To be honest in this day and age, the safest bet is when following ulema is to see whether they stick to the consensus of the ulema or not and the closest to the Quran and Sunnah.

Majority of opinion is usually the safest way to go. Be wary of ulema especially when they have lone opinions or logic that other ulema do not agree with or just merely sound good but have no basis in reality of the Shariah.

If you have doubts about someone then its best to stay away.

Asking Ulama of other countries of other Ulama doesn't really help.

If you ask in the UK about Mufti Muhammad ibn Adam, then everyone knows him as an authentic scholar.

If you ask in the UK about a local Pakistani Aalim, them the chances are, no one will have heard of him.

Well I'm not surprised as Mufti Adam is a UK scholar based in UK, the scholars you probably asked are based in another country who are probably more familiar with home grown scholars or big names. Now Mufti Taqi Uthmani most people will know about him globally as he is an international big name scholar who is well recognised.

If you want to ask about a certain scholar then ask the scholars of that area or the brothers who belong to that area who may have come in contact with him in some form or another and then can inform you.

That excerpt was taken from the book fadhali sadaqat by maulana zakariyya kandlawi رحمة الله عليه, which was originally written in urdu. If you can't locate the passage, I'm sure one of the urdu speaking members here can help you out, إن شاء الله.

Q#1. Some scholar is a khalifa of Maulana Hakeem Akhtar RH ? is he authentic?

No this is not the bench mark for authenticity, being a khalifa of someone big usually means nothing. These are just mere fancy names that's all.

Q#2. some scholar studied froma wellknown darululoom and is a khalifa of Maulana Hakeem Akhtar RH or some wellknown scholar? is he authentic?

No not necesarilly, there will be good and bad everywhere in every department of life. Look at Azhar University, one of the oldest institutions of the muslim world, but can we say that every azhari teaching or graduate should be followed ? I can give you deobandi examples as well, of a well known Bury graduate here in UK who studied under the likes of Maulana Yusuf Motala and other big Ulema. So you will find good bad, strong weak in every institution of Deen.

Q#3. some scholar (same as Q.2) and has ijazah from some wellknown SCHOLARS ? is he authentic?

Read answers above, it seems your confusing yourself.
