All Haj pilgrims to be fingerprinted

MAKKAH – All Haj pilgrims will be fingerprinted on their arrival in the Kingdom, said Brigadier Ayed Bin Taghalib Al-Harbi, Commander of the Haj Passports Department Force.

Al-Harbi, who is working under Director General Lieutenant General Salim Al-Bulaihid, said staff has been trained and advanced computers installed to ease the entry of pilgrims, according to a report in Al-Madina newspaper.

He said Haj plans are being implemented at King Abdul Aziz International Airport in Jeddah, Prince Muhammad Bin Abdul Aziz Airport in Madina, Jeddah Islamic Port and other Makkah entrances.

Al-Harbi added that domestic pilgrims must make sure they have Haj permits and should not attempt to transport illegal people and overstayers. Any such violation will be punished.

All entrances to Makkah and Madina will have trained officers to deal with such attempts. Makkah entrances will have women officers to search women, he said.

10 tunnels to the Grand Mosque carved out of hills

MAKKAH – Engineers used sophisticated machines with diamond heads to carve 10 tunnels leading to the Grand Mosque out of the hills and mountains surrounding Makkah, according to Ali Murad Redha, chairman of the company which carried out the work.

He described the experience as a pioneering and unexpected adventure and challenge.

He told Okaz/Saudi Gazette that it was “a great achievement which will make transportation easier”.

“We dug 10 tunnels with a length of 12 kilometers.”

When the project was offered out to tender, his was the only Saudi company competing for the bid, he pointed out.

“We implemented 50 road projects and it is expected we’ll implement more expansion projects.”

The company hired Finnish companies and experts to help carry out the tunnel projects in Makkah because Finland has considerable experience in digging tunnels, he said. “To cut through rocks, we used Atlas heavy machines which have diamond heads. We had to use a helicopter to transport the excavators to the top of the mountain. We needed a Muslim pilot so that he could enter the holy sites. I went to Egypt to search for one and I found an experienced Egyptian pilot who was one of the heroes of the 1973 war in Egypt. We had him take a six-month course in Switzerland where he trained to pilot the Sikorsky helicopter. He carried out the mission successfully.”

New security plan for Haj in place

MAKKAH: Makkah Gov. Prince Khaled Al-Faisal said Saturday that the Kingdom would combat all kinds of violations and bad practices during the upcoming Haj such as unauthorized pilgrims squatting on roads, which he said disrupted the movement of legitimate Hajis. The government has prepared plans aimed at increasing the comfort of pilgrims, he said.

"Whoever intends to perform Haj should obey the rules and regulations," the prince said.

Prince Khaled, who is chairman of the Central Haj Committee in Makkah, was speaking while launching a media campaign to enlighten domestic pilgrims on Haj regulations at a function in Makkah.

The campaign focused on the regulation that all citizens should obtain a permit from the civil status department and expatriates from the Passport Department if they intended to perform Haj. They should also be careful not to be duped by fake Haj agents and not to travel in vehicles operated by illegal operators.

The campaign, with the motto "Haj is a worship and civilized conduct," will also launched on social networking platforms such as Facebook, Twitter and YouTube.

"The strategy of this year's media campaign is to urge pilgrims to adhere to the instructions and regulations on Haj and outlining the punishments to violators of regulations," the prince said.

Representatives of 30 government departments and private agencies offering Haj services attended the function.

Participants in the campaign, sponsored by Mobily, include the Ministry of Haj, the Ministry of Culture and Information and the Ministry of Municipal and Rural Affairs, among other ministries and the Civil Defense.

"A special security unit has been set up to prevent individuals who do not possess valid Haj permits from entering Makkah and other holy places," said Maj. Gen. Nasser Al-Arfaj, commander of Haj security forces. "We have deployed 400 officers to monitor and stop those who try to sneak into the Haj zone through desert roads," the commander said, adding that desert roads would be monitored from the air.

Addressing a press conference in Mina, Gen. Al-Arfaj said there are some changes in this year's Haj security plan compared to last year, especially in traffic and transport matters, after conducting extensive studies along with the Ministry of Municipal and Rural Affairs. "We have also taken into consideration the lessons we have learned in the past years while preparing the plan and adopted new methods that would improve services and make pilgrims happy," he said.

Al-Arfaj said most officers deployed on Haj duty have gained a lot of experience in handling pilgrims in an efficient manner. "We have set up check points at all entrances to Makkah. This will prevent the entry of those who do not possess valid Haj permits and reduce the number of illegal pilgrims," he added. He said there is no big change in the traffic plan for the movement of pilgrims between the holy sites of Mina, Arafat and Muzdalifa during the peak days of Haj. The Mashair Railway will transport more than 400,000 pilgrims this year and reduce the number of buses on the road, he pointed out.

JEDDAH: A record number of 1,400 Muslims from around the world will perform Haj this year as guests of Custodian of the Two Holy Mosques King Abdullah, Islamic Affairs Minister Saleh Al-Asheikh said Saturday.

Al-Asheikh announced that this year, the King Abdullah program for hosting pilgrims would receive pilgrims from Indonesia, India, Bangladesh, Pakistan, Turkey, Thailand, the Philippines, Cambodia, Kazakhstan, Sri Lanka, Tajikistan, Nepal, Afghanistan, Vietnam, Malaysia, Russia, Hong Kong, Mongolia, Singapore and Myanmar.

So far, 18,000 Muslims from around the globe have performed Haj as guests of the Kingdom. The program has been managed by the Ministry of Islamic Affairs, Endowments, Call and Guidance.

“This year, Muslims from countries that were not covered by the program in previous years are being invited. Our plan is to include the largest possible number of nationalities,” Al-Asheikh said.

Makkawis lose traditional rent income during Haj

MAKKAH: Until about 30 years ago, the Haj season was seen as an important source of income for Makkah residents. It helped them to earn money that enabled them to meet their daily expenses for a whole year.

The Makkawis would rent their houses, which were mostly not more than four stories, to the pilgrims and live for the rest of the year on the income from the rent.

The Makkawis would live in a room or two on the roof known as the "annex". No matter how big the family, they would squeeze themselves into a small space, leaving the entire building to the pilgrims.

This trend has lately become a nightmare for residents. The municipality established special committees to check the buildings in order to decide whether they were suitable for renting out to pilgrims.

Though most of these residents spent most of their lives in these buildings without any accident, the committee said these old buildings were no longer suitable to accommodate pilgrims. This deprived the residents of an assured income during the holy season.

"We used to wait patiently for the advent of Haj. It was an opportunity for us to make money," Talal Mahjoub, a mutawif, told Arab News.

"We would squeeze ourselves in a room or two on the roof or go out to live with our relatives and completely vacate our buildings for the pilgrims."

Mahjoub said the pilgrims used to come to Makkah two months before Haj and leave a month later. "Now pilgrims come to Saudi Arabia only a few days before Haj and leave as soon as the rituals are over. They don't even stay for a month," he said.

Amina Zawawi, an old Saudi woman, said though their buildings were simple and not properly built, they would fetch a lot of cash in rents from pilgrims. "We could rent out a building of only a few stories to pilgrims for SR40,000 during the Haj season. This was enough money to sustain us for 12 months," she said.

Amina said though the buildings were old, none of them fell down or collapsed. "We used to serve pilgrims three meals a day free of charge. This was not part of the rent contract but we did it voluntarily," she said.

Rayed Amin, a resident of Makkah, said investors who owned large buildings and housing towers started renting them out during the Haj season when they realized the profits they could make in a few days. "The citizens would not find any place to rent. Landlords would tell them that the buildings are for seasonal rent only, which is very expensive," he said.

Amin said some landlords would ask the tenants to vacate their apartments before Haj and to come back after the season if they were still interested. Left without a choice, many residents would go out to live in the suburbs during the Haj season.

A businessman, who did not want to be identified, said landlords who owned building towers would rent them only during the Haj season and would regain the cost of construction in a season or two. "They will not have to pay electricity or water bills as the Haj missions would take care of them. In this way the landlords would make a lot of gains," he said.

Chairman of the Haj accommodation committee at the Makkah municipality Zuhair Haddad said 6,514 out of 7,000 buildings were licensed to rent out to pilgrims.

100 telephone cabins for pilgrims to seek fatwas

JEDDAH: The General Presidency of the Two Holy Mosques Affairs will establish more than 100 telephone cabins at the lobbies and the gates of the Grand Mosque.

They will be connected to the offices of religious scholars to answer queries by pilgrims around the clock, Assistant Undersecretary of the Presidency Yousuf bin Abdullah Al-Wabil announced Sunday.

He told Arab News that more than 50 scholars would be working 24 hours a day for guidance and direction at the gates of King Abdul Aziz, Ajyad and Al-Fatah in addition to other areas inside the Grand Mosque.

Al-Wabil said more than 20 religious teachers would be giving lessons at the Haram after the Fajr, Dhuhr, Maghreb and Isha prayers. "Headphones will be available at the special prayer places for women and at the Haram plazas to enable worshippers to follow these lessons," he said.

According to Al-Wabil, Friday sermons will be translated into sign language at the first floor of the Grand Mosque for deaf people to follow.

He said 78 permanent and seasonal employees would be working at the department of guidance and direction to provide services to the guests of God including showing them Shariah-compatible methods of performing the rites.

MAKKAH – Prince Khaled Al-Faisal, Emir of Makkah region, announced Saturday that the Mina Expansion Project will start next year and will see the Tent City able to accommodate more pilgrims.

At a press conference Saturday morning, after the launch of the “Haj is worship and civilized behavior” awareness campaign, Prince Khaled said a number of experts have been recruited to determine shortcomings in the services provided for the Guests of Allah. The results of this study will be included in the plans of the King Abdullah Project for the Development of Makkah.

He said that the number of pilgrims performing Haj without permits had declined last year. He said those performing Haj without permits were encroaching on the rights of other people.

He said riots and anarchy during this Haj will not be tolerated.

Authorities would combat all kinds of violations and bad practices during the upcoming Haj such as unauthorized pilgrims squatting on roads, the Emir said. The government has prepared plans aimed at increasing the comfort of pilgrims, he said.

Mosque as a part of the campaign launched during Haj season to serve pilgrims.

The General Administration of Affairs for the Prophet’s Mosque in Madina has launched a campaign called ‘Irshad’ during this Haj season. Irshad literally means guiding or directing. Through this campaign, the Kingdom wants to convey a reassuring message to the pilgrims of the two Holy Mosques and tell them, “We are here to serve you”.

The main focus of Irshad campaign is to assist the elderly pilgrims and those with special needs. Male and female guides are dispersed throughout the Prophet’s Mosque to direct visitors to important locations in and around the mosque. The guides will use electronic devices that are equipped with a GPS system to help lost pilgrims find their way back to their hotels.

The Prophet’s mosque in Madina is so large that walking across one end to the other can be tiring for even the young and robust pilgrims. As a part of ‘Irshad’ campaign, mobile buggies are available to drive the elderly and physically challenged to their desired destinations around the mosque’s outdoor courtyard.

30 expatriates embrace Islam

The Dawah and Guidance Center in Jeddah has organized a three-day trip to Makkah and Madina for 30 expatriates who recently accepted Islam.

The Dawah Center will cover all their travel expenses and the trip will include Umrah and a visit to the Prophet’s Mosque. Islamic lectures in different languages and a host of other educational and entertaining activities are also planned to make this trip memorable for them.

Captain Badr Al-Alyan, Director of the Dawah Center in Al-Hamra who is also a pilot, said, “Group trips, such as these, bridge the gaps between the local and expat communities. It builds relationships and fosters understanding across the different cultures in our society.”

Umrah trips are being organized since many years, for both men and women who embrace Islam.

This year, 592 Asian and European expatriates living in the Kingdom pronounced the Shahada and accepted Islam at the Dawah Center in Jeddah.
The center offers Islamic courses, hosts open dialogue meetings for members of the community from different nationalities, and has distributed over 45,000 pamphlets to increase awareness of Islam in the society.

Drill checks anti-terror preparedness
inside the Grand Mosque

MAKKAH: Emergency Haj forces Monday carried out a drill where they surrounded “terrorists” inside the Grand Mosque and forced them to surrender without any pilgrims getting hurt.

Commander of the special emergency forces Maj. Gen. Ali Al-Ghamdi, director of Makkah Police Maj. Gen. Ibrahim Al-Hamza and commander of the Haj security forces Brig. Khaled Qirar attended the drill.

In the drill’s scenario, a number of people organized a sit-in in the Grand Mosque while pilgrims were performing tawaf (circumambulation) around the Holy Kaaba. The emergency forces were able to end the sit-in without hurting any of the pilgrims inside the mosque.

During the exercise, a firing squad from the emergency forces was asked to use machine guns and fire live ammunition at certain targets, which they achieved with accuracy.

In another scenario, a force was asked to storm a building where a number of terrorists were hiding. Using megaphones, the officers asked the terrorists to surrender but they refused and started firing. After an exchange of fire, the building was destroyed and the terrorists were forced to surrender.

The drill was conducted as part of security forces’ preparations to ensure the safety and security of pilgrims.

Military commanders who attended the exercise praised its success, commended the thorough work of the emergency forces and pledged to give their blood in the defense of Custodian of the Two Holy Mosques King Abdullah and the homeland.

No health problems among pilgrims

RIYADH: Health Minister Dr. Abdullah Al-Rabeeah said on Monday that so far there are no health problems and no trace of epidemics among pilgrims during the current Haj season.

The minister was addressing health officials at a meeting of the Haj Preparatory Committee held at the ministry headquarters in Riyadh.

He said Interior Minister Prince Naif, second deputy premier, has sought the cooperation of all departments in the public sector for a successful Haj during this season. Prince Naif is the chairman of the Supreme Haj Committee.

Al-Rabeeah said it is the prime duty of all health officials to serve the guests of Allah in a fitting manner.

He added that his ministry has recruited more than 20,000 people from various medical, technical and administrative fields for this Haj season. He said manpower from the Kingdom and abroad stood at 441 people in rare medical disciplines, including intensive care.

The Health Ministry, he said, has taken preventive measures against all epidemic diseases that could be brought into the Kingdom by pilgrims.

It has deployed officials at all 14 entry points to monitor the health of pilgrims coming for Haj. He added that these officials would ensure pilgrims have taken the necessary vaccinations. "Those who have not taken the vaccinations will be given the relevant doses at the ports of entry so that they are protected against contagious diseases," he noted.

The ministry through overseas Saudi missions has already instructed incoming pilgrims to produce vaccination certificates against yellow fever, meningitis, polio and influenza depending on their countries of origin.

Most of the pilgrims from the African and South American continents have been advised to take vaccinations against yellow fever, which is endemic to those countries, and vaccinations against meningitis have been made compulsory for all since it is contagious, especially in large crowds of people.

Children between the ages of two and 15 years were asked to take an oral dose of the polio vaccine before their departure to the Kingdom.

Vaccinations against meningitis are valid for three years and the pilgrims have been advised to take the injection at least 10 days before their departure to the holy cities.

Haj visas are issued at Saudi missions only on production of the vaccination certificates.

The minister said health officials in the holy city of Madinah have been increased to ensure regular health services to the pilgrims who visit the Prophet's Mosque. He said SR50 million has been spent on modernizing health facilities and services in the holy cities.

There are 80 primary health care centers in the holy sites: 28 in Mina, 46 in Arafat and six in Muzdalifah. Besides these clinics, he said, there are seven hospitals - three in Arafat and four in Mina.

There are some 4,000 hospital beds in the holy cities of Makkah and Madinah. Around 100 ambulances are also deployed to ferry emergency cases to the nearest clinics.

Attempt to sell polluted water as Zamzam foiled

2,000 empty Zamzam containers seized

MAKKAH - The Mayor's Office in Makkah has foiled an attempt to sell polluted water from an unknown source to Haj pilgrims, according to a report in Al-Hayat newspaper.

The Shawqiya Municipality's inspectors seized the water while it was being transferred from "unhealthy" barrels into Zamzam water containers used by the Custodian of the Two Holy Mosques' Zamzam Water Project.

Engineer Muhab Obada, head of the municipality, said an inspection committee seized more than 2,000 empty Zamzam containers that were going to be filled with the polluted water by illegal workers.

He wondered how the illegal workers were able to get hold of the containers. The workers were arrested and handed over to the police. The seized containers were destroyed, he said.

He called on residents to be vigilant about such practices and to report any such criminal acts to the Mayor's Office and municipalities via their designated phone numbers.

Workers at holy sites must have permits

JEDDAH - Expatriates working at the holy sites must get permits to enter the city just like domestic pilgrims, according to Captain Yaser Al-Abdali, head of the Haj Permits Committee at the Jeddah Passports Department.

"The permits are not issued for pilgrims only. Expatriates working at the Holy Sites have to get permits that allow them to enter. The directives stipulate that the workers have to carry permits issued by the committee.

"This will enable them to move around and work at the sites. The worker should not be wearing Ihram and will be under the responsibility of his employer," he said.

Haj permit committees across the Kingdom have received many applications from workers and pilgrims from various companies, he added.

Al-Abdali said the Jeddah committee started its work in the middle of Shawwal. He called on all Haj companies to send their representatives early to get their permits. He said there are a large number of applications at this time of the year, with hundreds of files processed daily.

Brigadier Ayed Al-Harbi, Commander of the Haj Passports Forces, said there will again be strict enforcement of the law when it comes to people not carrying permits. Checkpoints will prevent those not carrying permits from entering the Holy Sites to perform Haj or to work.

He appealed to everyone to get the proper paperwork before trying to enter Makkah.

Hajj season training for 350 doctors

The Ministry of Health has conducted 9 training courses for 350 doctors assigned to work at health centers in the Holy Sites to provide the best services and facilities for pilgrims to enable them perform their rituals easily and comfortably.

The Director General of Directorate of Health Centers and Chairman of Technical Supervisory Committee of Health Centers in the Holy Sites, Dr. Issam Bin Abdullah Al-Ghamdi, has pointed out that the courses aimed to develop scientific and practical performance of doctors working at health centers in the Holy Sites on how to deal with common diseases among pilgrims, noting that the Ministry of Health has prepared 141 health centers for Hajj season this year.
