Tawheed (توحيد) is the concept of Monotheism.
It means Allah is One (wahid) and Unique (ahad).
There are four categories as regard Tawheed:

1) Tawheed ar-Ruboobiyyah
It is to single out Allah alone that he is the only Creator of all of the creation.

“And if you were to ask them: ‘Who has created the heavens and the earth and subjected the sun and the moon?’ they will surely reply: ‘Allaah.’ How then are they deviating (as polytheists and disbelievers)?”
[al-‘Ankaboot 29:61]

“And if you were to ask them: ‘Who sends down water (rain) from the sky, and gives life therewith to the earth after its death?’ they will surely reply: ‘Allaah.’ Say: ‘All the praises and thanks be to Allaah!’ Nay, most of them have no sense”
[al-‘Ankaboot 29:63]

“And if you ask them who created them, they will surely say: ‘Allaah.’ How then are they turned away (from the worship of Allaah Who created them)?”
[al-Zukhruf 43:87]

2) Tawheed al-Uloohiyyah or Tawheed al-Ibaadah
This means that Allah is the only one worthy of worship.

“And your Lord has decreed that you worship none but Him”
[al-Isra’ 17:23]

“Worship Allaah and join none with Him (in worship)”
[al-Nisa’ 4:36]

3) Tawheed Asma wa Siffat
This is to believe in the the Names and Attributes of Allah.

“There is nothing like Him, and He is the All‑Hearer, the All‑Seer”
[al-Shoora 42:11]

4) Tawheed al-Hakimiyyah
This category is based on the Fundamental concept that Allah alone is the only Lawgiver.

"Master of the Day of Judgment."
[Al-Quran, Surah Al-Fatiha, Ayah 4]

"Is it not Allah the best of judges?"
[Al-Quran, Surah At-Teen, Ayah 8]

"And he Allah doesn't allow anyone to share with him in his rule."
[Al-Quran, Surah Al-Kahf, Ayah 26]

Since Allah is the only Lawgiver, Tawheed Al-Hakimiyyah is known of Islam by necessity.

However there is a vicious conspiracy championed by wicked scholars & their apostate Paymasters to erase this Tawheed from the hearts and minds of the Muslims. The apostate leaders and the wicked scholars are part & parcel of the New World Order. Islam is the threat to this Dajjal system Called New World Order. Hence the wicked scholars are vehemently trying to deny Allah his right to be the only Lawgiver. They claim Tawheed Al-Hakimiyyah is Bidah [Innovation], by making this claim they apostate from Al-Islam because Allah said in regards to his governance.

"And he Allah doesn't allow anyone to share with him in his rule."
[Al-Quran, Surah Al-Kahf, Ayah 26]

In their desperate attempt to hide Tawheed Al-Hakimiyyah from the believers, they slide it underneath Tawheed Ar-Rububiyyah and claim they mean the same thing. This is the Aqeedah of the Saudi Salafi's.

If we were to follow their Aqeedah, then we will have to believe that Shaitaan is a Muslim. The Shaitaan Acknowledges Tawheed Ar-Rububiyah. When Allah threw him out of Heaven, Shaitaan said:

"My Lord grant me respite until the Day when they will be resurrected"
[Al-Quran, Surah Hijr, Ayah 26]

Hence the Shaitaan in the above Ayah acknowledges that Allah is his one and only Lord [I.e. acknowledges Tawheed Ar-Rububiyah]. Yet the Shaitaan doesn't acknowledge Tawheed Al-Hakimiyyah, this is why he refuses to bow down to Adam (as).

If he were to be those who belief that Allah has the right to be sole Commander, he would have obeyed Allah and bowed down to Adam (as). By his rebelling against Allah's Commands, he was pronounced a Kaffir [Disbeliever] by Allah the all Mighty, all Wise. Thus, the deniers of Tawheed Al-Hakimiyyah, belong to the madhab of Iblees, hence they too are kaffirs.

Allah said, "Those who do not govern by what Allah has revealed are kaffirs"
[Al-Quran, Surah Maidah, Ayah 44]

Those who deny Tawheed Al-Hakimiyyah claim that this Ayah means Disbeliever of a Lesser Degree, thus a person who dismantles the Shariah is not really a disbeliever because to dismantle the Shariah is minor issue, a minor kufr [Disbelief].

We refute them by saying a person is either a Muslim or a kaafir, hence there is no such thing as a disbeliever of a Lesser Degree. This is Bidah [Innovation] in regards to Aqeedah, the worst form of Bidah. If to Dismantle the Shariah is a minor Kufr, as they like all the Muslims to believe, why did Allah find is necessary to turn the Jews into apes and swine when they tempered with the Shariah in regards to the Sabbath. The Shariah of Muhammad (saw) is more valuable then the Shariah of Musa (as) so to dismantle it is a Major Kufr [Disbelief] that makes someone a Kaffir.

The people who are promoting the Aqeedah that to dismantle the Shariah is Kufr Doona Kufr [I.e. Minor Kufr] they themselves have become Kaffirs for saying this. Are they trying to insinuate that Allah is an oppressor and Allah has overreacted when he turned the Jews into apes and swine for tampering with the Sabbath?

Also the Great Scholar of Islam, Sheikh ul Islam Ibn Taymiyyah says in his Fatawa, 28/524:

"And it is known by necessity from the Deen [Religion] of the Muslims, and the agreement of all the Muslims, that whoever permits the following of a Deen other than Islam or following a Shariah [laws of the religion of Islam] other than the Shariah of Muhammad (saw), then he is a kafir, and it is like the kufr of one who believes in part of the Book and disbelieves in part of the Book, as Allah said [The meaning of which is]:

"Indeed those who disbelieve in Allah and His Messengers, and wish to distinguish between Allah and his Messengers, and say we believe in some and disbelieve in some, and wish to take a way between that, all those are the disbelievers in truth, and we have prepared for the disbelievers a humiliating punishment."
[Al-Quran, Surah An-Nisa, Ayahs 150-151]
