Haj security chiefs chalk out pedestrian safety plan

MAKKAH - Only 300,000 Haj pilgrims an hour will be allowed at the Jamarat Bridge this year, according to Maj. Gen. Saad Bin Abdullah Al-Khelaiwi, Assistant Commander of Haj Security Forces for Pedestrian Management and Organization. This was part of the overall security and crowd-control plan put in place by the commanders for this year's Haj.

Al-Khelaiwi was speaking at a press conference Monday by the security commanders at the Public Security headquarters in Mina.

He said the pedestrian management and organization plan for this year focused on developing the positive aspects and tackling any negative aspects. He said some changes were made to the plan based on field observations by public security personnel.

Maj. Gen. Muhammad Saleh Al-Shihri, Commander of the Command and Control Center for Haj Security; Maj. Gen. Muhammad Al-Amri, Commander of Administrative Control for Security Affairs; and Maj. Gen. Sulaiman Abdul Rahman Al-Ajlan, Assistant Commander of Haj Security Forces for Traffic Affairs, also presented their observations on security, traffic and safety plans for pilgrims.

Al-Khelaiwi said this year Al-Rabita Street has been linked with the second tier of the Jamarat Bridge. This would reduce pressure on King Khaled tunnel and bridge.

He said the pedestrian management plan has made some changes this year regarding the 12th of Dhul Hijjah for pilgrims who have completed stoning of the Jamarat and are moving toward the Central Zone or their residences in Makkah.

This huge mass of people will be dealt with by directing them onto three routes - 60 percent will be moved along Al-Shisha, Al-Haj and Prince Majid roads; 20 percent via the shaded pedestrian road; and 20 percent via Siddiqi Road as was the arrangement last year.

Al-Khelaiwi said 10,000 officers, privates and students have been deployed this year to control pedestrians.

Muslims told to sight Dhul Hijjah crescent

RIYADH - The Supreme Court has called on all Muslims to sight the crescent of Dhul Hijjah on Thursday evening (Oct. 27).

In an announcement today, the Supreme Court requested anyone seeing the crescent to report to the nearest court and register his testimony, or report to the authority of the regional governorate, if there is no judge in the area where the crescent was sighted, in order to facilitate reaching the nearest court.

The Supreme Court also urged Muslims to sight the crescent and cooperate in righteousness.

25,000 Haj violators stopped from entering Makkah

JEDDAH - A total of 25,316 violators of Haj regulations have been stopped from entering Makkah at various checkpoints up until Monday, according to Col. Badr Bin Muhammad Al-Malik, spokesman of the General Directorate of Passports.

Al-Malik said the fingerprint system and vigilant officers thwarted the attempts of violators from sneaking into the holy sites. Most of the violators had no Haj permits, some were carrying fake permits and others were illegal aliens.

He said the strict measures taken by the Haj commanders, in particular the aerial surveillance which has been introduced this year, will make it difficult for anyone to perform Haj illegally. The Haj regulations apply equally to citizens and residents.

Al-Malik said security will be beefed-up from 8th and 9th of Dhul Hijja to prevent anyone from entering Makkah and inconveniencing pilgrims who have traveled thousands of kilometers to perform Haj.

Saudi-Spanish group bags rail contract

DAMMAM: A Saudi-Spanish consortium is on track to build the key Western component of the Kingdom’s high-speed rail system that will link Makkah, Madinah, Jeddah and Rabigh, the Saudi Railways Organization announced Wednesday.

The second phase of the multibillion-riyal Haramain High Speed Rail project was awarded to Al-Shoula consortium, which comprises two Saudi and 12 Spanish companies such as Renfe, Talgo, Adif and OHL. It is being described as one of the largest foreign infrastructure projects ever won by the Spanish companies.

“An approval has been issued on awarding Phase 2 of the project to Al-Shoula consortium, comprising a number of Saudi and Spanish companies,” Saudi Railways Organization reported Wednesday from its headquarters here in Dammam. The contract is worth nearly SR38 billion.

The project includes construction of railway tracks, installation of signals and telecommunication systems, electrification, operational control center, procurement of 35 passenger trains along with operation and maintenance for 12 years.

Spanish Ambassador to Saudi Arabia Pablo Bravo expressed delight, and acknowledged the tough competition that Spanish companies faced in winning the coveted project.

“I am very happy and very satisfied that the award has gone to a Saudi-Spanish consortium,” he told Arab News from Riyadh. “I tell you, we will do a very good job ... We are, as you know, the world leader in high-speed rail networks.”

Spain and France have been in stiff competition to win the contract. Wire reports said French Prime Minister Francois Fillon had discussed the project during his visit to Saudi Arabia earlier this year. Spain has been a world leader in high-speed rail networks and boasts one of the longest such systems in Europe, ahead of France.

In July, media had widely speculated that the Al-Shoula consortium had won the project, beating the French group which included SNCF and Alstom. However, SRO President Abdul Aziz M. Al-Hokail clarified at that time no deal had been reached.

The Haramain High Speed Rail project, widely known in industry circles as HHR, is a 444-km high-speed inter-city rail transport system currently under construction linking the two holy cities of Madinah and Makkah via King Abdullah Economic City in Rabigh and King Abdul Aziz International Airport in Jeddah.

The Makkah-Madinah rail link is part of the major railway expansion project, which includes linking Jeddah with Riyadh and Dammam. The Makkah-Jeddah-Madinah rail link is expected to carry more than 150,000 passengers daily during peak seasons, such as Haj and Umrah.

The rail line is planned to provide a safe, comfortable transport in 320-kph electric trains. Construction started in March 2009. The railway is expected to carry 3 million passengers annually, including Haj and Umrah pilgrims, helping to relieve highway congestion.

The double-track line will be electrified, and the design speed is 360 kph. Commuting the 85 km between Jeddah and Makkah will take less than half an hour, while the 410 km between Jeddah and Madinah will take about 2 hours.

There will be several stations including at Madinah (Knowledge Economic City) at the north end of the line, King Abdullah Economic City-Rabigh, King Abdul Aziz International Airport in Jeddah, and Makkah in the south. The Makkah Central Station will be located near the 3rd Ring Road. The Jeddah Central Station will be located on the Haramain Road.

The stations will be “aesthetically iconic” buildings with designs that take into account Islamic architectural traditions. They will have shops, restaurants, mosques, car parking, a helipad and VIP lounges.

The two holy cities attract pilgrims all year round, and, in addition to Jeddah, make up the main center in the Kingdom’s Western region.

Considered by many as the Kingdom’s economic capital, Jeddah is the second most populated city after Riyadh and is popularly known as the gateway to Makkah.

15 first aid posts set up in Grand Mosque complex

MAKKAH: The Civil Defense has established 15 first aid points inside the Grand Mosque complex to provide emergency health help to the guests of God, Director of Civil Defense in Makkah Brig. Jameel Arbaeen announced Wednesday.

He said the rescue stations, scattered in various parts of the Haram, will be manned by 300 paramedics, officers and privates and will operate around the clock during the entire Haj season.

Arbaeen said the medical evacuation and ambulance teams would make strenuous efforts to provide sick pilgrims with urgent medical help and would immediately rush the serious cases to the nearest hospital.

He said the paramedics had been supplied with first-aid kits and wheelchairs to provide urgent medical assistance to the pilgrims.

Arbaeen said the mobile ambulance points were set up in vital places in the Haram and also around the Tawaf area, which witnesses overcrowding of pilgrims, to provide them with quick medical help.

He said the Civil Defense would also send mobile messages in three languages to inform pilgrims to delay going to the Grand Mosque when it is full and to wait until the number of worshippers goes down. "This will be done in cooperation with the General Presidency of the Two Holy Mosques Affairs and the Haram security forces," he explained.

"The Civil Defense personnel will deploy the maximum potential to carry out their duties inside and around the Grand Mosque to preserve the safety of pilgrims and to provide them with rapid ambulance service whenever required," Arbaeen said.

Contractors cautioned against felling trees in Arafat

JEDDAH: The Haj Ministry has strongly warned against felling trees in Arafat and other holy sites and said anyone found violating the sanctity of the place by such acts will be dealt with severely.

The warning came in the wake of a contractor cutting down 15 trees in Arafat to erect tents on Wednesday.

The supervisors of the forestation and weather improvement in Arafat complained to the ministry about the contractor, who admitted his wrongdoing and signed a pledge to replant the trees.

The ministry asked all Haj services providing companies and contractors working in the holy sites not to cut trees that provide pilgrims with shades. It asked those who face difficulties in erecting their tents because of the trees to contact officials in charge of forestation to resolve the matter.

Planting trees in Arafat to provide shade for the guests of God was a welfare wakf (endowment) project initiated by Saudi businessman Abdul Rahman Fakieh in 1986. He was very keen about the project and has been inspecting it since then every day after the Fajr prayer. There are now 300,000 neem trees in Arafat.

Adel Khamis, the engineer in charge of the project, said neem trees were suitable to the climate of the region, as they shade large areas and purify the air. "The neem tree is an environment-friendly plant. It purifies the air and fights agricultural pests," he said.

Khamis said the pilgrims spend the day in Arafat under these trees, which protect them against heat, and said pilgrims are very keen about the preservation of these trees.

Meanwhile, the Permanent Committee for Religious Ifta and Scholarly Research has issued a ruling preventing the cutting down of trees in the holy sites.

It cited a number of traditions of the Prophet (peace be upon him) warning against cutting down of trees.

The Arafat tree project had won the Makkah prize for distinction in preserving cleanliness of environment. The project started with a few trees planted along the main roads, Jabal Al-Rahma (Mountain of Mercy) and Namira Mosque before it covered the entire area of Arafat.

Inspection tours of rest houses intensified

JEDDAH: Inspection tours of rest houses, Haj roads and gas stations where buses transporting pilgrims stop have been intensified during the Haj season, mayor of Jeddah Hani Abu Ras announced Monday.

He said the tours were being carried out under the instructions of Makkah Gov. Prince Khaled Al-Faisal and Jeddah Gov. Prince Mishaal bin Majed and aimed at extending consummate services to pilgrims.

Abu Ras said the municipalities, rural complexes and all the departments concerned were asked to intensify their daily inspection tours of these establishments to make sure that they were clean and law-abiding. He warned that any facility found to be violating the rules would be punished.

Meanwhile, commander of road security forces in Madinah Brig. Saad Al-Asmari said the road security personnel were thoroughly trained and supplied with the necessary equipment to enable them to carry out their duties in guarding the Haj road with a view to ensure the safety of the guests of God.

He said security patrols and field teams were dispatched on all roads to be taken by pilgrims to ensure their safety and comfort and provide them with any help that they might need.

Gov. of Najran province Prince Mishaal bin Abdullah also issued instructions to all the departments concerned to provide excellent services to the pilgrims coming from Yemen through the southern borders.

Private sector workers have right to 10-day leave to perform Haj

JEDDAH: Private sector employees have the right to paid leave of 10 to 15 days to perform Haj once in his service period, the spokesman of the Labor Ministry said on Wednesday.

"An employee will have the right to get paid holidays of not less than 10 days and not more than 15 days, including Eid Al-Adha holidays, to perform Haj once in his service period, if he has not performed the religious duty before," said Hattab Al-Anazi.

"This is a right of the employee in accordance with Article 114 of the Labor Law," the spokesman said, adding that the worker should have spent at least two years continuously with the present employer to get this benefit.

Al-Anazi, however, pointed out that the employer would have the discretion to decide on how many employees be given leave to perform Haj in a year based on the work requirements.

He said employees working in private companies would have the right to enjoy four-day Eid Al-Adha holidays, beginning from the Arafat Day, Dul Hijjah 9.

"In accordance with Article 112 of the Labor Law, private companies have to give four days break to mark Eid Al-Adha festival," said Al-Anazi.

"The law has mentioned the minimum days which should not be reduced," he said. "If there is an agreement between the company and workers on increasing the number of Eid holidays it should be taken into consideration," he added.

Minimum 4-day Haj holiday for private sector

RIYADH - The Eid Al-Adha holiday for the private sector is for a minimum four days starting from the day pilgrims stand on Arafat, said Hattab Bin Saleh Al-Enezi, Director of Public Relations and spokesman of the Ministry of Labor.

He said Article 112 of the Labor Law stipulates that the Eid Al-Adha holiday is four days. The ministry's Executive Law emphasizes that the four days are the minimum number of days of the holiday and cannot be reduced further.

Business owners and employers are allowed to increase the number of days off for their employees.

In terms of Article 114, workers in the private sector have the right to get a paid holiday for 10 days minimum and 15 days maximum, including the Eid Al-Adha holiday, to enable them to perform Haj once during their service period.

Only those workers who have completed at least two years' service will be allowed this holiday. Employers can determine the number of employees who qualify every year based on the needs of their companies.

Pilgrims camp at Mina - Haj 2010

It is this time of the year when millions of Muslims around the world come to Makkah to perform Haj, the spiritual journey of a lifetime.

To assess how easy Haj will be for them, every pilgrim wonders how Haj was last year and if pilgrims faced any difficulties.

In an exclusive interview, Adeal Felimban, manager of the Hassan Abdullah Alqurashi and Mohammed Marzog Alqurashi company which has been serving Haj pilgrims for over 17 years, gave an insight of last year’s Haj and what to expect this year. Felimban said that their company belongs to section A, which is one of the best of all camps, from services to prices.

He added their company didn’t face any major difficulties or problems in serving Haj pilgrims last year. However, there was one common problem that all companies faced, which was insufficient water supply to fill the air-conditioners and he hoped that it wouldn’t happen this year.

Regarding Haj services for pilgrims, he said that they upgrade their services every year. They provide air-conditioned buses with comfortable seats and make sure that buses are working to ensure timely movement of pilgrims.

They also provide fresh hot meals to pilgrims, which are cooked in the camp and they have cafeterias that are open 24 hours. They also provide excellent medical services and have separate doctors for male and female pilgrims who are ready to serve them provide checkups and medication free of cost.

One of the services which they provide to pilgrims is educating them on the rituals of Haj. “After we make sure that the pilgrims have finished all their applications and are ready for Haj, we give them a booklet and tape containing instructions of Haj, in order to educate them on Haj rituals, and when they are ready, we have instructors who they can contact if they need help,” he said.

Felimban pointed out that they have a systematic and organized schedule planned for their pilgrims. Regarding the price which they charge for their services, he said, “Of course every company has their own price that represents their section. We charge SR6,100 for each pilgrim, which is one of the lowest price in section A.”

Mohammed Nasser, manager of Alferdous United Company, which has been serving Haj pilgrims since eight years, said, “Last year there were a large number of applications, more than the year before, because of the risk of swine flu. He added that this year, they received applications from 1050 pilgrims in 3 days. Regarding their services, he said they provide the best medical, food and transportation services to pilgrims.

“Last year, we had an instructor for every 50 pilgrims to help them during their journey when there was no train service. However, this year, the ministry has an organized schdeule for pilgrims to avoid crowding and if a pilgrims needs help, he can contact the camp.

Regarding prices, Nasser said, “Our prices are cheap compared to other companies. We give special discounts to those who apply early and they pay SR7450 while the regular applicants are charged SR7850 SR.”

Yaser Mohammed Alghamdi, who performed Haj last year shared his experience. “My journey was smooth and I didn’t face any problems last year, except that the train stopped for some hours. The prices have increased by 30 percent this year, but I didn’t face any problems while applying for Haj,” he said.

Ahmed Al-Tejani, a man who performs Haj every five years said, “I didn’t face any problems while performing Haj last year and the police was always available to help us.

Expansion of Mina needed to house more Hajis

JEDDAH — Mina’s Tent City needs to be expanded to cope with the increasing number of Haj pilgrims every year, according to Khaled Bin Abdulaziz Khoqiar, a member of the Haj and Umrah Committee. He expects more than two million pilgrims to perform Haj this year.

“The number of tents in Mina is not sufficient and cannot accommodate all the pilgrims, so it is necessary to consider building on the foothills of the mountains, in cooperation with domestic Haj companies. There are already six buildings that can be used as a model (for future construction),” he added, according to a report in Al-Sharq Al-Awsat Arabic newspaper.

On the prices of camps, he said the Ministry of Haj has divided the camps into five categories. Category A is the closest to the Jamarat Bridge and costs more than Category E camps which are outside Mina.

The most expensive camp costs SR60,000 because of the special services provided by companies.

Meanwhile, the Custodian of the Two Holy Mosques’ Institute for Haj and Umrah Research will hold its annual meeting for researchers Saturday at Umm Al-Qura University in Makkah.

Dr. Bakri Bin Matouq Assass, president of the university, will chair the meeting.

Dr. Abdulaziz Bin Rashad Srouji, dean of the institute, said the meeting will present its research programs for the year.

“The institute is conducting several studies related to improving services for pilgrims,” he said.

Prince Khaled to launch Makkah gardens project

MAKKAH: Prince Khaled Al-Faisal, Emir of Makkah Region, is launching Saturday a mayoralty project for gardens in Makkah beginning with Al-Nawariya Gardens in the north of the city.

Osama Al-Bar, Mayor of Makkah, said his office was currently working on “three of the biggest public garden projects” at a cost of SR100 million.

“The projects will cover every area and district of Makkah and involve 37 public gardens,” Al-Bar said. “All the gardens have been designed in line with the very latest engineering models and to meet the highest standards in order to provide suitable and fully equipped places for the public.”

He said the mayoralty also had garden care and planting projects.

“Gardens are of great importance in terms of beautification, planning for roads and squares, and the planning of residential districts, and they also help clean and brighten up the atmosphere,” he said.

Al-Nawarita Gardens, described by Mayor Al-Bar as “one of the most significant public gardens in Makkah”, forms the first step of the projects, and the plans entail footpaths, sports and recreation areas, parking and lighting and other public amenities.

واستمع سموه إلى شرح مفصل عن المشروع من قبل معالي أمين العاصمة المقدسة الدكتور أسامة بن فضل البار الذي أوضح أن المشروع يتضمن تنفيذ العديد من الحدائق بقيمة إجمالية تبلغ 100 مليون ريال.
عقب ذلك بدء الحفل الخطابي الذي أقيم بهذه المناسبة بتلاوة آيات من القران الكريم.
ثم ألقى معالي أمين العاصمة المقدسة كلمة عبر فيها عن شكره وتقديره لسمو أمير منطقة مكة المكرمة على تدشينه مشروع حدائق أم القرى مؤكدا حرص سموه على كل ما يسهم في تطوير مرافق هذه المدينة المقدسة وإيمانه بما للحدائق والزراعة من دور كبير في تجميل المدينة.

وأشار معاليه إلى توقيع عقدين جديدين بمبلغ 40 مليون ريال لتنفيذ 30 حديقة بمكة المكرمة وذلك ضمن المشروع الذي يشتمل على أكثر من 40 حديقة موزعة في أحياء شمال وشرق وجنوب وغرب مكة المكرمة تبلغ مساحتها الإجمالية 150 ألف متر مربع وتبلغ قيمتها الإجمالية 100 مليون ريال منها ثلاث حدائق عامة كبرى تشتمل على ساحات وملاعب ونوادي ، مشيرا إلى أن جميع هذه الحدائق تم تصميمها وفق احدث التصاميم والمعايير الهندسية من أجل توفير أماكن مناسبة ومهيأة للمواطنين إضافة إلى إنشاء 3 مراكز اجتماعية رياضية مغلقة ومسابح وملاعب مكشوفة.

The Minister pointed to the signing of two new $ 40 million riyals for the implementation of 30 garden in Mecca as part of the project, which includes more than 40 garden distributed in the neighborhoods north and east, south and west of Mecca, a total area of ​​150 thousand square meters with a total value of SR 100 million, including three parks include a major public squares, playgrounds and clubs, pointing out that all these gardens have been designed according to the latest design and engineering standards for the provision of suitable premises and put up for citizens in addition to the construction of 3 community centers and indoor sports stadiums and swimming pools open.
