It is not correct to label this as a ḥadīth qudsī. It has only been quoted in some books of taṣawwuf as what Kaʿb al-Aḥbār (d. 32 AH - رحمه الله) read in the Tawrāh, but even the attribution to him is not established since there is no chain (and those who attributed it to him came around 600–800 years after him). Also, Shaykh Mohammed Rateb al-Nabulsi, a contemporary Syrian scholar, remarks after commenting on this narration that it is even worse for unreliable narrations which are labeled as “ḥadīth qudsī” to be spread since (many of) the ignorant masses consider them to be more authentic than regular aḥādīth.
