project of Dar Al-Hijrah Company


Project to serve visitors of the Prophet's Mosque
can accommodate more than 120,000 guests



Madinah, Ramadan 26, 1435, July 23, 2014, SPA

Prince Faisal bin Salman bin Abdulaziz, Governor of Madinah Region and Chairman of Madinah Development Commission, inaugurated here yesterday evening the project of Dar Al-Hijrah Company owned by Public Investment Fund of Ministry of Finance, in the presence of Minister of Finance Dr. Ibrahim Abdulaziz Al-Assaf and Minister of Hajj Dr. Bandar bin Mohammed Hajjar.

The Ministry of Finance said in a press statement that this giant project is one of wide ranges of proposed projects for the development of Madinah and a compensation for the facilities removed from their location after entering in the project of the Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz for the grand expansion of the Prophet's Mosque and its precincts aiming to serve visitors of the Prophet's Mosque after performing Hajj and Umrah rituals.

The project is located on an area of one million six hundred thousand square meters, three kilometers southwest of the Prophet's Mosque, about 3 kilometers from Miqat, and 900 meters from Quba Mosque.

The project includes about one hundred administrative and residential towers that can accommodate more than 120,000 guests distributed to 40,000 rooms of grade four and five-stars.

Each hotel has a wide reception lounge, waiting halls, restaurants, cafes and business centers.

The project also includes a building of Ministry of Hajj and Central Hajj Committee in Madinah; administrative offices of Hajj missions; Guides National Foundation; Tawafah (Circumambulation) Foundation; Motor General Syndicate; Travel and Tourism Agency, and medical missions.

The offices can accommodate 31,000 employees.

For his part, the Minister of Finance and Chairman of Board of Directors of Public Investment Fund, Dr. Ibrahim Al-Assaf expressed his thanks and appreciation to the Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz Al Saud for his approval of the project of Dar Al-Hijrah Company, also expressing his pride of the approval that Public Investment Fund implements the project.

He described in a press statement the project as unique in many ways, saying, "The project is the largest one to be implemented by the Public Investment Fund in Madinah. It is unique as it serves pilgrims, Umrah performers and visitors and unique in its design and time".

Minister Al-Assaf pointed out that this project will serve visitors of Madinah and citizens as a private sector and it will be ready within two years, noting the construction of a hospital that can accommodate 400 beds to serve the project and surrounding area

For his part, the Minister of Hajj Dr. Bandar Hajjar praised the Government of the Kingdom under the leadership of the Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz Al Saud, the Crown Prince and Deputy Crown Prince for its blessed role in the service of the Two Holy Mosques and care for pilgrims, Umrah performers and visitors.

The Minister said in a press statement, "Allah Almighty bestowed upon the Kingdom of Saudi Arabia the grand blessing and honor in the service of pilgrims, Umrah performers and visitors who come from all over the world to perform their rituals''.

He praised Allah Almighty that the Kingdom's leadership has given top priorities to the reconstruction of the Two Holy Mosques, care for their visitors, and the provision of all means of security and prosperity for pilgrims, Umrah performers and visitors so that they can perform their rituals easily and comfortably.

Choppers reduce Makkah traffic congestion

The Ministry of Interior is using eight heavy duty helicopters to monitor and deal with traffic congestion in the central district and roads leading to Makkah, according to a senior official.

Maj. Gen. Mohammed Al-Harbi, commander in chief of the ministry's Security Aviation department, said the aircraft conduct several daily flights over the holy city.

The department is working with other security agencies to serve Umrah pilgrims and visitors. "We only seek to provide a suitable atmosphere for worshipers so that they can perform the holy rituals in peace," he said recently.

Al-Harbi said the flights concentrate on the Grand Mosque and the central area because of the huge numbers of vehicles and pedestrians. "Areas with the most congestion are monitored and analyzed, with the security forces following up and submitting immediate reports to bodies on the ground for further procedures. We also make sure that airstrips at hospitals are ready for use if needed," he said.

"Our accumulated expertise and experience qualify us to implement the missions entrusted to us with professionalism and accuracy," he said.

He said the department plans to increase the number of flights during the last days of the month of fasting, especially on Ramadan 27 and during the Eid festivities.

"Eight aircraft will conduct the daily flights according to schedule. There will also be several support aircraft placed on alert and ready to fly from Saudi airbases across the country," he said.

Al-Harbi said many meetings were held to prepare for the missions during Ramadan. "The plans were set out accurately and professionally. This season the aircraft will conduct continuous daily flights that will include the Grand Mosque, the area surrounding it, the roads leading to the mosque, and the highways linking Makkah with Jeddah and Madinah."

More than 150 buses packed with Umrah pilgrims are set to leave for Makkah and Madinah from the capital on Thursday.

A large number of pilgrims will also be leaving for the same destination from the Eastern Province, while thousands of citizens will travel to these cities to spend Eid with their relatives.

Hotels in Makkah and Madinah, meanwhile, are packed.

Demand for accommodation is even more critical in Makkah thanks to ongoing development work following the demolition of old buildings in the holy city.
A leading hotelier in Makkah told Arab News that hotels have reached 100 percent occupancy at the end of the holy month.

“Accommodation at five-star hotels will cost anywhere between SR31,000 and SR40,000 during the latter part of Ramadan, which includes two meals,” said one hotelier.

The General Authority for Civil Aviation (GACA), meanwhile, has confirmed that Jeddah’s airport has implemented measures to streamline pilgrim traffic.

Madinah Gov. Prince Faisal bin Salman launched a massive real estate project here Tuesday, which is estimated to cost SR55 billion.

The project, comprising 100 residential towers with four-star to five-star hotels, will accommodate more than 120,000 people. The state-owned Public Investment Fund is financing the project.

Finance Minister Ibrahim Al-Assaf, Haj Minister Bandar Hajjar and other senior government officials attended the launching ceremony. The project will create an additional 40,000 rooms near the Prophet’s Mosque in Madinah to meet the needs of visitors.

The building will also house the Haj Ministry’s branch office in Madinah, the office of the Higher Haj Committee, other related Haj agencies, office of the Saudi Commission for Tourism and Antiquities and offices of the Tawafa organizations for pilgrims from different countries.

The Ministry of Finance revealed that the project, named Dar Al-Hijrah, is being built on an area covering 1.6 million square meters, adding that it would take two years to complete. Of the 100 towers, 20 will be used for administrative purposes and 80 for residential purpose. Each building would have 30 floors.

According to the ministry, the project will also include 76 four-star hotels and six five-star hotels offering rooms for 40,000 people. The government offices are designed to accommodate 31,000 employees.

The project will also house a 400-bed hospital. A railway station would also be built to transport up to 84,000 pilgrims daily to and from the Prophet’s Mosque on lines elevated above the streets and bus station.

Project in 3 phases

The project would be implemented over three phases, the ministry said.

The first phase would include the foundation building process.
The second phase would see the building of offices for the Ministry of Haj, which would open before the next Haj season.
The third phase involves the construction of residential buildings, which would open after next year's Haj season.

The project site has already been handed over to contractors.

The project is part of projects ordered by Custodian of the Two Holy Mosques King Abdullah to expand and upgrade the Prophet's Mosque and surrounding areas.

Makkah Gov. “No criminal motives have been reported in the incident,” said Lt. Col. Saleh Al-Olayani, Civil Defense spokesman in Makkah, while disclosing the results of preliminary investigations. “We have set up a committee to ascertain the cause of the fire,” he said.

Al-Olayani said 16 firefighting teams took part in the effort to contain the blaze in a record time. “The fire erupted in a construction site north of the Grand Mosque,” he said, adding that the site was not open to visitors.

“The fire engulfed construction material and wooden scaffoldings spanning 20 sqm.”

The firefighters quickly doused the blaze and prevented it from spreading.
Maj. Gen. Sulaiman Al-Amr, director-general of the Civil Defense, personally followed up on the case.

Brig. Sami Al-Jedaani, Civil Defense director in Makkah, said his forces are ready to confront fire accidents in the Grand Mosque. “We carried out a mock firefighting operation at the mosque two months ago and this was instrumental in helping our officers quell Wednesday’s fire quickly,” he said.

The Ministry of Health’s emergency crisis management was put on high alert following the fire. Dr. Hattam Bhoja, head of the emergency crisis management in Makkah, said the injured were taken to King Faisal Hospital and Al-Noor Specialist Hospital for treatment.

“No pilgrims were injured in the fire,” one source said. Eleven people, who sustained minor injuries, were given first-aid on the spot.

The muezzins of the Grand Mosque



Friday, 25 July 2014 - 27 Ramadan 1435 H

Melodious voices chant the adhan (call for prayer) six times a day from the Grand Mosque — five for the daily prayers and once for the pre-dawn Tahajjud prayer. Recited by six different muezzins of the Grand Mosque who are considered to be the most talented and well-trained among all muezzins, tens of thousands of pilgrims — Makkawis and visitors alike — eagerly anticipate the Maghreb adhan, which announces the end of the day’s fast, and the Fajr adhan, which marks the beginning of the day’s fast.

The most prominent among the these muezzins, Sheikh Ali Mulla, is referred to as the “Bilal” of the Grand Mosque. He said the adhan is linked to the Grand Mosque forever because it is the House of God.

Mulla, who is the head muezzin in the Grand Mosque, explained how, prior to the introduction of microphones in the mosque, 24 muezzins used to raise the adhan from the minarets of the Grand Mosque so it could be heard in all parts of Makkah.

“During prayers, there were 15 muezzins who used to repeat after the imam. There was always one muezzin who was available as a backup in case one of the muezzins was absent. Also, there were three muezzins during Taraweeh prayers,” he told Makkah Daily.

The Grand Mosque’s caretakers used to calculate the times for adhan using a sundial, which was supervised and cared for by Al-Rayes family, until it was replaced by advanced scientific methods. “Currently, prayer times are determined according to a special clock in the Grand Mosque and by referring to the official Umm Al-Qura calendar. The most advanced and accurate means of recognizing prayer times have been adopted and implemented,” Mullah said.

As the head of the Grand Mosque’s muezzins, Mulla’s role is to organize a schedule for muezzins, taking into considerations their other life obligations and concerns. He is also the link between the Presidency of the Two Holy Mosques and muezzins. There is constant communication between muezzins and other Grand Mosque departments to monitor any entry of bodies for funeral prayers and to distinguish between bodies of men, women and children.

“Muezzins in the past were chosen according to the sonority of their voices, but nowadays, muezzins also have to memorize the Qur’an, have good manners and be responsible in carrying out their duties,” Mulla said.

He pointed out that muezzins also have important roles outside the Kingdom and recalled numerous occasions when he raised the adhan during the inauguration of a number of mosques in the US, Spain and lately in Gibraltar. He has also raised the adhan in Malaysia and a number of Arab countries, including Egypt, Syria and Lebanon.

“Muezzins are assigned parking spaces next to the Grand Mosque that are open 24 hours a day, in addition to special passes issued by the traffic police to allow them easy access to streets around the Grand Mosque,” he said.

History professor Dr. Fawwaz Al-Dahhas believes that adhan in the Grand Mosque differs from all other mosques in Makkah and around the world. “The Grand Mosque used to have designated areas for the different Islamic schools of jurisprudence such as the Hanbali, Shafi’i, Hanafi and Maliki schools and each used to have their own muezzins,” he said.

Humans and pigeons in the Grand Mosque:
A peaceful coexistence

Visitors to the Grand Mosque enjoy the safety and security the Kingdom is blessed with, but they are not alone, as pigeons that are spread out in practically all of Makkah’s neighborhoods roam around the Grand Mosque’s yards in complete tranquility, Al-Hayat daily reported.

Visitors to the Grand Mosque are welcomed by flocks of pigeons flying around the Kaaba, many of whom eventually land between worshippers without any fear. Pilgrims and visitors can be seen taking pictures of pigeons, which many upload to social networking websites and some photos are even exhibited in photography exhibitions.

Grand Mosque pigeons have become part of Makkah’s life as they share streets, sidewalks and rooftops and many locals even carry small bags of seeds to feed the pigeons. Abdulrazzaq Mohammad, an 80-year-old who has spent his entire life in Makkah, said pigeons share residents’ food and water. He said after Fajr prayer he usually goes to the roof of his house to feed pigeons and enjoy their presence.

“Since childhood, Makkawis have become accustomed to these pigeons, offering them food and water anywhere we find them, especially around the Grand Mosque where pigeons are present in large numbers. Many Umrah visitors and pilgrims express their admiration of these pigeons and their way of life with Makkah residents,” he said.

Abdulrazzaq went on to explain how pigeons are protected from being hunted or killed in the vicinity of the Grand Mosque and if one does kill a pigeon, he or she is required to pay blood money.

There are varying opinions on the origins of these pigeons, as some believe they are descendants of the two pigeons that nested on the cave where the Prophet Muhammad (peace be upon him) hid when he migrated from Makkah to Madinah, and God has rewarded them by having their offspring inhabit Makkah. Others, however, believe that these pigeons are descendants of the birds that were ordered by Allah to carry small rocks in their beaks and bombard the army of Abraha when he tried to destroy the Kaaba.

Due to the large amount of waste from these pigeons and the seeds that Grand Mosque visitors scatter around the yards, Makkah Municipality has intensified its efforts to keep these areas clean, according to Osama Al-Bar, the city’s mayor.

“The municipality, in coordination with King Abdulaziz University, is currently studying a number of alternatives to combat this waste,” he said.

Sheikh Sudais launches Qur’an recitation website

MAKKAH – Sheikh Abdulrahman Abdulaziz Al-Sudais, chief of the Presidency of the Affairs of the Two Holy Mosques, on Thursday launched a website to teach Muslims how to recite the Qur’an correctly.

Initially, the website will be functional from the Grand Mosque in Makkah.

Al-Sudais thanked Allah and Custodian of the Two Holy Mosques King Abdullah for the generous care for the Holy Qur’an and all that is beneficial for the entire Muslim community.

The melodious nature of Madinah adhan

The adhan or call to prayer in the Prophet’s Mosque has always been known for its unique melody and is closely linked to the method in which adhan is raised all over the world. Among the most prominent characteristics and attributes of Madinah adhan, which provides the listener with a sense of spirituality and tranquility, is the pitch and rhythm in which muezzins effortlessly raise the call to prayer, Makkah Daily reported.

The first adhan in the Prophet’s Mosque was raised by Bilal Bin Rabah, a freed slave. One of the current muezzins of the Prophet’s Mosque, Sheikh Isam Bukhari, is considered a living mentor and foremost expert on this type of adhan.

A researcher of adhan, Mohammad Baksh, said the most distinguishing feature of Madinah adhan from that of Makkah is its sonorous tone.

Baksh explained that there are different melodies for Madinah adhan, which are used in calls for different prayers.

“Many muezzins have inherited the Madinah adhan from their fathers, who used to accompany them to the mosque ever since they were children to learn the adhan, and many have raised the adhan since the age of 15,” he said while naming families in Madinah whose members are known for their resonant voices, such as the Bukhari, Al-Hakeem, Al-Nu’man, Al-Najdi, Aldjouli, Al-Khashoggi and Al-Afifi families.

“While the role of some families has declined from the past, a number of young muezzins have emerged, such as Abdulmajeed Al-Suraihi, Omar Sunbul and Ashraf Al-Afifi who have adopted the same old school of adhan,” he said.

Baksh pointed out that the adhan in the Prophet’s Mosque used to be raised from five minarets until 1980 when the adhan was entrusted to one muezzin only. Due to the large number of available muezzins, each muezzin’s turn to raise the adhan in the Prophet’s Mosque comes only once in approximately every two weeks.

“The sheikh of muezzins, Abdulrahman Khashoggi, used to schedule the shifts of muezzins in such a way that three muezzins were always at hand during the prayers,” Baksh said.

The adhan used to be raised according to a sundial in the Prophet’s Mosque, which is not used anymore due to the availability of modern scientific means to recognize the times of adhans, he added.

Big screen for Prophet’s Mosque visitor

MADINAH — The Presidency of the Two Holy Mosques has set up huge electronic screen in the Prophet’s Mosque courtyards to display educational messages in English and Arabic to visitors, said Ali Sulaiman Al-Obaid, undersecretary for the Prophet’s Mosque affairs.

The screens also show Qur’anic verses, Prophet’s sayings and different messages educating visitors about negative practices and how to avoid them. There are three screens mounted on a large vehicle.

Al-Obaid said this service would be available in the courtyards until the third day of the Eid Al-Fitr holidays.
