential to form economic blocs to allow for the opening of more commercial centers and mega-malls as part of the ongoing changes in the holy city.

Saleh Al-Ghamdi, a citizen living near a major commercial store, said that even though several famous commercial stores have opened their branches in far-flung areas of the city, their selection of locations was not ideal. “For example, parking is a problem because many of the stores are located in areas with heavy traffic. We hope that the concerned authorities will take quick action to address such problems. On the other hand, we can now buy everything we need in stores that are close to our house, and, therefore, no longer need to waste several hours in making a trip to the city center.”

160 drivers await dues for their Haj duties

MAKKAH - More than 160 drivers employed during the annual Haj by the Islamic Awareness Department in Makkah have still not been paid their dues - estimated to be a staggering SR2 million. The department - affiliated to the Ministry of Islamic Affairs - incurred the cost for transporting their guests.

Hassan Al-Qurshi, Director of the Islamic Awareness Department, said all the papers of the drivers have been processed and sent to the ministry's headquarters in Riyadh for final approval. He added that he was not in a position to confirm when the payment would actually be made.

A source at the ministry was quoted by local media as saying that the ministry's financial controller had objected to the amount of the dues and refused to approve it under the pretext that it was too high. A driver, who worked with the ministry for two consecutive seasons, said the ministry recruits the drivers at the beginning of Haj season to pick its guests from the airport and take them to Makkah. He said from the very beginning the ministry made it clear to us that they would be needed 24 hours a day for the whole month.

During previous years the drivers have been paid promptly on the last day of their contract. As a result of the six-month payment delay many of the drivers face immense difficulties with family obligations which they can no longer fulfill.

Madinah hotels reach 70% occupancy

MADINAH - Sources told Saudi Gazette that all hotels in the Central Area of Madinah, near the Prophet's Mosque, have been fully occupied by visitors. They also confirmed that Umrah pilgrims are now coming from many different countries including Iran, Turkey, Malaysia, Egypt, Iraq, Libya Jordan and others.

Abdul Ghani Al-Ansari, a board member of Madinah Chamber of Commerce and Industry, said that the long period now offered for Umrah has reflected positively on thehotel sector and other businesses in the city.

However, Al-Ansari said that the new expansion of the Holy Mosque in Madinah has resulted in closing down over 20 hotels in the Central Area.

This has resulted in a loss of over 3,000 rooms; urgent replacement of the lost capacity is required to meet the increasing demand, Al-Ansari said.

When asked about the number of visitors, Al-Ansari said, "We are hoping to hit 4.8 million visitorsby theend of theyear."

Asked if the water crisis in Madinah has affected the season or services provided to visitors, Al-Ansari said, "The Central Area has first priority and will not get affected as preference is always given to visitors."

Mohammad Tawhid who has been in the Umrah business industry for 20 years said that his company hasalready issued Umrah visas for 13,000 pilgrims. He is hoping this number to hit 320,000 in Ramadan.

Tawhid recalls when Madinah used to have only four hotels some 15 years ago. "Even those hotels were hardly occupied in peak times. With more than 400 hotels in the Central Area now, we still find difficulty finding accommodation for some visitors in peak times," said Tawhid.

According to Tawhid, the prices tend to double as Ramadan gets closer.

"Even in Ramadan, the prices tend to increaseevery five days. For a room that would cost SR320 now, by the 25th of Ramadan the same room would cost no less than SR1,100."

The total income from last year's Haj and Umrah seasons was SR58 billion. This number is subjectto increaseifmore Umrah pilgrimscome this year, he added.

Six cable car routes planned for Makkah

The Center of Excellence for Haj and Umrah Research at Umm Al-Qura University has recommended the introduction of cable cars linking the Grand Mosque with three areas of the holy city.

The recommendation is part of the center's study on the feasibility of introducing technology such as cable cars to reduce congestion in Makkah during the peak Haj and Umrah seasons.

Adnan Gutub, director of the center, said the study recommended the introduction of six routes to pick up pilgrims from the parking areas in Kudai, Rusaifa and Taneem.

The first is a 2.3-km single cable car route linking Kudai with the Haram, and there would not be any station in between the two destinations. The second cable car system, linking the Haram with the parking area in Rusaifa, would have two routes -the 3.2 km first route (Rusaifa A) with no stations, and the 3.3 km second route (Rusaifa B) with three stations in between Rusaifa and the Grand Mosque.

Adnan Gutub said that there would be three routes linking Taneem with the Grand Mosque. The 5.1 km first route (Taneem A) would have no stations while the 5.1 second route (Taneem B) would have one station at Shuhada parking area whereas the 5.8 km third route (Taneem C), which runs parallel to the Taneem road, would have three stations in between Taneem and the Haram.

Adnan Gutub gave a presentation on the recommendations of the study at a meeting of the Makkah Public Transport Committee held on Tuesday. The committee was formed under direction from Makkah Gov. Prince Khaled Al-Faisal, who is also chairman of the Higher Commission for Monitoring Pilgrims' Transport, to streamline the transportation of pilgrims in the holy city, especially during the peak Haj and Umrah seasons. The study was prepared by the center following a directive by Prince Khaled to see if introducing suspended transportation technology was a feasible option. The study, carried out in cooperation with the Transport and Crowd Management Center at Toronto University, is still awaiting the go-ahead from the higher authorities.

Addressing the meeting, Gutub said the center mooted the cable car system not as a substitute to existing means of transportation in the holy city but only as a support project.

"The center embarked on this great task in line with the directive of Prince Khaled who is keen to extend the best possible transportation services to pilgrims by making use of all scientific, technical and technological facilities and capabilities," he noted.

The Haj and Umrah Research Institute at Umm Al-Qura University has completed studies to establish a cable car system to transport people to the historic caves of Hira and Al-Thawr in Makkah. Abdul Aziz Saroji, dean of the institute, recently said the plan aims to enable Haj and Umrah pilgrims as well as visitors to the holy city to make safe trips to the caves situated on top of Al-Nour and Al-Thawr mountains. There will be 12 cable car lines linking the mountain valleys with the caves situated on mountaintops, and the planned project is expected to be implemented within two years

Jabal Omar project rent at SR100000/ square meter

MAKKAH – The rent at the Jabal Omar Development project site has jumped to SR100,000 per square meter, Sheikh Abdul Rahman Fakih, chairman of board of directors of Jabal Omar Development Company, said Tuesday, a clear indicator of the resounding success of the project, he added.

Sheikh Fakih expected the number to rise in the future in light of the development pace Makkah has been witnessing recently in all economic fields.

Forty eight shops have been rented annually for total value of SR61 million, an amount that is three times the annual revenue projected in the feasibility study, he pointed out. The area of rented shops is 2,106 square meters, which constitutes 2.5 percent of the total area allocated for rent, he noted.

The first stage of the project will be completed in early 2013 and will consists of 10 hotels and 86 villas and residential units. The second stage will be completed in 24 months from now and consists of four hotels and 70 villas.

Regarding the cash flow and financing of the project, Sheikh Fakih said several local banks expressed desire to finance the project. Some SR7 billion were borrowed to implement the first stage of the project and SR1,490,000,000 were borrowed for the second stage.

Financing for the third stage was secured from the Ministry of Financing with a loan of SR3,000 million.

Sheikh Fakih said the electricity consumption in the project would not impact the overall performance of electricity in the Central Area of the Grand Mosque. An electricity station will be built near the location of the project to cover all its electric needs, and 90,000-meter-long high-voltage cables from the main electricity station west Makkah will link the station with the main one.

Zamzam OK, assures Makkah mayor

and work has begun on the four ring roads

MAKKAH – Osama Al-Bar, Makkah mayor, has rejected any negative impact of development projects in the Central Area of the holy city on the Zamzam water.

He reiterated that no project is licensed until after a certificate is obtained from the Saudi Geological Survey as it is the qualified body concerned with ensuring no impact on Zamzam water, according to a report in Al-Watan Arabic newspaper.

During a recent meeting with the media in a gathering hosted by Sheikh Abdul Aziz Al-Zahrani, former head of the Notary Public, Mayor Al-Bar noted that work has begun on the four ring roads around the city. He is expecting completion of these projects between two to four years in phases.

Al-Bar pointed out that these projects will facilitate traffic movement in the holy city and reduce traffic jams currently occurring due to the large number of vehicles.

Al-Bar said the mayoralty is also working on improving the general negative perception of the municipality by improving municipal services through the use of new technology to eliminate routine and delaying procedures.
