RAND corporation is a think-tank like many others. As I tried to explain before that research is meant to be circulated far and wide for it to be critiqued. At the end of the day, it is an "opinion" based strategy.
World leaders and influencers write op-ed in Washington Post and if you read these op-eds' they become US policies or influence US policy, those who disagree write a counter op-ed.
Disagreement is part of life, there was a time when (we Muslims) also used to disagree with each other and in depth, now we have become sarcastic comedians and abusive.
When you do MSc or PhD, that's how it works. You present your research and you get ripped apart...People poke holes in your research and you defend it and that's why something advances.
We (Muslims) have forgotten how to disagree OR we hide our opinions (to safeguard) from critique so we don't progress and we don't learn any lessons from failures.
